  • more images In compliance with a preliminary agreement, on November 2 the President of the Republic of Armenia, Serzh Sargsyan, and the President of the Republic of Azerbaijan, Ilham Aliyev, had a meeting at the Maindorf Castle in Moscow.

    The President of the Russian Federation, Dmitry Medvedev joined Sargsyan and Aliyev after the two-hour face-to-face meeting, and the negotiations continued in a trilateral format.

    Following the meeting the Presidents of the three countries signed a declaration in presence of the OSCE Minsk Group Co-Chairs and mass media representatives.

    The declaration calls for a peaceful settlement of the conflict on the basis of international law and decisions and documents adopted within this framework to create favorable conditions for economic development and comprehensive cooperation in the region.

    Russia, Armenia and Azerbaijan agreed that the peaceful resolution should be accompanied by judicially biding international guarantees and stressed the importance of continuation of mediating efforts of the OSCE Minsk Group.

    The Presidents agreed that further discussion is needed for working out the main principles of settlement.

    The full text of the declaration signed by the Presidents of Armenia, Azerbaijan and Russia is presented below,

    Having held substantive discussions in a constructive spirit on the state and prospects for political settlement of the Nagorno-Karabakh conflict through a continuation of direct dialogue between Azerbaijan and Armenia through the mediation of Russia, the USA and France as co-chairs of the OSCE Minsk Group,

    1. Declare that they will facilitate improvement of the situation in the South Caucasus and establish stability and security in the region through political settlement of the Nagorno-Karabakh conflict based on the principles of international law and the decisions and documents approved within this framework, thus creating favourable conditions for economic growth and all-round cooperation in the region.

    2. Affirm the importance of having the co-chairs of the OSCE Minsk Group continue their mediation efforts, including based on the outcome of the meeting between the parties in Madrid on November 29, 2007, and subsequent discussions on further steps to agree on the basic principles for political settlement.

    3. Agree that peace settlement should be accompanied by legally binding guarantees for every aspect and stage of the settlement process.

    4. Note that the Presidents of Azerbaijan and Armenia have agreed to continue work, including through further contacts at the highest level, on reaching a political settlement to the conflict and have instructed the heads of their respective foreign ministries to work together with the co-chairmen of the OSCE Minsk Group to activate the negotiation process.

    5. Consider it important to encourage the establishment of conditions for carrying out confidence-building measures in the context of work on a peace settlement.

THE MAINDORF DECLARATION

  • On November 2, at the Maindorf Castle in Moscow Armenian and Azerbaijani Presidents signed a declaration under the patronage of the Russian President Dmitry Medvedev, which is the first document signed by the two parties after the ceasefire agreement in 1994. In this sense, the document is historical, as the official Moscow seems to do the impossible thing - it persuaded the two countries' presidents to sign the same document simultaneously. However, more important is what the parties gain from signing the declaration.

    We would like to present the main provisions of the declaration that are of great importance and can influence the developments of .

    According to the first clause of the document, the parties "will facilitate the improvement of the situation in the South Caucasus and establishment of stability and security in the region through a political settlement of the conflict based on the principles and norms of international law and the decisions and documents adopted in this framework to create favorable conditions for economic development and comprehensive cooperation in the region". In other words, the parties exclude military resolution of the issue, at least in coming years, and the negotiation process will continue within the principles of the international law, or, correctly, in combination with it. Of course, it doesn't mean that Aliyev will stop his war-like announcements, but they will not be as sharp as before.

    According to the second clause (the parties "reinstate the importance of the mediating efforts of the OSCE Minsk Group Co-Chairs, taking into consideration their meeting with the parties on November 29, 2007 and the future discussions held for the purpose of working out the main principles of political settlement"), the Madrid principles will be the basis for the future discussions, and new principles will not be worked out, at least in the nearest future.

