YEREVAN, SEPTEMBER 13, ARMENPRESS. European Union’s High Representative for Foreign Affairs and Security Policy Josep Borrell issued a statement over the Azerbaijani military aggression against Armenia. 

The statement says:

 
 

“Serious fighting has taken place along the Armenian and Azerbaijani border during the last hours with reported loss of lives. It is imperative that the hostilities stop and that there is a return to the negotiating table. All forces should return to positions held prior to this escalation and the ceasefire should be fully respected.

President of the European Council Charles Michel is in contact with the leaders of both countries and I am speaking with the respective Foreign Ministers today. The EU is committed to continuing to act as an honest broker between Armenia and Azerbaijan to help achieve the common goal of a South Caucasus that is secure, prosperous and at peace, for the benefit of all its people.

The EU Special Representative Toivo Klaar will now travel to the two countries immediately to support the necessary de-escalation and to discuss next steps in the Brussels dialogue process between the Armenian and Azerbaijani leaders”.

France will convey the situation to the UN Security Council, where it is currently presiding, the French presidency said in a statement.

 
 

President Macron is ready to support the sides in order for all issues relating to or stemming from the conflict to be resolved exclusively through negotiations.

“He will continue actively supporting this together with all partners and interested parties,” the presidency said.

America’s Armenian diaspora applauded when President Joe Biden fulfilled his campaign pledge to recognize the Armenian Genocide. Two days later, without giving any forewarning to senators and representatives most engaged on the issue, Secretary of State Anthony Blinken waived Section 907 of the Freedom Support Act. That law essentially forbade military assistance to Azerbaijan unless it demonstrated its commitment to resolve its ongoing disputes with Armenia diplomatically. While successive administrations had long waived Section 907 to cultivate Azerbaijan as an ally against Iran, the April 2021 waiver—and a subsequent waiver this past June—surprised observers because they blatantly violated the law.

Blinken probably recognizes this, but believed correctly that Congress would not hold him to account. He might also believe that a Section 907 waiver would blunt the anger that Baku and Ankara might feel toward Washington for acknowledging history,

The problem with Blinken’s bothsiderism is it encourages extremes. In the wake of the waiver, Azerbaijani dictator Ilham Aliyev built a memorial reminiscent of Saddam Hussain’s wartime propaganda. Aliyev has also repeatedly denied the legitimacy of Armenia’s right to exist and laid claims to towns and cities across the international border in Armenia. The United States has been largely silent as Azerbaijan systematically erases Armenian cultural heritage. Azeri rhetoric today and its dehumanization of Armenians are reminiscent of Rwanda immediately prior to the anti-Tutsi genocide or China with regard to its Uighur minority and culture. While the State Department approaches the Nagorno-Karabakh and Caucasus conflicts as a diplomatic problem whose solution will lie in creative diplomacy and compromise, they discount the role of ideology. They ignore, for example, the fact that Azerbaijan and Turkey’s invasion of Armenian-controlled Nagorno-Karabakh in September 2020 occurred on the 100th anniversary of the Ottoman invasion of Armenia against the backdrop of the original genocide. Dictators do not easily forfeit ideology when it is a tool to distract from internal dissension, economic failure, and the corruption of the ruling family.

Today, the cost for Blinken’s penchant for bothsiderism and his deliberate decision to ignore Aliyev’s incitement became clear. While Azerbaijan partisans argue that Azeri force is justified to end Armenian self-governance in Nagorno-Karbakh, Azerbaijani forces tonight attacked not that region but Armenian towns and villages across the international border into Armenia.

 

There are no winners to this situation. Armenians face ethnic cleansing and atrocity akin to what they suffered 107 years ago. Azeris suffer a further prostitution of their independence in favor of Turkey and the fact that Aliyev uses military crises to delay much-needed reform. Russia gains as a mediator in the absence of any serious U.S. efforts. Frankly, the Azerbaijani lobby in the United States also aids Russia’s position given that Russia’s economic partnership with Azerbaijan today surpasses Armenia.

Genocide can be quick or it can be drawn out over years. Aliyev today calculates that a lack of seriousness in Washington plays to his advantage. He believes he can outplay and outsmart Blinken. What Azerbaijan might not complete as a blitzkrieg, he can accomplish in slow motion. Regardless of speed, both rhetoric and action show his true goal.

