US House Speaker condemns defacing of Armenian school in San Francisco
 
 

Speaker of the US House of Representatives Nancy Pelosi has condemned the vandalism at Krouzian-Zekarian Armenian School in San Francisco.

“Each and every one of us has a duty to stand up to hate wherever it appears. The KZV Armenian School is a part of the beautiful fabric of our San Francisco family,”Pelosi said in a Twitter post.

“The hateful defacing of this place of community & learning is a disgrace,” she added.

Vandals targeted the Krouzian-Zekarian-Vasbouragan Armenian School in San Francisco with threatening and racist graffiti, in an attack that claims to support a violent, anti-Armenian movement led by Azerbaijan, officials said Friday.

The messages reading “F— ARMENIA,” “U WILL PAY” and several others were spray-painted on the school’s walls and gates, as well as sexist slurs against the Kardashians, a celebrity family who are of Armenian heritage.

 

“It’s very, very disturbing to have these criminals target young kids and try to instill fear in them,” said school Principal Grace Andonian. “It’s kind of the same thing as having a swastika on a Jewish school.”

The San Francisco Police Department’s Special Investigations Unit is leading the probe and is “looking into the hate-crime aspect,” said Officer Robert Rueca, a department spokesman.

The school, located on the 800 block of Brotherhood Way, is a private bilingual institution that teaches preschool through eighth grade and is the only Armenian school in the Bay Area.

The attacks come more than 100 years after the start of the Armenian genocide, where more than 30,000 Armenians were killed in the Azerbaijani capital of Baku. Decades of hostility intensified on the morning of July 12, when Azerbaijani attacks broke out along the Armenian-Azerbaijan border. The conflict ultimately killed 16 people on both sides, community officials said.

On Tuesday, more than 500 Armenians protested outside of the Azerbaijan Consulate General in Los Angeles, leading to three assaults currently under investigation as hate crimes. Police said the three who were assaulted were Azerbaijani counterprotesters, the local CBS affiliate reported.

Alex Galitsky, communications director of the Armenian National Committee of America, said the vandalism came after a global series of hate crimes against Armenians, including an attack on an Armenian embassy vehicle in Germany and the torching of an Armenian business in Ukraine.

 

 

 

 

 

“It’s a direct threat against our community,” Galitsky said of the school’s vandalism.

Andonian said parents and alumni of the school have been extremely supportive, rushing to the school Friday morning ready to paint over the offensive graffiti.

The school’s video surveillance system captured about five perpetrators in the act, she said, but the vandals were wearing hoodies and masks. One suspect stood slightly farther away, she said, overseeing the operation.

School officials have turned over the footage to police.

“I hope that the city officials are going to be following up, (so) these hate crimes won’t go by unchecked and unpunished,” Andonian said.

San Francisco District Attorney Chesa Boudin weighed in on social media, saying he was “outraged” by the attack.

“This is totally inconsistent with San Francisco values,” Boudin wrote Friday on Twitter. “It is also a CRIME. We are working with (San Francisco police) to investigate. We stand with our Armenian brothers and sisters.”

Alex Bastian, an Armenian American and prosecutor for the district attorney’s office, urged San Franciscans to show their support.

“I do have a message to those that did this cowardly act: We will not be bullied or intimidated,” Bastian said, speaking as a member of the Armenian community. “Quite the contrary, these types of acts only reinforce our position and our desire to remain strong and vigilant.”

Armenian Ambassador Tigran Seiranian urged the Armenians living in Ukraine to avoid clashes with Azerbaijanis as well as any unpleasant incidents.

The ambassador's statement - posted on the embassy's Facebook - says that in many countries, including Ukraine, there are cases of attacks on Armenians, manifestations of violence, attempts to damage or destroy their property. And although the situation in this country did not get out of control, it is necessary to observe precautions, the diplomat said.

He urges Armenians to be as vigilant as possible, not to succumb to provocations, to refrain from visiting restaurants, cafes, and other catering facilities alone or in small groups, especially at late hours of the day. 

The Armenian diplomatic mission is in constant contact with the law enforcement agencies of Ukraine and the Union of Armenians of Ukraine. According to Seiranian, these days law enforcement officers are doing everything possible to avoid mass clashes.

Over 30 participants in a mass brawl were detained in Moscow, they will be banned from entering Russia for five years, the Moscow department of the Ministry of Internal Affairs noted.

