Bundestag lawmaker condemns Azerbaijani attack on Armenia

YEREVAN, SEPTEMBER 16, ARMENPRESS. Chairman of the Committee on Foreign Affairs of the German Bundestag Michael Roth condemned the latest attack of Azerbaijan on Armenia’s territories.
“Good that with the negotiating efforts of the United States and the European Union a ceasefire has been achieved. I condemn the Azerbaijani attack on Armenia’s state territories. This decades-long conflict must be solved through peaceful negotiations, not by weapons. Azerbaijan obviously, taking advantage of Russia’s weakness, is trying to push forward its territorial interests. We should not leave Armenia on Russia. The EU should take the role of a leader in the establishment of peace and support the democracy of Armenia” the Bundestag lawmaker said on Twitter.
On September 13, starting at 00:05, the Azerbaijani armed forces launched a major military attack in several directions against Armenia, primarily using artillery and UAVs. 105 Armenian troops were killed and 6 civilians were wounded in the Azerbaijani attack.
On September 14 Armenia’s Security Council Secretary Armen Grigoryan said that ceasefire has been reached thanks to the involvement of the international community.

They cut off legs, fingers of female soldier: Armenian Army chief presents Azerbaijani atrocities to foreign diplomats

YEREVAN, SEPTEMBER 16, ARMENPRESS. The Azerbaijani armed forces committed atrocities after infiltrating into Armenia’s territory, they have dismembered a woman servicemember, cut off her legs, fingers and stripped her naked.
Chief of General Staff of the Armenian Armed Forces Edward Asryan promised to show the respective video to the foreign diplomats during the meeting in Jermuk.
“They committed atrocities in our combat positions against our servicemen, including women servicemembers”, he said. “I can’t find words to describe how they dismembered a female soldier, cut off her legs, fingers, stripped her naked, this is the last level of cruelty”, he added.
He stated that no military force, unit or soldier of any country has a right to do such atrocities. He called it a gross violation of the international humanitarian law.
Asryan said that the war crimes have been carried out at all directions of the attack.
He assured that the Armenian Armed Forces will continue taking all measures to ensure the military security of the homeland.

Azeri army team remains surrounded on hilltop 4,5km near Jermuk

JERMUK, SEPTEMBER 16, ARMENPRESS. Video surveillance monitoring shows that a 50-60-man Azerbaijani military group has pulled back from the northern part of Jermuk, the Chief of the General Staff of the Armenian Armed Forces Edvard Asryan told reporters.
He said that now only one Azerbaijani military team is located near Jermuk some 4,5 kilometers away on a hilltop, but this group is surrounded.
“They didn’t reach the outskirts of Jermuk with the entire front, only one group is on the hill. And in terms of vitality, if this adversary group doesn’t get food or water supply they will deplete their resources in a few days and will have to leave. The group is surrounded by our detachments,” Asryan said.
He said the tactical situation is stable.
Asryan said he is convinced that this Azeri group will withdraw as a result of the skilled actions of the Armenian side.
“We won’t allow their vitality to be ensured, there won’t be vehicle movement into our territory, there is none right now too, they are unable to bring food or water and by losing vitality this group will pull back and join their main detachments which are farther away from the outskirts of Jermuk, 7 to 10 kilometers,” he said.

Footage circulating online appears to show the mutilation of a female Armenian soldier by Azerbaijani troops during fighting this week.