    The third clause (the parties "agree that the peaceful resolution should be accompanied by judicially biding international guarantees in all aspects and stages of settlement) is probably the sincerest clause of the document, as, according to it, the parties cannot act without international countries' consent, for example, they cannot transfer the issue to the UN, and they have to take into consideration the viewpoints of the mediator countries in the whole process of negotiations; it means that their mediation will continue to be active.

    The fourth clause mentions that "the Presidents of Armenia and Azerbaijan agreed to continue the efforts for the political settlement of the conflict and instructed the Ministers of Foreign Affairs to take more active steps in that direction through cooperation with the OSCE Minsk Group Co-chairs". This clause assures that only Russia, USA and France continue to be the mediators in the negotiation process of the conflict settlement, and Turkish and Iranian desire to have their place in the mediator processes is declined from the very outset.

    The last clause of the declaration (the parties "emphasize the importance of creating conditions that will contribute to the reinforcement of trust within the framework of the efforts targeted at the settlement of the conflict") has a declarative nature to conclude the document competently.

    The main question to be answered is "Why was the signing of the declaration necessary?" It was necessary for the Co-chair countries that followed unwillingly other countries' attempts to be involved in the regional developments. It was also necessary for Russia to affirm once more that the most important place for the resolution of the issue is not Washington or Paris but Moscow. It means that Russia strengthening its positions in the South Caucasus needed one more announcement of its reinforcement and the Maindorf declaration was a brilliant PR action for it, especially against the background of the Georgian conflict.

  • According to a preliminary agreement the President of the Republic of Armenia, Serzh Sargsyan, and the President of the Republic of Azerbaijan, Ilham Aliyev, had a meeting at the Maindorf Castle in Moscow. The one-on-one talks between Mr Aliev and Mr Sargsyan were about settlement of the Nagorno-Karabakh conflict.

    This is the second time the Presidents have met to discuss settlement of the Nagorno-Karabakh conflict. Their first meeting on the subject took place in St Petersburg on June 6, 2008, on the sidelines of an informal CIS summit.

    The Presidents of Armenia and Azerbaijan met with Russia’s President Dmitry Medvedev following their tête-à-tête talks.

    Following the meeting the Presidents of Russia, Azerbaijan and Armenia signed a joint declaration in the presence of Minsk Group Co-Chairs Mettew Bryza, Bernard Fassier, Yuri Merzlyakov and Andrzej Kasprzyk, personal representative of the OSCE Chairman-in-Office.

    On November 2 Mr. Sargsyan met with the OSCE Minsk Group Co-Chairs.

    Today, the Armenian delegation headed by Serzh Sargsyan will depart for Paris on a two-day working visit. In Paris Serzh Sargsyan will hold a private meeting with the President of France, Nicolas Sarkozy. He will also meet with the President of the French Senate, Gerard Larcher and the great singer and public figure, Charles Aznavour.