Violators were brought to administrative responsibility. 

According to a source in law enforcement agencies, the matter concerns the conflict between Armenians and Azerbaijanis, RIA Novosti reported. 

The police do not provide comments in this regard.

Ukrainian nationalists recruiting citizens to fight for Azerbaijan against Armenia, says Luhansk spox

Ukrainian nationalists are recruiting civilians, as well as experienced former and current soldiers to be sent to Azerbaijan to take part in the military clashes against Armenia, a spokesman of the militia of the unrecognized Luhansk People's Republic, Yakov Osadchiy, told a press briefing on Friday.

According to him, the recruitment is generally coordinated by Deputy Chairman of the Security and Defense Council of Ukraine Vladimir Gorbenko.

"This fact testifies to Ukraine's meddling in another country’s domestic affairs at the state level," Osadchiy said.

YEREVAN, JULY 25, ARMENPRESS. Spouse of the Armenian prime minister Anna Hakobyan commented on the recent clashes between Armenians and Azerbaijanis abroad.

In a Facebook post, Anna Hakobyan said on July 13, when the active military operations have started on the Armenian-Azerbaijani border as a result of the Azerbaijani attack and had a tendency to deepen, she has urged the Azerbaijani women and mothers “to call on their country’s leadership to stop the military operations and do not endanger the lives of Azerbaijani and Armenian soldiers”.

 

“I did this as author of the Women For Peace campaign, which aims at uniting women against wars, creating a favorable environment so that the leaders of the conflicting countries will search for solutions to conflicts around negotiation table.

Several mothers of Azerbaijani soldiers responded to this call through Azerbaijani media outlets greatly controlled by the leadership, and the answer was the following: “As a mother of a soldier I state: Fight. Go ahead Azerbaijani soldier. Fight. Homeland is the only mother of soldier. The fight for the homeland is a sacred fight”.

Thus, according to the Azerbaijani state propaganda, the Azerbaijani mothers rejected my call on stopping the military operations and moving towards peace. Instead, they announced that they are sending their sons to fight and die in the sacred fight. A large number of Azerbaijanis were killed in the following days”, Anna Hakobyan said.

She said it’s already several days the “sacred fight for the homeland” has gone beyond the boundaries of the conflict zone.

“Azerbaijanis living in Russia, different European countries started various actions against Armenians in that cities in order to avenge their killed compatriots. Firstly, they were stomping on Armenian apricots, then banned the sale of the apricot in the trade centers owned by them, then attacked the Armenian women during the protest, set on fire the vehicle of the Armenian embassy, broke the cars, stores of Armenians, attacked and beat an Armenian man.

The Azerbaijani actions didn’t go unanswered: our compatriots, of course, had to defend themselves”, she said, adding that now not only the life of soldiers is under danger, but also the life of Armenians and Azerbaijanis living in Moscow, Brussels, Los Angeles, etc.

“I urge the Azerbaijani women and mothers to be more courageous and join the Women For Peace campaign.

As violence brings new violence”, Anna Hakobyan said.

YEREVAN, JULY 25, ARMENPRESS. Armenian Prime Minister Nikol Pashinyan gave an interview on July 25 to the Russian RBK TV, touching upon the recent attacks of Azerbaijanis against Armenians in Russia.

Commenting on the Azerbaijani attacks on Armenians in Moscow, the Armenian PM said they are not only the _expression_ of the anti-Armenian rhetoric of the Azerbaijani leadership, but also an attempt to destabilize Russia and make it a stage of ethnic clashes.

 

“There is no doubt that the Russian authorities have all means and capacities for not allowing such development of incidents.

But our compatriots in Russia in their turn should record that they should not be given in to provocations, and only those third forces, which have anti-Armenian aspirations in South Caucasus, are interested in destabilizing Russia. We will not allow this”, the PM said on Facebook.

He informed that his interview will air early next week.

U.S. Ambassador to Azerbaijan Blames “Aggressive Armenians” for Scuffle at L.A. Protest

The U.S. Ambassador to Azerbaijan Earle Litzenberger blamed what he called “aggressive Armenians” for a scuffle that erupted between Armenians and Azerbaijanis on Tuesday during a demonstration organized by the Armenian Youth Federation in front of the Azerbaijani Consulate in Los Angeles.

“There is irrefutable evidence,” Litzenberger said “that the recent provocation in Los Angeles was committed by aggressive Armenian demonstrators.”