On Friday, the Armenian Ministry of Defence confirmed that the woman in question was killed during the clashes on 13–14 September along the Armenia-Azerbaijan border.
The footage, ostensibly filmed by an Azerbaijani soldier, shows a number of bodies of Armenian soldiers, including two women.
One of the women has been stripped naked with text written across her breasts and stomach. A stone has been placed in her eye socket and a severed finger in her mouth.
The man filming the scene comments in Azerbaijani: ‘look at the bitch, there are two women. She became a rock.’
The Chief of the General Staff of the Armenian Armed Forces spoke about the footage during a visit by foreign diplomats to the resort town of Jermuk in the southern Vayots Dzor Province on Friday. The town was subject to Azerbaijani shelling, with Azerbaijani troops taking control of positions near the town during the fighting.
‘They committed atrocities in our combat positions against our servicemembers, including women servicemembers’, Edward Asryan told the diplomats. ‘I can’t find words to describe how they dismembered a female soldier, cut off her legs, and fingers, stripped her naked, this is the ultimate level of cruelty’, he added, promising to show the video to them.
Fighting erupted on the Armenia–Azerbaijan border at around midnight on the night of 12–13 September, as Azerbaijani forces launched strkes and ground assaults into Armenia, targeting military positions and civilian settlements across much of their shared border. Azerbaijan claimed the attacks were a response to Armenian ‘provocations’.
It came to an end after Armenia announced that a ceasefire had been agreed. Yerevan has claimed that the US government ‘played a huge role’ in bringing an end to the fighting. The Azerbaijani side has not officially acknowledged the agreement.
The two-day war differed from many previous battles between the two countries in that it did not involve Nagorno-Karabakh. Unlike in previous clashes, much of the international community, particularly Western countries, also appeared to single out Azerbaijan as being responsible, calling on them to cease their attacks.
As the fighting continued Wednesday, US Secretary of State Antony Blinken called for Azerbaijani President Ilham Aliyev to ‘cease the hositilites’ and ‘disengage military forces’, condeming the attacks inside Armenia.
In a phone conversation with Armenian Prime Minister Nikol Pashinyan, Blinken promised to ‘deal with the issue’ personally and help to normalise the situation.
Another high-ranking US official, House Speaker Nancy Pelosi, will also reportedly visit Armenia this weekend to ‘express support’ to the country. She has not announced any other visits in the region.
France has also criticised Azerbaijan. At a meeting of the UN Security Council on Thursday, the French representative urged Azerbaijan to withdraw its troops from Armenian territory and ‘respect Armenia’s territorial integrity’.
Armenia’s Deputy Foreign Minister Paruyr Hovhannisyan told Armenpress that the adoption of a Security Council resolution was currently being discussed.
Armenia’s traditional strategic ally, Russia, remained more muted in their response, urging ‘both sides’ to cease hostilities.
Russia is treaty-bound to assist Armenia militarily in the event of an attack on its territory, both under a bilateral treaty as well as through their membership of the Collective Security Treaty Organisation (CSTO). Despite Armenia’s call for aid, the CSTO sent only a fact-finding mission, which arrived in Armenia on Friday.
The Secretary of the Armenian Security Council, Armen Grigoryan, said the country ‘does not have any more hope’ that the defence mechanisms of the treaty would be activated to help Armenia.

The Chairman of the House Committee on Energy and Commerce Frank Pallone, and Representatives Anna Eshoo, and Jackie Speier accompany the Speaker of the U.S. House of Representatives.
Speaker of Parliament of Armenia Alen Simonyan met in Yerevan's Zvartnots Airport and had a private conversation with Nancy Pelosi, the parliament’s press service said.
During her September 17-19 visit, Speaker Pelosi will meet with Prime Minister Nikol Pashinyan, Speaker of the National Assembly Alen Simonyan, and other senior Armenian officials to discuss U.S.-Armenian relations, and the current security situation. Speaker Pelosi will also address the press, participate in a wreath laying ceremony at the Armenian Genocide Memorial, and deliver a speech at the Cafesjian Center for the Arts.