NO KARABAKH DEAL ANNOUNCED AFTER MOSCOW SUMMIT

The presidents of Armenia and Azerbaijan pledged to step up the prolonged search for a peaceful resolution of the Nagorno-Karabakh conflict but did not announce any concrete agreements after weekend talks hosted by their Russian counterpart, Dmitry Medvedev. Serzh Sarkisian and Ilham Aliev met in a tête-à-tête format and were later joined by Medvedev at the Meiendorf Castle outside Moscow on Sunday amid fresh international hopes for a breakthrough in Armenian-Azerbaijani peace talks mediated by Russia, the United States and France "The presidents of Azerbaijan and Armenia agreed to continue work, including during further contacts on the highest level, on agreeing a political resolution of the conflict in Nagorno-Karabakh and ordered their foreign ministers to intensify further steps in the negotiating process in coordination with the co-chairs of the OSCE’s Minsk Group," the three leaders said in a joint declaration read out by Medvedev. The declaration stressed the importance of continued efforts by the group’s American, French and Russian co-chairs to work out the basic principles of a Karabakh settlement acceptable to the conflicting parties. But it only vaguely alluded to a framework peace accord that was formally put forward by the co-chairs in November 2007. Armenia and Azerbaijani are understood to have agreed to most of the key points of the proposed settlement. The mediators hoped before the Moscow talks that the two sides will overcome their remaining differences before the end of this year. The mediating troika, including U.S. Deputy Assistant Secretary of State Matthew Bryza, held separate talks with Aliev and Sarkisian at Meiendorf later on Sunday. No details of those talks were made public and the mediators issued no joint statements afterwards. Speaking to RFE/RL just before those talks, Yuri Merzlyakov, the Minsk Group’s Russian co-chair, described the trilateral declaration as a “historic” document that will speed up the peace process. He noted that Armenian and Azerbaijani leaders have jointly put pen to paper for the first time since the signing in May 1994 of a Russian-mediated truce that stopped the war in Karabakh. The Azerbaijani Foreign Ministry appeared to downplay the document’s significance, though. “One should not look for anything new in the signing of the document,” a ministry spokesman, Khazar Ibrahim, told journalists in Baku on Monday, according to the Trend news agency. “Negotiations are still going on and their significance is reflected by the declaration. The groundwork needs to be laid for the transition to the next phase of the negotiations.” A senior official in Yerevan seemed in a more buoyant mood. Eduard Sharmazanov, a spokesman for the governing Republican Party of Armenia, pointed to the declaration’s emphasis on a “political settlement” of the Karabakh conflict. “This runs counter to bellicose statements that were made by Azerbaijani officials,” he told RFE/RL. Sharmazanov also pointed out that the declaration makes clear that the Minsk Group will remain the main mediating body in Karabakh talks. He said this disproved opposition allegations that Sarkisian is ready to let Armenia’s arch-rival Turkey take on a mediating role in the peace process. Armenia’s main opposition alliance, meanwhile, declined to comment on the Moscow talks on Monday. Levon Zurabian, a senior member of the Armenian National Congress, told RFE/RL that the top leader of the alliance, Levon Ter-Petrosian, will issue a special statement on Tuesday. USA SPEAK OUT FOR RUSSIAN INITIATIVE TO HOLD A TRILATERAL MEETING

The United States approve of Russian initiative to hold a trilateral meeting of the Azerbaijani, Armenian and Russian presidents, US Department of State press secretary Shone McCormack announced, according to "Trend News".

"We are working on that issue for quite a long time. OSCE Minsk Group exists for years. We hope that the initiative will have a success. We are following the process close to", McCormack said, "Noyan Tapan" reported.

A 5-item declaration was signed by the Presidents of Armenia, Azerbaijan and Russia on November 2. “It’s not accidental that the declaration was sealed on the threshold of presidential election in the U.S., whose interest to the Caucasus has waned recently,” Andrey Areshev, head of Moscow-based Strategic Culture Fund, commented to a PanARMENIAN.Net reporter. The declaration is rather vague, what is quite natural in case of complicated conflicts, according to him “The norms of the international law will be interpreted by the sides in compliance with their diametrically opposite approaches to the problem, as it was before. But actually, the agreement to continue peaceful talks is worthy of praise,” Areshev said. “Mention of the OSCE Minsk Group role in the process is, to all appearance, a sedative measure for the U.S. and EU, which always suspect Russia of “imperial ambitions” and whose activity in the Caucasus is conditioned by the wish to secure their economic and strategic interests in the region,” he added. At that, the expert made special mention of item 3 of the declaration, which says that “the sides (including Russia) agree that peaceful resolution of the Nagorno Karabakh conflict should be achieved through international guarantees.” “Neither the degree of these guarantees nor their parameters have been outlined yet. With the status of Karabakh undetermined, deployment of peacekeeping force in the security zone might ‘unfreeze’ the conflict. Resolution is impossible without engaging Stepanakert as a full-fledged party in talks, in compliance with the 1994 Budapest summit agreement and other fundamental documents. The Declaration will remain on paper without NKR’s participation in the process,” he said. “Declaration is an interim step meant to assert Russia’s positions in resolution of Caucasus conflicts. However, attempts to neglect the future status of Karabakh and guarantees of its security are doomed to failure,” Andrey Areshev concluded.