He made the comment during a meeting with Azerbaijan’s Deputy Foreign Minister Khalaf Khalafov, according to a report published on Friday in the Azerbaijani News.az, which cited the Foreign Ministry as its source.

According to the news report, Litzenberger expressed his “deep regret” over the incident and added that the leadership of the local Los Angeles law enforcement agencies supposedly offered their apologies for “the Armenian provocation there, as well as for the fact that it could not stop it.”

He assured Khalafov that appropriate measure would be taken against the Armenians and pledged “additional measures to ensure the security of Azerbaijan’s diplomatic missions in the U.S.”

The violent incidents during Tuesday’s protest were provoked by the 25 to 30 Azerbaijanis who had gathered at the consulate with specific intent to disrupt the peaceful demonstration, which was organized to protest Azerbaijan’s brazen attacks on Armenia’s Tavush Province that began on July 12. In fact, the Azerbaijanis began throwing water bottles at the Armenian protesters inciting scuffles, during one of which a L.A. Police sergeant was unwittingly injured.

Comments made by Litzenberger, who was not at the Tuesday’s protest but had decided that “aggressive Armenians” were to blame for the violence, presumably prompted the U.S. embassies in Yerevan and Baku to take the unusual step of issuing a joint announcement that decries violence during stateside protests.

“The U.S. Embassy in Yerevan and the U.S. Embassy in Baku condemn acts of violence as inconsistent with the universal principles of peaceful assembly and protest. The United States takes seriously its obligation to protect diplomatic facilities and is working with local law enforcement to support this effort. Freedom of speech and peaceful assembly are protected by the U.S. Constitution, however, acts of violence will be addressed by law enforcement as appropriate. We call on all demonstrators to engage peacefully and exercise restraint,” said the cryptic announcement.

“Today’s statement by our US ambassadors in Azerbaijan and Armenia – sadly – reflects the flawed false-parity of generic OSCE calls for mutual restraint in the face of clearly one-sided Azerbaijani aggression,” Armenian National Committee of America Executive Director Aram Hamparian wrote in a Twitter post on Saturday.

 

 

Evidently the U.S. embassies in Yerevan and Baku, and specifically Ambassador Litzenberger, are unaware of the violence that has been unleashed against Armenians by Azerbaijanis in different countries around the world. The burning of a vehicle belonging to the Armenian Embassy in Berlin, can be deemed a manifestation of the anti-Armenian hatred, as can beating up Armenians in front of Armenia’s Embassy in London. Where’s the pledge to “ensure the security” of Armenian missions?

United States ambassadors are charged to protect American interests in different countries. Their mission is not to become apologists for the countries where they are stationed nor should they take sides in conflicts that the host country has with another. Furthermore, it falls outside of diplomatic norms to single out a group of American citizens and pit them against another.

Azerbaijan accuses Azerbaijani activists abroad of having ties to Armenia

The Azerbaijani media is campaigning against several Azerbaijani activists living abroad, accusing them of having ties with Armenia and of acting against the interests of Azerbaijan.

However, no confirmation or evidence has been published.

Articles in various publications mainly criticize journalist Sevinj Osmangizi, rock musician Jamal Ali and former ambassador Arif Mammadov. None of them have come forward to refute the claims.

Musician Jamal Ali

One of the stories circulating asserts that rock musician Jamal Ali, a former employee of the online publication Meydan TV, allegedly reported to the police when a group of Azerbaijani emigrants in Belgium gathered to support local Azerbaijanis who were injured in a fight with local Armenians.

The fact that Jamal Ali lives in Berlin and the rally took place in Brussels has not been commented upon. There is also no evidence for the accusation.

Jamal Ali has come under strong criticism in Azerbaijan for his critical songs against the authorities, and has been living in Germany for quite a while.

He says that he left Baku in order to avoid being arrested in Azerbaijan.

Former Ambassador to Belgium, the Netherlands and Luxembourg Arif Mammadov

Arif Mammadov was the ambassador of Azerbaijan to Belgium, the Netherlands and Luxembourg in 2004-2006. In 2015, by decision of President Ilham Aliyev, he was deprived of the diplomatic rank of “ambassador extraordinary and plenipotentiary.” Since then, Mamedov now lives in Brussels.

Arif Mammadov is accused by the Azerbaijani media of “disseminating false information about Azerbaijan”.

