STEPANAKERT (Combined Sources)--The Nagorno-Karabakh Republic will mark
twenty four years since its independence proclamation from Azerbaijan
on Wednesday, September 2, known as the Day of Artsakh, and Stepanakert
has marked the milestone with a series of events and ceremonies in
honor of those who have contributed to the development of Artsakh.

President Bako Sahakian hosted a ceremony commemorating the anniversary
of Karabakh's independence proclamation at his residence on Tuesday,
September 1.

In a speech delivered at the ceremony, Sahakian noted that the Day of
the Artsakh Republic was among select holidays that have been carved
by the entire Armenian nation.

Sahakian said that it has been twenty four years since the people of
Artsakh, hand-in-hand with their sisters and brothers from Armenia
and the Diaspora, began building a free and sovereign democratic
state, which has sustainably marched ahead, marking new successes
and achievements each year, and occupying its deserved place in the
international community.

"The Artsakh people are masters of their motherland and do their best
to reach their goal, [and] to realize the unfinished goals of their
brave sons," Sahakian said in his speech.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirossyan, Nagorno-Karabakh Republic National
Assembly Chairman Ashot Ghoulyan and other officials participated in
the event.

President Sahakian also signed decrees conferring state awards and
honorary titles to individuals who have served Artsakh.

For exclusive bravery and personal courage shown during the defense
of the motherland, one individual was awarded with the "Battle Cross
Order" of the second degree.

For personal courage shown during the battles for the defense of the
motherland, three individuals, one of them posthumously, were awarded
the "For Courage" medal.

For contribution to the defense of the motherland as well as
for courage shown during service, 129 individuals, two of them
posthumously, were awarded the "For Service in Battle" medal.

For services rendered to the Nagorno-Karabakh Republic, one individual
was decorated with the "Mesrop Mashtots" Order, eight individuals
were awarded with the "Vachagan Barepasht" medal, one individual was
decorated with the "Mkhitar Gosh" medal, and 23 individuals, one of
them posthumously, were awarded with the "Gratitute" medal.

For substantial contributions to the development of science, culture
and art, NKR Honorary titles were conferred to a group of individuals.

Commemoration events ended on September 1 with a staging of Gieuseppe
Verdi's "Requiem" opera in Stepanakert's Revival Square. President
Sahakian and President of the Republic of Armenia Serzh Sarkissian
both attended the performance.

Sahakian noted with satisfaction that the staging of various
performances in Artsakh with renowned international stars has become a
tradition, and demonstrates that Artsakh is now a significant regional
cultural center.

Archbishop Martirosyan, Chairman Ghoulyan, Prime Minister Arayik
Haroutyunyan, high ranking officials from Artsakh and Armenia,
representatives from the Diaspora and other foreign officials attended
Tuesday night's performance.

Serzh Sargsyan: Day by day the international reputation of Artsakh is growing

Armenian President Serzh Sargsyan addressed a congratulatory message on the occasion of the Independence Day of Nagorno Karabakh, the presidential press service reported. 

The message says: 
“Dear Compatriots! 
I congratulate you on the occasion of the Independence Day of Nagorno Karabakh. 

The Independence Day of Artsakh is a festivity for Armenians all over the world, but first of all it is the festivity for the people from Artsakh. On this very historic day in 1991 due to the declaration of independence a suffering but at the same time heroic segment of Armenians was saved from the clutches of violence and totalitarian regime, national and religious discrimination, persecution and pogroms, lie, falsehood and anti-Armenian racist propaganda. And it was you who did it.

And our struggle was not over with that heroic deed; on the contrary, it entered a new stage of fight for the right to live in our own house with dignity, for the human and national rights. On the battlefield the Artskhian defended his and his children’s life, saved his and his children’s future.

In 2015 that marks the 100th anniversary of Meds Yeghern (Armenian Genocide), when we commemorate the canonized martyrs, independent and proud-spirited Artsakh gains deeper significance and value for all of us.
Dear compatriots,

Day by day the number of friends of the Nagorno Karabakh Republic and its people is growing. Day by day the international reputation of Artsakh, steadily walking along the path of independence and democracy, is growing. It is the result of both your just and creative efforts and your achievements in the statehood and army building. Once again I congratulate you on the occasion of this glorious day, recalling the longstanding and wise motto “Freedom does have an alternative”.

