STEPANAKERT, NOVEMBER 25, ARMENPRESS. Farmers came under Azerbaijani gunfire while working in the agricultural fields in two different villages in Artsakh (Nagorno Karabakh), the local police reported.

 

Around 11:30, November 25, a farmer working in his tractor in the agricultural fields of Taghavard village was forced to abandon his activities when Azerbaijani troops opened sporadic gunfire from small arms.

A similar incident took place in Tchankatagh village of Martakert, where Azerbaijani troops opened fire in the direction of farmers.

 

Artsakh police said they have provided the facts to the Russian peacekeeping contingent.

YEREVAN, NOVEMBER 28, ARMENPRESS. On November 28, Azerbaijani armed forces violated the ceasefire in Artsakh’s western direction by using small arms and AGS-17 grenade launchers.

 

As ARMENPRESS was informed from the press service of the Ministry of Defense of the Republic of Artsakh, as a result of the enemy's violation of the ceasefire, 2 soldiers of the Defense Army of Artsakh were injured.

The ceasefire violation was reported to the command of the Russian peacekeeping troops.

 

As of 18:00, the situation on the contact line is relatively stable.

YEREVAN, DECEMBER 7, ARMENPRESS. French Minister for Europe and Foreign Affairs Catherine Colonna highlighted the necessity to extend the mandate of the EU monitoring mission deployed in Armenia since October 20, 2022.

 

“Through the monitoring of the border this mission has really restricted the danger of escalation”, the French FM said during a Q&A session in the parliament.

She stated that the tension between Armenia and Azerbaijan has not eased. Catherine Colonna reaffirmed the support of France and the European Union to Armenia and vowed to make constant efforts for the establishment of peace in the region.

In order to investigate the circumstances of the aggressive war unleashed against the Republic of Artsakh by Azerbaijan on September 27, 2020, coupled with gross violations of international humanitarian law, a number of criminal cases were initiated by the law enforcement bodies of the Republic of Artsakh, within the scope of which the pre-investigative body confiscated many unexploded shells and remnants of shells, and examinations were appointed.

 

As ARMENPRESS was informed from the Prosecutor’s Office of Artsakh, the unexploded rocket found in the administrative area of Martuni city of Artsakh and the samples obtained from it were also submitted for examination. According to the conclusion given as a result of the examination carried out by an independent expert group (the conclusion was received on 07.12.2022) it was proved that it is a phosphorus munition consisting of white phosphorus.

The whole process of detection, neutralization and sampling of munitions was carried out with the participation of specialists, the process was video recorded, the subject of research and examination materials can be submitted to the research of international experts if necessary.

 

Thus, according to the results of the expert research, it was confirmed that during the 44-day war in 2020, the armed forces of Azerbaijan directly targeted the civilian settlements with chemical weapons, causing mass destruction and a large number of human losses, suffering and damage (a number of videos testifying to the use of chemical weapons were published during the war and after). In this way, Azerbaijan grossly violated Article 35 of the Geneva Convention (Protocol 1), according to which:

 
  1. In any armed conflict, the right of the Parties to the conflict to choose methods or means of warfare is not unlimited.
  2. It is prohibited to employ weapons, projectiles and material and methods of warfare of a nature to cause superfluous injury or unnecessary suffering.
  3. It is prohibited to employ methods or means of warfare which are intended, or may be expected, to cause widespread, long-term and severe damage to the natural environment.

STEPANAKERT, DECEMBER 12, ARMENPRESS. A group of Azerbaijanis describing themselves as “environmentalists” again blocked the Lachin Corridor in the morning of December 12.

 

The Lachin Corridor is the only road connecting Artsakh (Nagorno Karabakh) with Armenia.

A similar incident took place earlier on December 3. Then, the authorities of Artsakh said that the self-described Azeri environmentalists were actually secret service operatives seeking to make provocations. Moreover, Artsakh authorities even said they are ready for an international monitoring organization to assess and affirm that the mining operations meet all safety requirements. 

 

Artsakh authorities reported that the Russian peacekeeping contingent’s command is aware of the situation.