In particular, he is credited with saying that the Azerbaijani government allegedly initiated the the conflict between Azerbaijanis and Armenians in a number of countries, and that this is how the Azerbaijani authorities are trying to divert attention from internal problems.

The Azerbaijani media reproach Arif Mammadov for being “one with Armenia.”

The Azerbaijani media writes that journalist Sevinj Osmangizi is “pouring water in the enemy’s mill.” Sevinj Osmangizi’s statement in America that “the civilized confrontation has been violated by the Azerbaijani side” was taken to be in support of the Armenians.

And Osmangizi’s words that “this confrontation does not protect the national interests of Azerbaijan” were perceived as an act against the state.

Osmangizi now lives in America, but when she lived in Azerbaijan, she worked with AzTV and ANS TV channels. Now she is the head of the online television channel she herself created.

LA Police warned of potential surge in hate crimes against Armenians

Asbarez – Los Angeles City Councilmember Paul Krekorian, citing troubling incidents during a protest in Los Angeles and the vandalizing of the KZV Armenian School in San Francisco, expressed his concern to Los Angeles Police Chief Michel Moore of a potential surge in hate crimes against Armenians.

In a letter to Moore on Wednesday Krekorian (CD-2) requested that the LAPD command staff meet with him and representatives of the Armenian community “to discuss steps that can be taken to ensure the safety of the community during these times of heightened tension.”

Krikorian explained to Moore that recent acts of aggression by Azerbaijan against the people of Armenia have outraged many throughout the world, prompting demonstration to demanding an end to hostiliets.

“Regrettably,” Krekorian told Moore “in several cities there have been counter-protests by Azeri nationalists, and instances of racism, hate crimes and violence directed at Armenians and Armenian institutions.”

“In Philadelphia, an Armenian woman and her 5-year old son were attacked.  In Moscow, “a spate of violent incidents apparently began when groups of Azerbaijanis beat up Armenians in Moscow early on July 24 and later attacked Armenian-owned stores. Here in Los Angeles last week, a peaceful protest in front of the Azerbaijani Consulate was disrupted by violence that was condemned by the Consulate General of Armenia, which believed “it is evident that the obstruction of the peaceful protest of the Armenian community was planned in advance and had an orchestrated nature,” Krekorian said.

“Most troubling, last week, an Armenian school in San Francisco was vandalized with racist graffiti that is being investigated as a hate crime,” Krekorian told Moore. “For members of the Los Angeles Armenian community, that incident was reminiscent of the attacks of intimidation targeted Holy Martyrs Ferrahian Armenian School in Encino and AGBU Manoogian-Demirjian School in Canoga Park last year.”

“I am deeply concerned, as are many members of the Armenian community of Los Angeles, that international tensions could incite further violence and hate crimes directed at Armenians and Armenian institutions, especially schools and churches,” said Krekorian before proposing the meeting.

Days after Azerbaijani forces brazenly launched an attack against civilian and military targets in Armenia’s Tavush Province on July 12, Krekorian issued a statement calling on the U.S. government to unequivocally condemn Azerbaijan’s aggression and use its diplomatic efforts to resume talks that will ensure “the territorial integrity and independence of the Republic of Artsakh.”

Below is the complete text of the statement.

Yet again, Azerbaijan’s military forces have launched a deadly unprovoked attack across its border into neighboring Armenia. And yet again, Azerbaijan’s recklessness puts regional stability and United States interests at risk.

Just weeks after being warned by the United States about conducting large scale military exercises near the border of Armenia, on Sunday Azerbaijan launched actual artillery and tank attacks on rural Armenian villages and border security outposts. During a time when the UN has called for ceasefire around the world due to the COVID pandemic, Azerbaijan instead violated its own ceasefire agreement with Armenia and shelled civilian as well as military targets, including homes and a village kindergarten.

The corrupt Azeri regime’s outrageous warmongering and racist hatred of Armenians seems to know no limits. This week’s attack is just the latest in a consistent record of Azeri barbarity directed at Armenians who just want to go about their lives in peace. The Azeris targeted Armenian civilians with mass murder in the pogroms of 1988 and 1990; they targeted Armenian civilians with indiscriminate shelling during Artsakh’s war of independence; they celebrated as a hero the Azeri soldier who beheaded an Armenian with an axe during a NATO “Partnership for Peace” program in 2004; they targeted Armenian civilian villages and committed shocking war crimes during their full-scale invasion of Artsakh in 2016; and now they are engaging in the same kinds of ruthless violence and abomination yet again.