ASSEMBLY WELCOMES JOINT DECLARATION SIGNED BY PRESIDENTS OF ARMENIA, AZERBAIJAN AND RUSSIA

The Armenian Assembly of America welcomed the joint Declaration signed by Presidents of Armenia, Azerbaijan and Russia and said that any decision on the problem should be admissible for the people of Armenia and Nagorno Karabakh. The Assembly commended RA President Serzh Sargsyan and his Administration for securing a public, legal commitment from Azerbaijan to adhere to the OSCE process, said Hirair Hovnanian, Assembly Chairman of the Board of Trustees. The Assembly also recalls the support of the United States for the fundamental rights and the aspirations of the people of Nagorno Karabakh and for a peaceful and fair settlement as evidenced by passage of S.J.Res. 178 in the U.S. Senate, as well as, other statements and actions taken by the U.S. Congress over the last 20 years, including passage of Assembly-initiated Section 907 of the Freedom Support Act, which restricted assistance to Azerbaijan until it ceased its hostile and offensive actions, as well as humanitarian assistance to help the people of Artsakh rebuild after the devastating effects of the war that was thrust upon them by Azerbaijan. In addition, to help facilitate the peace process, the U.S. Congress consistently allocated funds for confidence building measures (CBMs) among the parties, which were routinely rejected by Azerbaijan. Instead of pursuing CBMs, the Azerbaijani military desecrated a centuries old Armenian cemetery in Julfa. The Christian cemetery dated back to medieval times and was filled with scores of historic stone monuments engraved with ancient crosses of historic Armenian design.

Karabakhi political scientist David Babayan is concerned over of the absence of any mention of Nagorno Karabakh in the Declaration adopted by the Presidents of Armenia, Azerbaijan and Russia. “However, it mentions the norms and principles of the international law, what supposes that the right of nations to self-determination is one of key principles for resolution of the Nagorno Karabakh conflict and envisages Stepanakert’s participation in talks,” Babayan told a PanARMENIAN.Net reporter. “This declaration is the evidence of Moscow’s intention to have the leading role in the negotiation process. To prevent resolution of the conflict to the prejudice of its own interests, the Armenian statehood should strengthen both in the Republic of Armenia and NKR,” he added.

adopted in Moscow is symbolic, David Babayan, a Karabakhi political
scientist told a PanARMENIAN.Net reporter.

"With adherence to dialog and peace as the key aspect of the
Declaration, it recognizes that the settlement process will take a
long period of time.

"I would like to remind that Gultekin Gajiyeva, a member of the
Azerbaijani delegation to PACE, said that the only compromise on
the Azerbaijani part will be agreement to further habitation of
Armenians in Karabakh. While well-known political scientist Zardush
Alizade dreams that Armenia shifts to the U.S. and NATO, after what
"Azerbaijan together with Russia will clear Karabakh from Armenians,
seize Meghri and join Nakhijevan and Turkey, razing Armenia to the
ground." These are statements made by the Azeri political elite and
it's obvious that the Karabakh conflict will last dozens of years if
such logic prevails," Babayan said.

KARABAKH PUSHED ASIDE FROM NEGOTIATIONS?