 

If Blinken does not want to be the secretary under whose watch Azerbaijan and Turkey complete the Armenian genocide, it is time to respond forcefully. End the waiver of Section 907. Impose far broader sanctions on Azerbaijan. Promote Eastern Mediterranean gas and oil from Israel, Cyprus, and Greece so as not to become beholden to yet another dictatorial regime, one that ironically seeks to paint itself as an alternative to Russian gas while soliciting Russian investment. Withdrawal recognition of Azerbaijani sovereignty over Nagorno-Karabakh that is more the vestige of Joseph Stalin’s cynicism than historic demography. The wisest secretaries recognize their mistakes and recalibrate their actions.

When it comes to Azerbaijan, Blinken’s reset is long overdue.

On Azerbaijan-Armenia clash, India asks ‘aggressor side’ to cease hostilities

The dispute over Nagorno-Karabakh dates back to the collapse of the Soviet Union in the late 1980s. The region is controlled by ethnic Armenians but is located within Azerbaijan’s territory.
 
NEW DELHI: India on Tuesday called on the “aggressor side” in fresh fighting along the Armenia-Azerbaijan border to “immediately cease hostilities” and said bilateral disputes should be resolved through diplomacy and dialogue.
 

External affairs ministry spokesperson Arindam Bagchi referred to attacks along the border between the two countries and said: “We have seen reports of attacks along the Armenia-Azerbaijan border, including targeting of civilian settlements and infrastructure on September 12-13, 2022. We call upon the aggressor side to immediately cease hostilities.”

He added, “We believe that bilateral disputes should be settled through diplomacy and dialogue. There can be no military solution to any conflict. We encourage both sides to pursue talks to arrive at a lasting and peaceful solution.”

Armenia has said at least 49 of its soldiers were killed in fighting along the border with Azerbaijan, and that the attacks were carried out because of a dispute over the Nagorno-Karabakh region.

On the other hand, Azerbaijan said its troops returned fire to prevent “large-scale provocations” by Armenia’s military.

Russia said on Tuesday it brokered a truce between Armenia and Azerbaijan after fighting erupted on the border between the two sides this week. The media in Azerbaijan, however, reported the ceasefire has already been broken.

Moscow called on the two countries to “refrain from further escalation of the situation, exercise restraint and strictly observe the ceasefire in accordance with the trilateral statements of the leaders of Russia, Azerbaijan and Armenia of November 9, 2020, January 11 and November 26, 2021”, according to a statement from Russia’s foreign ministry.

Russia said it acted after receiving an appeal from Armenia’s leadership to “assist in resolving the situation”.

The dispute over Nagorno-Karabakh dates back to the collapse of the Soviet Union in the late 1980s. The region is controlled by ethnic Armenians but is located within Azerbaijan’s territory. The two countries last clashed over the region in 2020.

Why Does Israel Support Azerbaijan in Hostilities with Armenia?

Israel was one of the first countries to recognize Azerbaijan following the collapse of the Soviet Union in 1991.

That support, which includes substantial military aid such as Stinger missiles and Harop drones, hasn’t wavered. Not even when Azerbaijan engaged in two wars with Armenia over disputed territory in Nagorno-Karabakh.

GV Wire asked retired Israeli Ambassador Yoram Ettinger in an interview last fall why his country didn’t instead support Armenia, whose citizens — like those in Israel — have been the victims of genocide. Israel, of course, has never officially recognized the Armenian Genocide.

Ettinger said that it is in Israel’s best interests and the best interests of peace in the region to back Azerbaijan. Meanwhile, intelligence analysts note that Azerbaijan, which is 97% Muslim, is a large supplier of Israeli oil and that Azerbaijan’s border with Iran is strategically important to Israel.

Nagorno-Karabakh is within Azerbaijan but had been under the control of ethnic Armenian forces backed by Armenia since the end of a separatist war in 1994. Armenia, which also formed after the break-up of the Soviet Union, is 99% Christian.

A second war was waged by Azerbaijan and Armenia there last year that resulted in more than 6,500 deaths. That conflict ended when Armenian Prime Minister Nikol Pashinyan signed a Russia-brokered cease-fire agreement that granted Azerbaijan control over parts of Nagorno-Karabakh as well as adjacent territories occupied by Armenians.

Armenian officials told a United Nations court earlier this month that “Azerbaijan continues to espouse and actively promote ethnic hatred against Armenians.”