If that were not enough, the corrupt and bellicose Azerbaijan government is threatening to launch a missile attack on a nuclear power plant, releasing massive amounts of radiation only 20 miles from Yerevan. The spokesperson for the Azerbaijan Defense Ministry today bragged about their capability of hitting the power plant, which would, as he put it, “lead to a great disaster for Armenia.”

This outrageous pattern of aggression is entirely unjustified and in violation of international norms and human decency. The United States, France and Russia, as co-chairs of the OSCE Minsk Group, have attempted for years to mediate a sustainable negotiated peace, but those efforts have utterly failed. Azerbaijan has consistently violated the ceasefire with scores of attacks across the border, resulting in both civilian and military deaths in both Armenia and Artsakh. The United States nonetheless still refuses to state clearly that there is only one perpetrator that continues to be responsible for the violence, bloodshed and instability in the region, and that is Azerbaijan. Any statement of moral equivalence in the face of continued massive violence and aggression by the government of Azerbaijan is entirely unacceptable. Our government has an obligation to hold Baku accountable for Azerbaijan’s destruction of the peace process and its ongoing crimes and threats against the Armenian people in Artsakh and in the Republic of Armenia.

Unless Azerbaijan immediately faces strong and meaningful consequences over its most recent escalation of the conflict, there is little chance of achieving lasting peace. The interests of the United States will be harmed by instability in this vital region, and our reputation in the international community will be irreparably damaged by our failure to stand up and speak out on behalf of the victims of this inexcusable and continuing record of Azeri aggression and violence.

I therefore call upon the United States government to condemn Azerbaijan unequivocally for its latest violation of the ceasefire, and to demand an immediate and permanent cessation of all Azeri hostile action. I further call upon the Trump Administration and the United States Congress to take immediate action to cease all military support and cooperation with Azerbaijan, including suspending all arms shipments to Azerbaijan. Finally, I call upon the United States Department of State to utilize all diplomatic, economic and political means to compel Azerbaijan to engage meaningfully in the peace process, through the Minsk Group or otherwise, to achieve a sustainable, lasting peace that ensures the territorial integrity and independence of the Republic of Artsakh.

Azerbaijanis attack Armenian-owned hookah bar in Cologne, Germany

A group of 20-30 masked people threw chairs around and smashed the windows of an Armenian-owned hookah lounge in the German city of Cologne on the night of July 24, Haypress informs, citing German media reports from July 28.

According to preliminary information, the men met in smaller groups before entering the bar at around midnight.

The Armenian owner of the bar revealed that one of the masked men who identified himself and the entire group as Azerbaijanis, asked him if he was Armenian.

The attackers then attempted to break into the hookah bar, breaking the bar windows with chairs.

The police said considerable damage to property had been caused, but provided no more details. Law enforcement authorities are also assuming the incident was politically motivated and are now investigating the matter.

Attacks against Armenians have been reported in different countries after the Azerbaijani side attempted an attack on Armenian border positions near Tavush on July 12. At least 12 Azerbaijani and 5 Armenian servicemen were killed in the clashes.

Armenians Targeted in Turkey Over Azerbaijani Conflict
 

07/31/2020 Turkey (International Christian Concern) – Agos, an Armenian media outlet, has reported three recent incidents targeting Armenians living in Turkey as a result of the conflict involving Azerbaijan. Armed clashes between the country of Armenia and Azerbaijan on July 12th and the following days has led to an increase of hostilities that has gripped the nation of Turkey.

In one incident, a group of Azeris attacked three Armenians living in Istanbul. The fight did not cause serious damage, and the attackers fled before help arrived for the Armenians. There have been no legal developments on this and similar cases. Armenian Member of Turkey’s Parliament, Garo Paylan, has also addressed these incidents and has requested an increase of vigilance following such developments, as well as justice towards those who provoke such attacks. Other Armenians in Turkey have warned each other to keep a low profile during this time of tension.

Following the Christian genocide nearly a century ago, the Armenian community living in Turkey was decimated. Many of the survivors would go on to live outside of Turkey, including in neighboring countries such as Armenia. Turkey continues in its failure to recognize the genocide and the authorities frequently make comments and establish policies which encourage hostilities to those Armenians who remain living in the country. Turkey maintains a close connection with Azerbaijan, a Muslim country with a large Turkish population.