RUSSIA ANALYST: NAGORNO-KARABAKH IS ESTABLISHED STATE

Nagorno-Karabakh is a quite established state formation which, of
course, closely cooperates with Armenia, stated Russian political
scientist Alexander Skakov, speaking to Armenian News-NEWS.am.

He noted that Nagorno-Karabakh has recorded more achievements than
failures on its road to independence.

"That is apparent," added Skakov. "But it must be realized that
aside from the right of nations to self-determination, there is also
the matter of future borders of Nagorno-Karabakh; this is a very
complicated matter."

Independence of the Nagorno-Karabakh Republic (NKR) was declared on
September 2, 1991. Since then, the NKR has successfully conducted six
parliamentary and five presidential elections, which international
observers have assessed as free and transparent.

NKR CELEBRATES 24th ANNIVERSARY

Washington, DC - On September 2, 1991, legislature of the Nagorno
Karabakh autonomous region and adjacent Shahumyan district declared
the formation of the Nagorno Karabakh Republic (NKR), Artsakh. The
legitimate resolution 24 years ago reversed Joseph Stalin's
arbitrary 1921 decision to include ancient Armenian Artsakh under
then newly-created Soviet Azerbaijan.

Since its formation in 1991, NKR has defended its freedom on the
battlefield, and has been developing as a democracy with a viable civil
society and developing market economy. Despite the ongoing threats of
renewed aggression from Azerbaijan, Artsakh continues to adhere to the
universal values of human rights and liberties. The republic's people
and authorities are resolved to continue developing as a sovereign
democracy and a reliable member of the international community.

Co-Chairs of the U.S. Congressional Armenian Caucus congratulated
the people and authorities in Artsakh on the occasion. U.S.

Representatives Frank Pallone, Jr. (D-NJ) and Robert J. Dold
(R-IL), in particular, noted that "the formation of the republic
in 1991 opened a path towards freedom and democracy, and your
people continue to demonstrate their dedication to these universal
values..." The Congressmen expressed support to Artsakh's "efforts
toward international recognition, and look forward to the day when
it assumes its deserved place in the community of nations".

NKR Representative Robert Avetisyan expressed his gratitude to the
U.S. Congressmen for their continued leadership regarding the issues
of importance for the Armenian people, particularly for their continued
support of Artsakh's sovereignty and its democratic aspirations.

ARGENTINEAN PROFESSOR DOESN'T REGRET APPEARING ON BAKU BLACK LIST FOR VISITING ARTSAKH

BUENOS AIRES, SEPTEMBER 9, ARMENPRESS. Argentinean professor, political
commentator Marcelo Cantelmi opened with his speech the event dedicated
to the 24th anniversary of the Nagorno-Karabakh Republic in "La Sala
Siranush" in Buenos Aires.

As ""Armenpress" reports, referring to PrensaArmenia.com.ar, the
professor emphasized in his speech that he had seen many wars, blood
and pain and had realized that freedom is achieved only in that way.

According to Cantelmi, he and other people have appeared on Baku black
list for visiting Nagorno-Karabakh but he does not regret visiting it.

"I think that there is only one step to take; we must move on, look
back and say the inevitable. Those who tell the truth are being
suppressed as Azerbaijan knows how reality will affect it. I only
said what I saw and I hope that one day Baku will see and understand
what had occurred in reality and what happens in Stepanakert today. ",
he said.

Artsakh turns 25: September 2, 1991 changed the course of history

On 2 September Artsakh Republic President sent a congratulatory address in connection with the Day of the Artsakh Republic.

Dear compatriots,

Today we celebrate the 25th anniversary of the Artsakh Republic. On behalf of the republic’s authorities and myself personally I express my cordial congratulations to all our people in connection with this significant state holiday.