“Well, as we said in the readout of the Secretary’s calls that took place overnight, he urged President Aliyev to cease hostilities immediately, to disengage military forces, and to work to resolve all outstanding issues between Armenia and Azerbaijan through negotiations that are peaceful and diplomacy that is constructive. We have seen significant evidence of Azerbaijani shelling inside Armenia and significant damage to Armenian infrastructure, but most important for us is that both of these parties commit to a cessation of hostilities and commit to a broader de-escalation,” Price said.

 
 

Azerbaijan launched an unprovoked large-scale attack on Armenia from several directions on September 13. Both military and civilian infrastructures were hit by artillery bombardments and UAV strikes.

A group of Members of European Parliament addressed a letter to the EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission Josep Borrell requesting the EU to take urgent actions to protect Armenia from the Azerbaijani aggression.

 

 “Since early today, 13 September 2022, an unprovoked and unjustified aggression against the sovereign territory of Armenia is yet another flagrant violation by Azerbaijan of the Charter of the United Nations, the Helsinki Final Act and the Trilateral Statement of 9 November 2020.

 
 

As of 11:00, the Armenian side has 49 confirmed casualties. Further numbers, including those wounded, are being verified.

In light of Azerbaijan’s clearly ple-planned and premeditated aggression, there is an urgent need for the EU to take decisive and adequate actions and steps to immediately stop Azerbaijan’s aggression against the sovereignty and territorial integrity of the Republic of Armenia and prevent further escalation of the situation on the ground.

We consider that the EU should have an urgent, multi-level intervention in order to stop Azerbaijan’s aggression and make sure that it will not be repeated, through an effective sanctions’ mechanism.

It is our duty to protect Armenia and the Armenian people living under the constant war threat from Azerbaijan’s unstoppable aggression.

 

Please inform us, at your earliest convenience, what concrete steps you will take in order to assure that the EU can responsibly and effectively protect Armenia.”

The letter was signed by MEPs Emmanouil Fragkos, Jorg Meuthen, Beata Kempa, Lars Patrick Berg, Charlie Weimers, Ivan Stefanec, Joachim Kuhs, Eva Kaili, Filip de Man, Klemen Groselj, Karen Melchior and Costas Mavrides.

“Being committed to their style of spreading continuous explicit fake reports, the Azerbaijani Ministry of Defense released a statement falsely accusing the Armenian detachments in shelling Azerbaijani positions overnight September 13-14. This is yet another disinformation, which, as we are already convinced, is serving as a fake information background for their military aggression against sovereign territory of Armenia,” Torosyan said.

 
 

He said that during the night the Azerbaijani military bombed both military and civilian infrastructures with loitering munitions, and that intense artillery attacks began in the morning targeting military positions and border towns in the direction of Jermuk and Verin Shorzha.

“The adversary is receiving a worthy response. The Armenian Armed Forces are entirely fulfilling their combat objectives. As of 12:00 the intensity of the firefight in other directions of the adversary aggression has significantly decreased. Given the fact that videos made by the Azerbaijani propaganda, including fake videos and videos filmed during the 44-Day War are spreading on social media, we are urging to refrain from addressing these videos in any way, not to mention publishing them,” he said.

The Azerbaijani presidency said in a statement that on September 14 Azerbaijani President Ilham Aliyev met with Klaar.

 
 

According to a statement released by the presidency, Klaar expressed concern regarding the escalation on the interstate border of Armenia and Azerbaijan and noted that the EU leadership held phone calls with both the Azeri president and the Armenian Prime Minister.

Azerbaijan launched renewed attacks on Armenia, shelling and bombarding both military and civilian infrastructure.

YEREVAN, SEPTEMBER 14, ARMENPRESS. On September 13, Armen Papikyan, the Permanent Representative of Armenia to the OSCE, participated and delivered remarks at the special session of the OSCE Permanent Council convened upon the initiative of Armenia, the foreign ministry said in a press release.

 

Armen Papikyan drew the attention of the OSCE Permanent Council to the military aggression unleashed by Azerbaijan on September 13 against the sovereign territory of the Republic of Armenia.

 
 

Ambassador Papikyan noted that the armed forces of Azerbaijan, in clear violation of international humanitarian law and the Geneva Conventions, shelled a number of Armenian settlements using heavy weaponry, including artillery, missiles and UAVs.

It was underscored that the Azerbaijani aggression is a gross violation of the fundamental principles and commitments of the OSCE, the UN Charter and the Helsinki Final Act.

Referring to the need for a proper response of the international community, Ambassador Papikyan emphasized the importance of clear and unambiguous condemnation of Azerbaijan's aggression against Armenia by the OSCE and its participating states. It was emphasized that only a clear response and an adequate assessment of Azerbaijan's aggressive actions, including appropriate active steps by the international community, can prevent a new war in the region.