What started out as a peaceful flash mob dance demonstration organized by Homenetmen Boston, an organization for Armenian youth, ended with an alleged violent attack by counter-protesters known as "Azeris" in Harvard Square on July 25.
 
According to the Cambridge Police, at approximately 8:34 p.m. on July 25, they received a report about a fight in the area of Brattle Street and Farwell Place involving about 20 people. However, when police arrived on the scene, the crowd dispersed. There were no reports of injuries.
 
However, later that night at around midnight, there was a post on Instagram @zartonkmedia about one Armenian hospitalized after a group of Azeris attacked Armenians in Boston while protesting Azeri aggression.
 
According to Meghri Dervartanian, scouting leader and one of the organizers of the flash mob, "Our main message was 'Azerbaijan wants war, Armenia wants peace.' And what better way to show that we want peace than through dance," she wrote in an email to the Watertown Tab.
 
 

Azerbaijan claims to control a region known as Nagorno Karabaky, otherwise known as Artsakh to Armenians, according to Homenetmen Boston member Knar Krafian of Belmont, who participated in the event July 25.

"Ninety-five percent of the population in the region is ethnically Armenian but during the Soviet Union, the region got drawn under Azerbaijani territory," wrote Krafian, adding Azarbaijan has been breaking the ceasefire agreement and is targeting the Tavush region in mainland Armenia (undisputed Armenian territory), bombing a kindergarten, a mask-making factory and threatening to bomb a nuclear power plan near Yerevan, the capital of Armenia.

On July 25, Homenetmen Boston members danced the "Yarkhushta," a dance Armenian soldiers do before going to war, according to Dervartanian.

"By doing this dance we were showing Armenians in Armenia, around the world, and our soldiers that we are united and we stand with them," wrote Dervartanian.

 

During the dance, a group (referred to as Azeris) draped in Azerbaijani flags showed up to counter protest, according to Krafian. Dervartanian said many of them were holding up the "Grey Wolves" sign, which is a pan Turkish terrorist organization symbol, targeting Christian minority groups which Armenians are a part of.

Krafian said the counter-protesters were about 20 feet away from them and many of them weren't wearing masks.

"Once our members started dancing, the Azeris quickly surrounded them at an uncomfortably close distance, without masks, and held up the Grey Wolf salue (looks like a quiet coyote)," wrote Krafian.

During the duration of about two songs, Krafian said the Azeris unplugged their speaker twice and aggressively got in the faces of adults who were trying to keep the music going. At this point, the organizers told everyone to get their things and walked about 100 feet down the road to the old Harvard Square newsstand. They continued dancing there and were not followed by the Azeris.

 

Krafian said she was afraid when the event was over at around 7:30 p.m. because she saw Azeris wrapped in their flags looking around.

"So for our safety, my sister and I took off the flags we had pinned around us and hid them under our shirts. Luckily they didn't notice or approach us and we got back to our car and home safely," she wrote.

Krafian said she saw a post on Instagram @zartonkmedia about five Armenians who were attacked on the way to their cars by 15 Azeris carrying brass knuckles.. Devartanian said none of the people involved were members of Homenetmen Boston.

Dervartanian and Krafian did not have any other information about the attack or the victims. Krafian said the Cambridge Police was contacted in advance of the flash mob demonstration as a precaution because they anticipated counter-protesters.

"In the future, we definitely need to be more prepared because this is not something we are used to seeing here in Boston. So being well aware of the situation, notifying police again, trying to get more people to go so we are a bigger group, just making sure that we are always calm and are there to amplify our voices and educate non-Armenians about the truth and only the truth. This definitely will not stop the Armenian community but rather makes us stronger and much more prepared for the future," wrote Devartanian.

OSCE representatives briefed on Azerbaijan’s anti-Armenian hate crimes

Armenia’s Permanent Representative to the OSCE, Ambassador Armen Papikyan briefed OSCE member states on hate crimes against Armenians, the disruption of the normal work of Armenian diplomatic missions in some countries, and the deliberate destruction of their property.

Addressing the sitting of the OSCE Permanent Council, Amb. Papikyan noted that these are hate crimes committed by groups of Azerbaijanis with a vew of intimidation and persecution of Armenians and members of Armenian community structures.

