An Armenian National Security Service task force combating terrorism
(Alfa) and workers of the Armenian Police's head department combating
organized crime have reportedly "neutralized" a group of armed people
in Yerevan that allegedly planned to carry out terrorist acts in the
Armenian capital.

According to the report, the group of ten people was armed with modern
weapons. ammunition and explosives and was planning large-scale
terrorist acts in capital Yerevan. Three of the alleged terrorists
were female, seven were male, most of them foreign citizens.

The group illegally bought and stored the weapons in one of the
houses in the capital's Nork Marash district. The group was headed
by RA citizen Arthur Vardanyan, who returned to Yerevan in 2015 after
years abroad.

NSS: ORGANIZED CRIMINAL GROUP EXPOSED, ARRESTED

Armenia's National Security Service (NSS) on Wednesday said that as a
result of operations of its bodies an organized criminal group that
planned to carry out a number of heavy crimes in the territory of
Armenia had been exposed.

In a statement published on its official website, the NSS said that
in 2015, Artur Vardanyan, a citizen of Armenia and former Yerevan
resident now living abroad, arrived in Armenia where he set up and
headed a criminal association. "According to preliminary agreement,
the organized group illegally acquired a large quantity of weapons
and ammunition that have been hidden in a house in Yerevan's Nork
district rented for that purpose," it said.

"On November 25, during searches conducted jointly with the
Police, found were different types of automatic rifles, pistols,
grenade launchers (including Mukha type grenade launchers), grenades,
explosives and explosive devices, communications equipment, ammunition,
sets of military fatigue, including bulletproof vests. At the moment
of the search at the mansion, nine members of the criminal group had
been gathered at the house with Artur Vardanyan at the head.

They were arrested," the NSS said.

The NSS Investigation Department has initiated a criminal case under
parts 1 and 2 of Article 223 of the Criminal Code (Creation of criminal
associations or participation in criminal association) and under
part 3 of Article 235 of the Criminal Code (Illegal procurement,
transportation, keeping or carrying of weapons, explosives or
explosive devices, except smoothbore long-barrel hunting guns,
ammunition committed by an organized group).

Investigation is underway. The NSS says further information will be
provided additionally.

Earlier, a number of Armenian media reported that a special operation
by Armenian special security forces (Alfa) was conducted in Yerevan's
Nork Marash district early on Wednesday. Shamshyan.com reported that
the "neutralized" group had planned terrorist acts in capital Yerevan.

ACTIVITY OF CRIMINAL GROUP ARRESTED YESTERDAY IN ARMENIA MIGHT HAVE POLITICAL COMPONENT - ISKANDARYAN

YEREVAN, November 25. /ARKA/. The activity of the criminal group that
was arrested yesterday by Armenian law enforcement officers might
have a political component, Alexander Iskandaryan, the head of the
Caucasus Institute, is quoted by Novosti-Armenia as saying.

It became known on Wednesday that Armenian National Security Service
has disclosed a criminal group that was preparing major crimes
in Yerevan.

Ten members of the criminal group were caught Tuesday in a raid on
a private house in Yerevan's Nork-Marash district. The police found
there guns and explosives.

Of the ten detainees, mostly foreigners, three are women. The group
was headed by Arthur Vardanyan, an Armenian citizen who now resides
abroad, but came to Armenia.

"It is not clear so far whether the group activity contains a political
component or not, but the scale, the number of its members and armament
give grounds for thinking that it is quite probable," Iskandaryan said.


He stressed that Armenia is considered among relatively safe countries
in terms of terrorist threats.

"It should be taken into account that there is a foreign component,
and Syrian trace is being considered now," Iskandaryan said.

He also pointed out the professionalism of the National Security
Service and the police's joint raid. ---0---

The armed group neutralized as a result of measures taken by divisions
of the National Security Service (NSS) had special financing, goals and
objectives, NSS Deputy Chief Mikael Hambartsumyan told reporters today.

He said the level of armament, the number of members and the cruelty
of the group were unprecedented for the Republic of Armenia.

Hambartsumyan added that the group received funding amounting to
thousands of dollars, probe is underway to reveal the source of
financing.

"The group had special goals and a well-developed plan. The planned
crimes were targeted against civilians, different branches of power
and state bodies," Mikael Hambartsumyan said.

ZHIRAYR SEFILYAN: MOST OF ARMED GROUP MEMBERS DETAINED BY NATIONAL SECURITY SERVICE ARE VICTIMS

Zhirayr Sefilyan, the head of the New Armenia Front campaign
headquarters, thinks that most of the armed group members detained
by the National Security Service (NSS) are victims.

At today's press conference in Yerevan, Sefilyan said that for many
years the authorities have controlled the young people who wanted
changes. "I am sure most of the detainees are honest Armenians and
it is not the first case when the patriots are controlled," he said,
noting that if that group had been so dangerous as the law-enforcers
say, they would have detained them much earlier. "This case looks
very strange, especially given that the detention was followed by
rumors about ties between the group and the New Armenia Front,"
Sefilyan said, adding that he will come out with a statement.

To note, during a private hearing on November 27, the regular
court of Kentron and Nork Marash administrative districts of Yerevan
sustained the motion of the National Security Service of Armenia (NSS)
to use arrest as a measure of restraint against the gang members
detained in Yerevan. It was previously reported that as a result
of investigative measures taken by the National Security Service
(NSS) of Armenia, an organized criminal group intending to commit
grave crimes in the territory of Armenia was disclosed in Yerevan
on November 25. The NSS Investigative Department has instituted
a criminal case based on Article 223 Parts 1 and 2 (creation of a
criminal group or participation in a criminal community - imprisonment
for 6-10 years), and Article 235 Part 3 (illegal acquisition, sale,
keeping, transportation or bearing of weapons, ammunition, explosive
compounds or explosive devices - imprisonment for 3-8 years) of the
Armenian Criminal Code.

U.S. EMBASSY IN ARMENIA IS CLOSELY FOLLOWING DEVELOPMENTS ROUND ARMED GANG

YEREVAN. - The U.S. Embassy in Armenia announces that it is closely
following the detention of the 21 persons suspected of allegedly
plotting assassinations and other terrorist actions.

The Embassy representatives toldAzatutyun that currently they don't
know whether the detentions pose any threat to the U.S. citizens in
Armenia. However, according to them, the charges are serious and the
U.S. will consider Armenia's requests to support them in carrying
out the investigation.

The U.S. Embassy also urges the Armenian authorities to provide
maximum transparent information in connection with the investigation
developments and any changes related to the internal security, as
well as ensure tranquility and environment of public participation
in the run-up to the December 6 constitutional referendum.