He underlined that the further use of force or the threat of force undermines the ongoing processes in the region aimed at establishing peace and security in the South Caucasus, as well as the settlement of all issues related to and deriving from the Nagorno-Karabakh conflict.

 

The Permanent Representative of Armenia to the OSCE reaffirmed the commitment of the Republic of Armenia to the agenda of establishing peace and stability in the region. The importance of the efforts of the OSCE Minsk Group Co-Chairmanship as a negotiation format with an international mandate was emphasized.

YEREVAN, SEPTEMBER 14, ARMENPRESS. As of September 14, the verified number of Armenian troops who were killed in the Azerbaijani attack stands at 105, Prime Minister Nikol Pashinyan told lawmakers in parliament.

 

He reminded that yesterday he said the death toll in the military was 49, but regrettably that number wasn’t the final one.

 
 

“As of today the verified number of casualties is 105. I once again bow before our martyrs,” the PM said.

YEREVAN, SEPTEMBER 14, ARMENPRESS. PM Nikol Pashinyan says Azerbaijan is attempting to present Armenia in the West to be a strong pro-Russian country, and in Russia as a strong pro-West country.

 

The PM made the remarks when asked by MP Shirak Torosyan whether or not he sees a geopolitical factor behind Azerbaijan’s attack.

 
 

“Yes, there is a geopolitical context because for a very long time Azerbaijan is engaged in the following policy: they go to the West and tell them that Armenia is a pro-Russian state, a pro-Russian country, and to say the least are trying to advance the idea in the West of opening a second front for Russia in Armenia in context of the situation around the Ukraine issue. While in contacts with Russia, Azerbaijan is presenting Armenia to be a strong pro-Western country which has intense relations with the EU and the US and are trying to create a perception in Russia that perhaps it’s worth to punish Armenia so to say for its pro-Western policy and are attempting to create a perception in Russia for aggressive policy against Armenia,” the PM said.

The PM didn’t rule out that there are circles in the West and in Russia who like these ideas. However, Pashinyan expressed hope that there is no such perception on the state level. He stressed that in the recent period Armenia intensified its contacts with both Russia and the Western countries, explaining to them that the above-mentioned narrative is totally false.

“Semi-truth is more dangerous than lies. Armenia has very close relations with Russia, that’s a fact, it can’t be denied. Armenia has intensive contacts with Western countries, that’s also a fact. We very closely cooperate with the EU, we have strategic dialogue with the US. But the context which Azerbaijan is trying to present has nothing to do with reality because Armenia is a sovereign and independent state which is committed to its obligations,” the PM said.

YEREVAN, SEPTEMBER 14, ARMENPRESS. The Russian Federation and the Collective Security Treaty Organization (CSTO) are Armenia’s ally, Prime Minister Nikol Pashinyan said during the Q&A session in the Parliament. 

 

He reminded the Article 4th of the CSTO fundamental document, which says: “If one of the Member States undergoes aggression (armed attack menacing to safety, stability, territorial integrity and sovereignty), it will be considered by the Member States as aggression (armed attack menacing to safety, stability, territorial integrity and sovereignty) to all the Member States of this Treaty. In case of aggression commission (armed attack menacing to safety, stability, territorial integrity and sovereignty) to any of the Member States, all the other Member States at request of this Member State shall immediately provide the latter with the necessary help, including military one, as well as provide support by the means at their disposal in accordance with the right to collective defense pursuant to article 51 of the UN Charter”.

 
 

“We have applied to the CSTO on this basis. Yesterday, a session was held, and according to my assessment as a chair in the organization, a process has been launched which must have its concrete solutions”, the PM said.

He informed that during that session clear assessments were made that the armed forces of Azerbaijan invaded into Armenia’s sovereign territory. “If such sentences are made in that format, that sentences should not be left without a consequence. A procedure has been launched, and we will do everything for that procedure to reach its logical outcome”, he said. 

Pashinyan said that Armenia does not consider the military interference as the only possible scenario, as, he stated, that there are other tools and mechanisms of political, diplomatic influence. 

“We have applied to the Russian Federation based on the Treaty on Friendship, Cooperation and Mutual Assistance also for getting a military assistance from Russia. We have also applied to our Western partners, with the support of whom the issue is now entering the UN Security Council to be discussed there”, he added.