The Ambassador informed the representatives of the OSCE participating States that the aggressive actions of the groups of Azerbaijanis were organized and directed by the Azerbaijani embassies in those countries. Moreover, he said, the evidence of the Armenian side proves that in at least one case the Turkish embassy also supported the organization of those actions.

Ambassador Papikyan emphasized that the violence against Armenians in different countries, being a new phenomenon, is nevertheless a continuation of the anti-Armenian hatred propaganda, to which the Azerbaijani society has been subjected for decades. In this regard, the Permanent Representative of Armenia noted that the policy of anti-Armenianism, aimed at instilling hatred and intolerance towards Armenians among the population of Azerbaijan, is conducted at the highest state level.

“We are convinced that the lack of a proper response from the international community, which is tantamount to tolerating the behavior of Azerbaijan’s dictatorial authorities, further encourages the ruling regime to continue its anti-Armenian propaganda,” the Ambassador stated.

In his speech, the Permanent Representative of Armenia strongly condemned the violence against Armenians in different countries, which is another manifestation of Baku’s irresponsible policy, “in line with the policy of the Azerbaijani leadership to provoke enmity between the two peoples without geographical restrictions.”

A worldwide anti- Armenian campaign by Azerbaijanis included the stabbing of an Armenian man in Moscow, damaging and looting Armenian-owned businesses across Russia, burning an Armenian-owned cafe in Kyiv, Ukraine, setting ablaze a vehicle belonging to the Armenian Embassy in Berlin, as well as other acts of violence in Europe and elsewhere targeting Armenians, the latest of which was reported Wednesday in Cologne, Germany where an Armenian-owned lounge was attacked by some 30 Azerbaijani assailants who donned masks and vandalized the establishment.

Azerbaijani hatred toward Armenians also manifested itself in the brutal vandalizing of the Krouzian-Zekarian School and the adjacent Armenian Community Center in San Francisco, which was spray painted with crude and violent graffiti threatening Armenians.

Groups of Azerbaijanis have also attacked Armenians holding rallies in different countries of the world.

Opinion Is the Destruction of Armenian Heritage Not Important Enough for the Getty?
When asked why Azerbaijan’s ongoing assault on Armenian heritage was excluded from a major Getty publication, a co-editor responded with appalling condescension.

At a World Monuments Fund (WMF) panel featuring the authors of a new Getty publication on Thursday, February 23, a prominent New York professor and former diplomat belittled an audience question on a topic that had been left out of the conversation: the destruction of 28,000 medieval Armenian monuments — exposed in Hyperallergic in 2019. The objects in question, the panelist said in part, are “not Palmyra, [nor] the mosque in Aleppo.”  

Thomas G. Weiss’s derisive comments likely stem from ignorance. He must not know of Djulfa, the world’s largest collection of exquisite khachkar stelae, each of which was a masterpiece: museums from New York’s Metropolitan Museum of Art to Russia’s Hermitage have displayed one of the handful surviving Djulfa khachkars smuggled out decades before their erasure in late 2005. He must also be unaware of Agulis, the magical town dotted with a dozen churches, each matching their backdrop polychrome mountains, founded by apostles and rebuilt by medieval merchants, sacred sites that outlived centuries of natural and man-made disasters, including the WWI-era Armenian Genocide. 

For someone who co-edited Cultural Heritage and Mass Atrocities, Getty’s 2022 publication that the namesake WMF event was based on, one would expect Weiss to have at least a surface knowledge of the 1997-2006 destruction of Djulfa and Agulis, along with all traces of Armenian existence in the territory of Nakhichevan. Systemically and systematically, this was probably the worst cultural genocide of our time: The flattening was so surgical that in 2008 Azerbaijan published a newly-vetted inventory of every Nakhichevan monument with zero Armenian sites or artifacts included. This physical and theoretical erasure of an estimated 22,000 tombstones, 5,840 khachkar cross-stones, and 89 churches became part of an ongoing International Court of Justice case in late 2021, as a result of which a precedent-setting provisional order offered protection against cultural destruction under the United Nations’ International Convention on the Elimination of All Forms of Racial Discrimination

For his apparent lack of knowledge of this monumental loss and its global implications, Weiss could thank, in part, the people sitting with him on that very stage: individuals with prominent roles in combating cultural erasure. 