September 2 of 1991 has become a turning point in the life of the Artsakh people and changed the course of its history. Raising its decisive voice in favor of free and independent Artsakh our nation embarked on the state-building process, started to build a democratic state in correspondence with the international norms and principles.

Our chosen path was hard and difficult. Azerbaijan responded to the Artsakh people’s fair and legal claims with violence, massacres and unleashed a bloody war. We were forced to take up arms and by all means defend the freedom and security of our newly independent state, our people’s peace and tranquility, our historical land and our rights.

During the days of ordeal as well as at all times Mother Armenia and the Diaspora were beside Artsakh. Due to the practical support and active participation of the world-spread Armenians we managed to overcome all the trials and difficulties with flying colors, gained victory in the war imposed on us and started to develop and strengthen our precious and cherished Artsakh, our Motherland.
Kind and honest people from various corners of the world, who value humanity and defense of democratic principles above everything else, have been beside us too. The Artsakh people are deeply grateful to all the friends and appreciate their contribution to the formation and development of our independent statehood.

Dear compatriots,

On this festive day we remember with special gratitude all our martyrs, brave sons of the Armenian people, those, who on the cost of their lives paved the path to our Motherland’s bright future. We ought to always keep the memory of our devotees. The best way to do it is the consistent development and strengthening of the free and independent Artsakh.

I once again congratulate all of you on this memorable holiday and wish robust health, successes and all the best to you, peace and welfare to our people.

Gagik Ginosyan: Artsakh liberation was a miracle that happened 25 years ago

“I congratulate you all, the Armenian people on the liberation of
Artsakh, yet I should stress I am the proponent of the idea of uniting
Artsakh and Armenia,” Artsakh liberation war participant, Artistic
Director of “Karin” Ensemble Gagik Ginosyan told Panorama.am.

To him, Armenia’s integrity is of utmost importance, and consequently
Artsakh liberation which took place 25 years ago was a miracle.

“Another small piece of land, which is part of united Armenia was
liberated and returned to the Armenian people,” Ginosyan noted.

The speaker next honored the martyrs who participated in the
liberation war. “That is unacceptable to bargain or give up a land. It
is possible to bargain or negotiation over everything, with the
exception of the Motherland. What was founded by the blood of our
heroes, no one might have the right to propose another solution by a
festered ink of a pen, since the decision had been made by the guys
whose souls are hovering above,” Ginosyan maintained.

“Once again I congratulate you all, especially the Artsakh people over
the achievement of becoming the owner of their state to enjoy their
dignity and exercise their free will,” Ginosyan stressed, adding that
united and powerful Armenia is an idea all political forces should
consolidate around.

Larisa Alaverdyan: Only Armenian authorities are talking about concessions

September 2, 2016, marks the 25th anniversary of independence of the Nagorno Karabakh Republic. Larisa Alaverdyan, Executive Director of the Foundation against Violation of Law NGO, a chief expert of the Special Committee of the Supreme Council of the Republic of Armenia, says September 2, 1991 is a historic day for the NKR as a declaration “On the Proclamation of the Nagorno-Karabakh Republic” was adopted on that day.

“On Sept. 2, Artsakh declared about its secession from Azerbaijan,” Larisa Alaverdyan told reporters on Friday. She added that the independence referendum was held later, on December 10 and Independence of Artsakh was proclaimed on January 6, 1992.

She says the declaration of Artsakh independence was tantamount to a coup d’etat as Armenians acted extremely literate and competent, fully complying with international law.

Political analyst Hayk Martirosyan said in turn that ‘we cheated ourselves by proclaiming Artsakh as an independent state.’

“Artsakh independence implies unfinished victory for us. Artsakh was declared independent in order to join Armenia, but it did not happen. After the four-day April war, we were to recognize the independence of Artsakh, hold an immediate referendum and join the two Armenian states,” he stressed.

The political analyst notes that Artsakh fully depends on Armenia. “No one talks about it but Armenia gives $ 100 million to Artsakh every year,” Mr. Martirosyan said.