Some formulations made in the declaration signed by Presidents Serzh Sargsyan, Ilham Aliev and Dmitri Medvedev in Moscow regarding the Nagorno-Karabakh conflict settlement raise issues of concern, according to the “Politeconomia” political, economic and legal research institute. The institute has made a statement in which it states:

1. In the first point of the declaration it is stated that the settlement of the conflict will be implemented based on the norms and principles of international law, as well as the resolutions and documents approved in the framework of those norms and principles.” Let us recall that on March 14, 2008, the UN General Assembly approved the 62/243 resolution (Situation in the occupied territories of Azerbaijan), which recognized the territorial integrity of Azerbaijan in the internationally recognized limits, as well as presented a demand for the complete, unreserved and immediate dislocation of Armenian forces from Azerbaijan. If Serzh Sarkissian agrees to see the political settlement of the conflict based on the internationally approved documents relating to the Nagorno-Karabakh conflict, that means that Azerbaijan now has the opportunity to put the UN resolution as a basis in the negotiations process. This is not to the benefit of Armenia and Nagorno-Karabakh and may contribute to the application of the principle of territorial integrity brought up by Azerbaijan. Regardless of what the Moscow declaration will bring, what concerns us is the fact that with the signing of RA President Serzh Sarkissian, the Republic of Armenia has validated a document which leaves out Nagorno-Karabakh, in other words, the signature of the official representative of the Republic of Nagorno-Karabakh.

Let us note that until now, there has not been any other document for the Nagorno-Karabakh conflict settlement, which doesn’t include the signature of the official representative of NKR. This means that the RA authorities have accepted de yure the fact that NKR is not part of the negotiations process and that sets barriers for the NKR to be involved in any negotiation to be held in the future. It is already clear that no such document has been signed during the terms of Levon Ter-Petrosyan and Robert Kocharyan and they have always declared that Armenia will not sign any document, which doesn’t take into account the will of the people of NKR.

Let us recall that there are signatures of official NKR representatives in the protocol signed in Bishkek on May 5, 1994, the agreement signed in Baku and Yerevan on May 9, 10, 11, 1994 and the document on “Ceasefire” in Stepanakert.

Now, after the signing of the declaration in Moscow, the Azeri side has a document, which throws on the sidelines the achievements of Armenian and Karabakh diplomacy made until now . We call on all organizations and individuals concerned about the NKR conflict, as well as the Armenian people to consolidate forces in order to neutralize the dangers facing national security.”

PACE PRESIDENT: THE START OF DIALOGUE ON NAGORNO-KARABAKH IS A WINDOW OF HOPE FOR THE ENTIRE REGION

Following the start of dialogue aimed at finding a peaceful solution to the Nagorno-Karabakh conflict, the President of the Parliamentary Assembly of the Council of Europe, Lluís Maria de Puig, has urged the Presidents of Armenia and Azerbaijan to continue down this road.

“I wish to congratulate Presidents Aliyev and Sarksyan, and President Medvedev, who facilitated the meeting, on their commitment to finding a peaceful solution to the Nagorno-Karabakh conflict. The start of this dialogue, which will be followed by intensified diplomatic efforts and the promotion of a series of confidence-building measures, is a window of hope for the entire region,” said the President.

“As I pointed out during my visits to Baku and Yerevan last July, our Assembly has worked relentlessly over the past 15 years to bring about a political solution to the conflict in compliance with international standards and principles and the commitments which the two states made upon joining the Council of Europe. Such a solution is now closer than ever,” he added.

“The Parliamentary Assembly stands ready to help the Parliaments of Armenia and Azerbaijan in all their efforts so that the process just started proves successful,” he concluded.

NAGORNO-KARABAKH AGREEMENT SIGNED

Armenia and Azerbaijan have signed a joint agreement aimed at resolving their dispute over the territory of Nagorno-Karabakh at talks near Moscow, according to BBC news.

Azerbaijani President Ilham Aliyev and his Armenian counterpart, Serzh

Sargsian, agreed to intensify their efforts to find a political settlement. It is the first time in nearly 15 years that such a deal has been reached.

Sporadic clashes have continued over Nagorno-Karabakh, despite the signing of a ceasefire agreement in 1994. Before the truce, several years of fighting had left some 30,000 people dead and forced more than one million from their homes.