One of them, Irina Bokova, has been a major collaborator in the international cover-up of Nakhichevan’s erasure. When she was the Director-General of UNESCO, the global heritage protection agency, Bokova never acknowledged, let alone condemned, Nakhichevan’s expungement. Instead, adding insult to injury, she participated in a propagandistic “Azerbaijan — a Land of Tolerance” photo exhibition, hosted at UNESCO’s headquarters in Paris to interfaith-wash Azerbaijan’s crimes. She didn’t stop there. Among other favors Bokova did for the Aliyev dynasty of Azerbaijan, one of the world’s most repressive regimes, was a 2010 bestowment of the “UNESCO Mozart Gold Medal” upon Azerbaijan’s First Lady-Vice President Mehriban Aliyeva for her “services to strengthening of dialogue among cultures.”

At first, observers assumed that Bokova’s rapport with Azerbaijan was due to a lack of options: Following the US’s dramatic 2012 defunding of UNESCO, oil-rich Azerbaijan had fiscally supported it with a $5 million contribution. But her lavish lifestyle — including properties in Manhattan, London, and Paris —  kept raising questions. In 2017, the Guardian investigation revealed that Bokova’s ties with authoritarian Azerbaijan went far deeper than official donations for the cash-strapped UN agency: Her spouse had received “consulting fees” from Azerbaijan’s billion-dollar influence-buying laundromat, something that Bokova has defended as legitimate work. 

In 2019, likely aware of these controversies, Getty — the world’s wealthiest art institution — invited Bokova to influence its framing of cultural erasure as it announced a $100 million cultural heritage protection program. Getty’s former executive director and CEO James Cuno, who co-edited the new publication with Weiss, has been aware of what transpired in Nakhichevan; in 2019 he and the author of these words communicated on this issue.  

Cultural Heritage and Mass Atrocities is one of the most tangible outcomes of the 100 million fund. Getty released the book in 2022 (the 648-page volume is available for free online), at a time when the world’s attention was on the immediate threats to Nagorno-Karabakh’s (Artsakh’s) Armenian heritage following Azerbaijan’s 2020 conquest of much of the region, which included dual air strikes on a major cathedral that Azerbaijan further damaged upon capture. The ongoing threat is referenced in the publication’s final chapter, but without recognition of the historical realities in which the threat is rooted: particularly, Azerbaijan’s complete purge of Indigenous Armenian presence in Nakhichevan. 

Los Angeles-based Getty’s proximity to the largest Armenian diasporic community renders this omission all the more pronounced. This sidelining isn’t unprecedented. Save for a few initiatives (a webinar, two books, and a statement), Getty has not shined in its engagement with and representation of the Armenian community. It has not devoted a major exhibition to Armenia and has overlooked the dubious provenance of some Armenian treasures in its possession. In fact, it took a lawsuit and investigative scholarship to compel Getty to acknowledge Cilicia’s Catholicosate (Western Armenians’ church-in-exile) as the grantor of the illustrious 13th-century Zeyt’un Gospels, which came into its possession as a result of the Armenian Genocide. 

Leaving Nakhichevan out of the new publication, however, is a new low. The author of these words privately informed Getty’s leadership of this concern in 2022. This knowledge makes the further suppression of Nakhichevan from the Thursday lecture and panel intentional. What results is a dystopian mise en abyme: the erasure of Nakhichevan’s erasure from Getty’s work on cultural erasure. 

As I watched Weiss pronounce Armenian culture inferior to others, it was not the smirk of the irredeemable Bokova sitting to his right but the silence of Getty’s former CEO on that stage, still a major figure in the institution despite his recent departure, that left me speechless. 

An institution running a $100 million fund on heritage protection must assess how it impacts the most vulnerable and overlooked victims of state-sponsored cultural destruction. “[T]he continued existence of people targeted for annihilation,” as Los Angeles-based artist and professor Mashinka Firunts Hakopian explains Armenian resistance to erasure, “constitutes a kind of victory.” This existence will become even more threatened if influential stakeholders like Getty keep taking their cues from crooks like Bokova.

A government agency in Nagorno Karabakh posted images online showing the St. Hambardzum Church of Berdzor (Lachin) in Nagorno Karabakh being converted into a mosque.

“Azerbaijan is turning the St. Hambardzum Church of Berdzor into a mosque. Appropriation of history, destruction of cultural identity, religious intolerance and falsification,” the State Service of Preservation of Historic Environment of Nagorno Karabakh said in a statement.