Russian President Vladimir Putin on Friday said Moscow successfully mediated a conflict between Armenia and Azerbaijan after recent clashes between the two neighbors resulted in the killings of more than 200 people.
What Happened: Putin said despite its ongoing conflict in Ukraine, the country had enough resources to broker a deal between the former Soviet republics — Armenia and Azerbaijan— after the latest hostilities spiraled into the worst confrontation between the neighbors since a war in 2020.
"Under the influence of Russia, this conflict was localized. I hope this continues to be the case," Putin told media after a regional summit in Uzbekistan, Reuters reported.
When questioned if Russia had the resources to maintain its influence in the region given Moscow's ongoing war in Ukraine, Putin said: "As you can see, there are enough."
Although Ilham Aliyev, the President of Azerbaijan, told Putin that the conflict had "stabilized," the Armenian parliamentary speaker Alen Simonyan said on national television, "We are very dissatisfied, of course. The expectations we had were not justified."
"We expect more tangible steps from our Russian partners, not just statements or half words," he added.
Meanwhile, on Friday, U.S. House of Representatives Speaker Nancy Pelosi confirmed that she would be visiting Armenia to show her support amid fresh conflicts with its neighbor. "Tomorrow we will be visiting Armenia because we've had an ongoing invitation from the Armenians," she said while speaking at a Group of Seven (G7) countries meeting in Berlin.

When asked what kind of support Armenia could expect from the United States, in particular whether it can expect a military support, the House Speaker said: “The value of our visit and the value of our discussions is to hear from Armenia’s perspective how we can be helpful. That has been a good part of our discussions thus far.
One particular thing that is more related to economy than to security, except that they’re all related, is that the Speaker asked us to support Armenia’s steps that it has been taking to be part of the Millennium Challenge, and that is a very big initiative for economic growth and fairness. We did commit that we would work to help with that,” Pelosi said.
“On the defense side, we are listening to. Rather than coming here and saying this is what we are prepared to do we are listening to what the needs are”, she added.

Mrs. Pelosi said that she is the first Speaker of the US House of Representatives to visit Armenia. “I am now standing between the flags of our two countries. It’s a great pride”, she said, stating that it shows the partnership with Armenia.
Speaker Pelosi also extended the congratulations of the US Congress to Armenia ahead of its Independence Day, celebrated on September 21.
“For us, it's almost like a family visit. We are elected from districts where there are so many Armenian-Americans. They are patriotic Americans and are very very proud of their Armenian heritage. They make that very clearly to us. We follow the Armenian challenges through their eyes”, the Speaker said.
She said that they are proud of eventually adopting the resolution on the Armenian Genocide. “Joe Biden has been the friend of Armenia, and we are proud that he signed it and also invited the Prime Minister of Armenia to the Democracy Summit which was a very important event. I am here just to say that America is committed to Armenia's security and Armenia's democracy. And we stand with Armenia at any difficult time when there is a battle between democracy and autocracy. Armenia is a place where we can see those contrasts coming to play”, the Speaker of the House of Representatives said.
Nancy Pelosi said that her visit to Armenia was planned earlier, since last week. “But we came here at the moment when we can in person strongly condemn Azerbaijan’s recent attacks on Armenia. This is unacceptable and is threatening the prospects for the much needed peace agreement. As an OSCE Minsk Group Co-Chair and Armenia’s friend, the United States is committed to supporting the negotiated, comprehensive and sustainable settlement, including especially those hostilities directed towards civilians. The United States has long said that there can be no military solution to this conflict”, she said.
Nancy Pelosi said that the United States continues to watch the situation closely, adding that it is a priority direction for President Biden and the Congress.

International community must condemn Azerbaijan's aggression – Greek governor issues statement