 

Artsakh authorities described the Azerbaijani side’s actions as "unacceptable, aggressive and destructive” and said they are taking all possible steps to resolve the situation, maintaining contact with the Russian peacekeeping contingent’s command.

“We are asking our citizens to stay calm and follow official reports and refrain from spreading unverified information. We will provide updates on further developments,” the Artsakh official Information Center said in a statement.

 

Meanwhile, the Artsakh State Service of Emergency Situations spokesperson Hunan Tadevosyan told ARMENPRESS that the road is currently closed. “A group of Azerbaijanis closed the Shushi section of the interstate road under environmental pretexts,” Tadevosyan said.

“On December 12, starting at 10:30, for already the 2nd time the Azerbaijani side has blocked the only interstate road connecting Artsakh to Armenia.

The right of the Republic of Artsakh and the people of Artsakh to a full life and live is unprecedentedly under danger.

 

By blocking the corridor, the military-political leadership of Azerbaijan pursues several goals:

 

-to change the status quo which was created after the trilateral statement of November 9, 2022

-to discredit the role of the Russian peacekeeping forces

 

-to check our vigilance, and if it doesn’t exist, to empty Armenians from Artsakh

We call on the concerned organizations of the international community to strongly condemn the provocative actions of Azerbaijan and apply adequate restraint mechanisms against Azerbaijan.

Artsakh (Nagorno Karabakh) State Minister Ruben Vardanyan’s advisor Artak Beglaryan published the photo showing what he described as an Azerbaijani special operative.

“This photo vividly shows the true motive of the so-called environmentalists who are serving the Aliyev regime in blockading 120,000 people of Artsakh. This Azerbaijani special operative, who has blocked the only road of Artsakh, is holding an environmental poster with one hand and is showing the Grey Wolves salute with the other hand. Azerbaijan wants to subject the people of Artsakh to genocide with the style of the Grey Wolves and the Young Turks,” Beglaryan said in a statement.

During a press conference today in Armenpress, acting Foreign Minister of Artsakh Davit Babayan said that with fake environmental pretext the Lachin corridor has been blocked by the people who serve in the Azerbaijani army, special services. According to Babayan, all this is a performance, and tomorrow they may send cyclists, or other artists.

“If they have some environmental issues, do they act in this way? We also have some environmental issues with them. You all are aware what kind of phosphorous munitions Azerbaijan has used during the 44-Day War. There are reports, it is all recorded. If they want to discuss an issue, that could be done in another way rather than blocking the road, paralyze it. There are children who are ill, food, medicines are needed, etc. Do they do the environmental issue at the expense of genocide? Under that environmental pretext they will tomorrow say that they should close the Kashen mine, but this is one of the key locomotives of our economy which observes all the environmental norms”, Babayan said.

 

Advisor to the State Minister of Artsakh Artak Beglaryan said in turn that the environmental issues are just pretexts. “In addition to the fact that the Kashen mine observes all the international standards, it is also around 20 km away from the closest Azerbaijani settlement and is not located near any water resource. Therefore, even this pretext is not well-grounded. Meanwhile, we have different fundamental issues to raise, including from the perspective of the management of environmental, water resources. We understand very well that this is just a pretext, and other pretexts can be used by Azerbaijani authorities at any moment”, Beglaryan said.

In a statement broadcast live via social media, Vardanyan emphasized that the Azerbaijanis don’t have the right to be on that road and don’t have the right to make decisions.

 

“It’s been 72 hours that we are blockaded. I am proud that I live here with you all because we are passing through this crisis very decently. I have much faith that we will overcome everything. The strength and faith that I see in you gives me great energy,” Vardanyan said.

He stressed that even during the First Nagorno Karabakh War and the Second Nagorno Karabakh War the Lachin Corridor was never closed. Vardanyan said that by closing the road Azerbaijan wants to see how long the Armenians will endure.

 

Speaking about the fake news spread by Azerbaijan claiming that they will allow Armenian vehicles to pass, Vardanyan said: “Who are they to allow or not allow us? They have no right to be on that road, they have no right to make decisions.”