In 2006, an overwhelming majority of Nagorno-Karabakh residents - mostly ethnic Armenians - voted in favour of declaring a sovereign state. The declaration has not been internationally recognised.

At Sunday's talks hosted at Meiendorf Castle, the presidents of Azerbaijan and Armenia agreed "to speed up further moves in the negotiating process" over Nagorno-Karabakh, Russian President Dmitry Medvedev said in a statement.

"They will facilitate the improvement of the situation in the South Caucasus and establishment of stability and security in the region through a political settlement of the conflict based on the principles and norms of international law and the decisions and documents adopted in this framework," he said.

The two country's foreign ministers would work with Russia, the US and

France, co-chairmen of the Minsk Group of the Organisation for Security and Cooperation in Europe (OSCE), which is seeking a diplomatic solution to the conflict, he added.

Mr Sargsian and Mr Aliyev made no comment.

Hopes of a peace deal between Azerbaijan and Armenia were first raised in 2001, after a series of meetings between Armenia's former President, Robert Kocharian, and Heydar Aliyev, the late Azeri leader. However, the talks and subsequent occasional meetings have come to nothing.

In March, the OSCE said it was sending a mission to Nagorno-Karabakh following serious clashes which reportedly left several soldiers dead on both sides.

Correspondents say Russia's brief war with Georgia in August has given impetus to international efforts to resolve disputes in the Caucasus, a region where Moscow is seeking greater influence.

Signing of a declaration between the Presidents of Armenia and Azerbaijan in Moscow is a regular failure of Russian diplomacy, an expert said. “The only document concluded by all parties to conflict, namely Armenia, Azerbaijan and Nagorno Karabakh, is the agreement on ceasefire of 1994. Exclusion of NKR from the talks in 1998 resulted in reduction of Russia’s field of activity. Now, it’s unclear what Russia will do if France assumes a more precise position than the U.S. and Russia,” Hrachya Arzumanyan told a PanARMENIAN.Net reporter. The “hasty” singing of trilateral declaration is partially conditioned by the presidential election in the United States, according to him. “Russia thought it can speed up the Karabakh process while the U.S. is occupied with its own problems. It’s worth noting that this event, even without participation of NKR representatives, can be rated as victory of the Armenian people but not the Armenian diplomacy. It offered the Armenian authorities and opposition an opportunity to consolidate people for the Karabakh settlement,” Arzumanyan said. The declaration on the Nagorno Karabakh conflict resolution was signed by of Russian, Armenian and Azerbaijani Presidents, who also instructed their Foreign Ministers to continue activities to that end.

Moscow presidential talks on the Nagorno Karabakh problem were constructive and efficient, Armenian Foreign Minister said. “The point is that Armenia and Azerbaijan signed a document for the first time during 14 years. Declaration is not an agreement but it’s significant, since it highlights the necessity of a peaceful settlement and intermediary endeavors of the OSCE Minsk Group as well as international guarantees,” Edward Nalbandian said. The Minister reminded that the meeting took place in the initiative of President of Russia, which has always had a constructive role in Karabakh peace process. “This initiative is extremely important,” he said. During the November 2 meeting, the Presidents Dmitry Medvedev of Russia, Serzh Sargsyan of Armenia and Ilham Aliyev of Azerbaijan pledged to intensify negotiations to end the Nagorno Karabakh conflict. The declaration envisages resolution of the conflict on the basis of principles and norms of the international law as well as agreements and documents concluded in this framework. "The presidents of Azerbaijan and Armenia decided to continue their work - including at further high-profile talks - to agree on a political settlement to the Nagorno Karabakh conflict," Medvedev said. "They instructed their foreign ministers to activate the negotiation process, in collaboration with the co-chairs of the OSCE’s Minsk Group."

