SERIOUS CONDITIONS ARE BROUGHT UP BEFORE AZERBAIJAN FOR ENTERING INTO THE COUNCIL OF EUROPE, DECLARED THE ARMENIAN PARLIAMENTARIAN

"On June 22-23 the session of the committees of the Parliamentary Assembly of the Council of Europe for juridical questions and human rights was held in Cyprus, at which the main agenda was the perspective of the entry of Armenia and Azerbaijan into the Council of Europe", reported to MEDIAMAX the deputy chairman of the parliamentary committee of Armenia for foreign relations Armen Rustamian.
According to Mr. Rustamian, in the course of the session heated discussions have taken place, as a result of which resolutions on Armenia and Azerbaijan were adopted.
"As a matter of fact, the very approach of simultaneous entry of these two countries into the Council of Europe obstructs Armenia, as from juridical viewpoint our country is ahead for a stage of Azerbaijan. In fact, in the matter of official registration the Cyprian session is the first case when it is definitely marked that Azerbaijan has serious problems", noted the deputy of the Armenian parliament.
Mr. Rustamian stressed that three preliminary conditions were brought up before Azerbaijan: liberation of political prisoners, free and democratic elections in the Milli-mejlis planned in November 2000 and free attendance of the representatives of International Committee of Red Cross to the places of imprisonment.
"This circumstance, as a matter of fact, meant that the question of Azerbaijan's entry into the Council of Europe can be postponed by the juridical committee till January 2001", said Mr. Rustamian.
Besides, in his words, such development of events can be considered as an appraisal of the Council of Europe regarding the fact that one shouldn't equate the two countries: "in political aspect this perhaps has some logic, but from the juridical viewpoint concrete facts have the decisive meaning ". -0-