 

“They must withdraw from that road. Until we don’t realize that only we must have the right to use that road, be it with the Russian peacekeepers, nothing will change. We can’t stop them if they get that opportunity,” Vardanyan said.

According to media reports, three trucks carried basic necessities from Yerevan to Stepanakert, and two more trucks headed from Stepanakert.

Congressional Letter Demands Sanctions on Azerbaijan and Support for Artsakh

WASHINGTON, D.C.—A powerfully worded Congressional letter to President Joe Biden, spearheaded by Congressman Adam Schiff (D-CA), called for decisive U.S. action in response to Azerbaijan’s blockade of Artsakh, a bipartisan reaffirmation of demands to stop U.S. military aid to Azerbaijan and restart humanitarian assistance to the Armenians of Artsakh, reported the Armenian National Committee of America.

“Armenian Americans from Congressman Schiff’s district join our community and coalition partners across all the House districts represented by the signatories of this letter in sharing our appreciation for their principled stand against Azerbaijan’s blockade of Artsakh,” said ANCA Executive Director Aram Hamparian. “The Biden Administration needs to show leadership – immediately halting all U.S. arms and aid to Azerbaijan and launching a robust emergency humanitarian aid package for Artsakh.”

The letter, sent to the White House earlier today, noted that Azerbaijan’s blockade “is only the most recent example of Azerbaijan’s belligerence, which has followed a well-documented pattern of abuse against the Armenian population of Artsakh, motivated by the bombastic rhetoric of the Aliyev regime.” The signatories closed by urging “the Administration to use all tools at its disposal to ensure the safety of the people of Artsakh, now and in the future, including cessation of financial support to Azerbaijan and imposition of sanctions. We cannot allow Azerbaijan’s policy of aggression and intimidation to continue.”

Joining Rep. Dear President Biden,

Since December 12th, Azerbaijan has imposed a blockade of the Lachin Corridor, the only road connecting Nagorno-Karabakh (Artsakh) to Armenia. The effect has been devastating to the population, rendering 120,000 individuals without access to the route that provides much of Artsakh’s food, medical supplies and transport, and other essential goods, and depriving them of their right to free movement. Additional reports1 allege that Azerbaijan has also shut off one of the major sources of natural gas for civilians in the territory, potentially leaving tens of thousands without heating as temperatures plummet.

Azerbaijan is once again weaponizing basic human necessities to further degrade already strained living conditions for the Armenians living in Artsakh. If this situation continues, a humanitarian crisis with potentially tragic consequences is imminent. Further, Azerbaijan’s actions are a direct violation of the trilateral ceasefire statement of November 9, 20202, which outlines an obligation to guarantee the secure movement of citizens, vehicles, and cargo in both directions through this route known as the Lachin Corridor.

The people of Artsakh were already in a precarious situation before December 12th, as they have not yet recovered from the humanitarian fallout of the September 2020 unprovoked military assault by Azerbaijan on Artsakh, which resulted in the deaths of thousands of civilians and soldiers, the ongoing detention of prisoners of war, and the displacement of tens of thousands of civilians. Since then, despite Congressional calls for much-needed direct U.S. humanitarian assistance for the people of Artsakh, the Administration has, to date, failed to provide adequate aid, which makes decisive action by the Administration now all the more urgent.

This is only the most recent example of Azerbaijan’s belligerence, which has followed a well- documented pattern of abuse against the Armenian population of Artsakh, motivated by the bombastic rhetoric of the Aliyev regime. We urge the Administration to use all tools at its disposal to ensure the safety of the people of Artsakh, now and in the future, including cessation of financial support to Azerbaijan and imposition of sanctions. We cannot allow Azerbaijan’s policy of aggression and intimidation to continue.

YEREVAN, DECEMBER 19, ARMENPRESS. Artsakh State Minister’s Advisor Artak Beglaryan is demanding the UN Security Council to discuss the Azeri blockade of the Lachin Corridor. Beglaryan said it would allow exerting high level international pressure upon Azerbaijan.

 

Beglaryan, who himself is unable to return to Nagorno Karabakh amid the blockade, has been demonstrating outside the UN office in Armenia for already eight days.