After signing a joint declaration with Presidents of Russia and Azerbaijan, Armenian President Serzh Sargsyan had a constructive meeting with the Co-chairs of the OSCE Minsk Group, the RA Foreign Minister said. “The Co-chairs will pay a visit to Armenia, Azerbaijan and Nagorno Karabakh,” Edward Nalbandian said. “The President is currently in Paris to meet with his French counterpart Nicolas Sarkozy and discuss the outcomes of Moscow trilateral talks. We are hopeful that intensification of talks will offer new possibilities for resolution of the Karabakh conflict,” he said, the RA MFA press office reported. A thaw emerged in relations with Armenia after the presidents of the two countries pledged to find a political settlement to their 15-year conflict over the breakaway enclave of Nagorno Karabakh, The Financial Times reports. “Ilham Aliyev, the president of Azerbaijan, and his Armenian counterpart, Serzh Sargsyan held talks about Nagorno Karabakh at a meeting outside Moscow this weekend hosted by Dmitry Medvedev, the Russian President. The three men signed a declaration agreeing to intensify diplomatic efforts to resolve the dispute over Nagorno Karabakh and to develop confidence building measures in the region. Western diplomats said the war in August between Russia and Georgia appeared to have given impetus to diplomatic efforts to resolve the Nagorno Karabakh conflict. Azerbaijan has grown prosperous amid an oil boom, and has stepped up defense spending recently. However, the country has abandoned threats to retake Nagorno Karabakh by force since the war in Georgia. Armenia is willing to consider returning to Azerbaijan some territories surrounding Nagorno-Karabakh captured during the war, but insists that the autonomy of Nagorno Karabakh itself is not negotiable,” the article says.

A U.S. official said there is progress in the efforts to resolve the long-standing Nagorno Karabakh conflict but refrained from declaring an end to tensions in the Caucasus. "There is a lot progress in the Nagorno Karabakh issue. There is a lot happening. I can't predict if or when we will succeed. But the presidents of both Armenia and Azerbaijan seem committed to try to reach a framework agreement now," said Matt Bryza, Deputy Assistant Secretary of State for European and Eurasian Affairs. Bryza, who is the American co-chair of the OSCE Minsk Group that acts as a mediator between Armenia and Azerbaijan to resolve the conflict, also said Turkey can play a huge role in facilitating a resolution, helping the mediation role by maintaining strong relations with Azerbaijan and normalizing relations with Armenia. Although Bryza sounded optimistic on the resolution of Nagorno Karabakh conflict, he cautioned that the tension in the Caucasus is far from being over, Hurriyet daily reports

Bryza said he is informed that the Presidents have discussed Karabakh issue. The American Co-chairman says that it should be appreciated if the Presidents are willing to negotiate on the current conflict. It was a surprise that the Presidents of Russia, Armenia and Azerbaijan are ready to hold serious negotiations on Karabakh conflict. That is perfect, announced Mr. Bryza.

On October 31, Foreign Ministers of Armenia, Azerbaijan and Russia met in Moscow to discuss the Karabakh process. “We base on the OSCE record saying that Azerbaijan and Armenia are parties to Karabakh conflict. As to the Azeri and Armenian communities of Nagorno Karabakh, they participated in talks until then-President Robert Kocharian declared that Armenia will continue negotiations on behalf of the Armenian community,” Azerbaijani acting Foreign Minister Elmar Mammadyarov said when commenting on Karabakh leadership’s statement that NKR’s non-participation in talks will slow down the settlement process. “There is no need to change the format because we negotiate with Armenia,” he said, 1news.az reports. Touching on RA President Serzh Sarsgyan’s statement that the problem can’t be resolved unless Azerbaijan recognizes the right of Karabakh people to self-determination, Mammadryarov said, “A signatory of the Helsinki Final Act and observer of the international law norms, Azerbaijan recognizes the right of nations to self-determination. However, it doesn’t mean that territorial integrity can be violated by armed intrusion. Moreover, the principle of territorial integrity prevails over that of self-determination in international legal documents.”