Larisa Alaverdyan added that she continues to believe that Artsakh is part of Armenia.

Speaking about possible territorial concessions, she said ‘only the Armenian authorities are talking about concessions today’.

“Azerbaijan is not ready for concessions. Moreover, because of the impersonal politics of our authorities, we are stirring up the vain hopes of Azerbaijanis who believe that they have the right to annex the territories that do not belong to them,” she said in conclusion.

MEP: Nagorno-Karabakh Republic’s independence has no alternative

Independence of the Nagorno-Karabakh Republic [(NKR/Artsakh)] has no alternative, Frank Engel, a Member of the European Parliament (MEP), commented Friday on his Facebook account.

In his words, 25 years have passed from the time when the people of Nagorno-Karabakh declared their independence.

“A quarter of a century of institutional development, strengthening democracy and social progress. Happy birthday, Artsakh! Independence has no alternative,” stressed Engel.

Artsakh is the Musa Dagh of the 21st century, but this time its defenders shall stay forever, German scientist and historian Michael Hesemann told Armenian News –NEWS.am.

He congratulated all citizens of Artsakh on preserving their 1700 years old Armenian Christian culture and heritage “in the midst of a hostile environment and withstood the violence of their neighbors.”

“They have every right to defend their autonomy. As Armenians they are the descendents of the original owners of this land and their long tradition gives their claim every legitimacy. As victims of "the first genocide of the 20th century" (Pope Francis) the grandsons of their murderers owe them any compensation and, first of all, their grief and respect. The free world shall never allow their ongoing discrimination and suppression or even violence against them. Artsakh is the Musa Dagh of the 21st century, but this time its defenders shall stay forever! God bless the Arnenian heroes of Nagorno Karabakh!” Hesemann stressed.

On 2 September 1991, the Nagrono-Karabakh Republic (NKR/Artsakh) proclaimed its independence in line with the ultimate norms of the international law.

Schiff: US must stand against dangerous aggression of Azerbaijan

U.S. Congressman Adam Schiff congratulated people of Karabakh on Independence Day. “Today marks the 25th anniversary of independence for Nagorno-Karabakh, a cause for celebration as well as remembrance of the lives lost so that Artsakh could be free. Despite facing many challenges in its quarter century of independence, Nagorno-Karabakh is a democracy with a growing economy,” he wrote on Facebook. He also recalled that Azerbaijan launched “its most violent offensive across the Line of Contact in years, causing the deaths of hundreds of civilians and military personnel.” “The United States must stand against this dangerous and destabilizing aggression, by holding Azerbaijan accountable, investigating potential war crimes, and demanding a peaceful resolution,” the message reads.

Karabakh President receives Abkhazia, South Ossetia and Transnistria representatives

STEPANAKERT. - The President of the Nagorno-Karabakh Republic (NKR) Bako Sahakyan on Friday met with the delegations of Abkhazia, South Ossetia and Pridnestrovian Moldavian Republic, which have arrived in Karabakh in the framework of the festivities on occasion of the 25th anniversary of the republic’s independence.

The meeting addressed issues on bilateral ties.

The NKR President welcomed the visit of the representatives of friendly countries to Artsakh, underscoring the importance of continuously deepening and developing the ties with them.

French MP: Karabakh independence is indisputable and irreversible

The independence of the Nagorno-Karabakh is indisputable and irreversible, the statement of the France-Karabakh Friendship Circle reads.

The Friendship Circle warmly welcomes the 25thanniversary of the newly gained liberty of the Karabakh population, which took place on 2 September 1991 by the proclamation of the republic.

Despite the forced war after the Declaration of Independence, “an entire generation of Karabakh people grew up in the independent republic and cannot imagine even for a second a dependent position, in which the older generation lived,” the statement by the Circle President François Rochebloine says.

The attacks of the Baku regime, carried out in April 2016, indicate that the Azerbaijani threat for the peace and security in the region still maintains. The failure of this attempt, as well as the moderate military response from the Karabakh side show the maturity of the Nagorno-Karabakh authorities and their sense of responsibility, the statement reads.