YEREVAN, SEPTEMBER 20, ARMENPRESS. Giorgos Patoulis, Governor of Greece’s Attica region, issued a statement strongly condemning the aggression of Azerbaijan against Armenia, the Embassy of Armenia in Greece said on social media.
The statement says:
“Respecting the rules of the international law is the only way of solving the disputes between Armenia and Azerbaijan.
The New Launch faction of Attica and I personally, as the Governor of Attica, condemn any violence regardless from where it derives, as well as all those who take that step for solving their disagreements.
Especially when the talk concerns the disputes between countries, they must respect the norms of the international law and the international contracts and agreements which are the only acceptable way for solving their disputes.
Azerbaijan’s new invasion to Armenia, just a year after the end of the war and the signing of the ceasefire agreement between them, in addition to unjustified loss of hundreds of human lives, is also an additional threat to the security of all countries in our region, which is already tested by the ongoing war conflict in Ukraine. Europe cannot accept and cannot tolerate another war clash on its borders.
The whole international community, particularly the western world and the EU, but also the countries that have signed the ceasefire agreement of the previous conflict as a guarantor, must condemn Azerbaijan’s aggression, stand by Armenia, force to respect the rules of the international law.
If any tolerance is demonstrated against violence and arbitrariness, it could lead to a new vicious closed chain of war conflicts, involving other countries which want to push forward their interests through war and instability.
It’s a time of responsibility for everyone, but also it’s the right moment here in Greece and Attica, to express our undivided support to the brotherly Armenian people”.

Senator Carles Garcia inquires from Spanish Government about possible measures against Azeri crimes targeting Armenia

“The Spanish Government is silent on the military aggression unleashed by Azerbaijan on September 13 against Armenia’s sovereign territory, which caused at least 207 deaths among Armenian troops and civilians, and cases of violence, torture and mutilations committed by the Azerbaijani armed forces. There are more than 7600 displaced civilians, more than 20 Armenian prisoners of war. Civilian infrastructures were partially or entirely destroyed. Will the Spanish Government take any measures against this crime on the international level, or will it continue to be in the role of a onlooker?” the senator said in the inquiry.

Azerbaijan violates ceasefire at border with Armenia

YEREVAN, SEPTEMBER 20, ARMENPRESS. On September 20, the Azerbaijani armed forces violated the ceasefire with some periodicity in the eastern direction of the Armenian-Azerbaijani border, the Armenian Defense Ministry said.
The Azeri military used small arms fire in the ceasefire breach.
As of 22:30 the situation was stable and the shooting had stopped.

The Federation of Pontian Associations of Australia has urged the Australian government to condemn Azerbaijan’s hostilities against Armenia, that have resulted in the deaths and displacement of thousands of people.
“This unprovoked attack on Armenian sovereignty, territory and integrity must be denounced by the international community,” the statement read, condemning the attacks that erupted on 13 September.
“The recent attacks are a continuation of the Armenian, Assyrian and Greek Genocides of 1914-1924. It is no coincidence that the attacks took place on the days when these Christian populations were commemorating the anniversary of 100 years since the holocaust of multicultural Smyrna, when more than 125,000 Greeks and Armenians were massacred by the ideological ancestors, sympathisers and collaborators of the Azeri government.
“Such attacks will not stop until the world unites against this level of aggression and unjustified violence,” the Federation said in its statement, calling the attacks “brutal,” “unconscionable” and a “modern manifestation of the genocide committed against the Armenian, Assyrian and Greek people over 100 years ago”.
The tensions between Armenia and Azerbaijan have exploded over territorial claims.
Armenia has announced the deaths of 49 troops following “an attack with artillery, mortars, drones and large-calibre rifles” from its neighbour whereas Azerbaijan denies attacking first and claims its troops had responded to “large-scale provocations” by the Armenian military, maintaining that Armenian forces had fired at Azerbaijani military positions in the Dashkasan, Kalbajar and Lachin regions first.
The recent armed conflict is the biggest since 2020, when the death toll reached 286.

“The UK Government has been clear, including in our intervention at the OSCE in Vienna, that armed forces should be withdrawn to the positions they held prior to this outbreak of hostilities. Diplomacy is the only way to resolve conflict,” the British Embassy to Armenia said in response to a query from First Channel News regarding the recent Azeri attack
“We have always condemned the targeting of civilian areas in all conflicts. Our thoughts are with the families of those who lost their lives or were injured as a result of the recent violence.
The UK Government welcomes the return of prisoners of war and the remains of the deceased. We strongly encourage the parties to undertake discussions to secure the return of all remaining prisoners of war and the remains of the deceased.
Reports of torture are extremely concerning and require thorough investigation by the appropriate authorities,” the statement reads.