Beglaryan said sanctions must be imposed against Azerbaijan.

 

He described the international reaction to the Azeri blockade as partially or entirely positive, however he assessed the result and effectiveness as negative.

 

“Regardless of what is being said, it is obvious that it doesn’t impact Azerbaijan’s behavior. And it is already the eight day that Azerbaijan continues the total blockade, collective captivity of the people of Artsakh. From this perspective I assess the international community’s actions as negative,” Beglaryan told reporters.

The Office of the Armenian Representative for International Legal Affairs appealed to the European Court of Human Rights, asking to impose provisional measures and make Azerbaijan unblock the Lachin Corridor. The ECHR gave Azerbaijan until December 19 to respond to the demand. However, Beglaryan said he can’t say for certain how long the court will discuss the issue and when the interim decision will be published.

 

“At the same time processes have started in the UNSC. It was announced that at the initiative of France the issue of Artsakh, namely the road, was discussed among other issues in a closed format. We expect and demand, and the Foreign Ministry of Armenia is also making efforts in this direction, for the UN Security Council to hold urgent, open-format discussions of this issue, so that the UNSC and members of the council express clear positions. This is one of the important formats through which it will be possible to exert international pressure on Azerbaijan,” Beglaryan said.

He said taking practical steps is more significant, meaning the initiation of possible accountability measures against Azerbaijan and the Azerbaijani authorities. “Without clear measures for accountability, sanctions, I am sure that the Aliyev regime won’t come to senses. And that impunity will always lead to new crimes,” Beglaryan said.

Beglaryan said that if not the collective international community then at least individual countries were to voice the threat of sanctions it could act as a restraining measure. However, he said it is unlikely that countries would do so, but at the same time not impossible.

“But it is regrettable that against this backdrop, when sanctions are needed, an energy supply agreement is being signed with Aliyev in Bucharest on December 17, which is a very major program. The President of the European Commission was present, and on the backdrop of the blockade she signs the agreement with Aliyev and welcomes Aliyev, this is already regrettable,” Beglaryan said.

Beglaryan said that it is clear that Azerbaijan has preconditions for opening the road, otherwise the road would be opened long ago. “They are expecting, demanding something, that’s why they are keeping it closed. They have deep goals both explicitly and covertly. The Russian side is working in this direction, they are mediating, there is a certain negotiations process,” Beglaryan said.

The Nagorno Karabakh side is also involved in the talks. Every dialogue is held with mediation efforts from the Russian side. Beglaryan said he is sure that Azerbaijan’s main deep goal is the exodus of Armenians from Artsakh, genocide, ethnic cleansing. While the Armenian side’s strategic goal must be the opposite – keeping Artsakh as an Armenian homeland, the stabilization of the situation and in long-term the strengthening and development of Artsakh together with Armenia, which would enable to seek sustainable, just and final solution to the conflict with support from the international community.

Speaking about the humanitarian crisis in Artsakh as a result of the blockade, Beglaryan said Artsakh still has reserves, but already fewer. Shortages of various items exist.

On the initiative of various diaspora structures, Armenians in Belgium held a protest in Brussels, demanding from the European Union and the international community to put pressure on Azerbaijan to open the only road connecting Artsakh to the world. ARMENPRESS reports the head of the European Armenian Federation for Justice and Democracy Gaspar Karapetyan said in his speech that Europe and the international community continue to have two "scales". The international press, everybody presented the reality very well, but the expectation is the practical steps. "We demand from the European Union that practical steps be taken," said Karapetyan, at the same time thanking that statements of condemnation are being made, demanding Azerbaijan to open the road connecting Artsakh to the world. He thanked the European Parliament for strongly condemning Azerbaijan in recent years, demanding the restoration of the rights of Armenians. "We, the Armenians of Artsakh, the Armenians of Armenia, the Armenians of the Diaspora, must be united, no matter how much some want to create trenches between us. We must fight together and prove that we exist," Karapetyan emphasized. The participants of the action in Brussels waved the flags of Armenia and Artsakh, banners with "Stop Azerbaijani aggression" and other writings. The Armenians demanded from the European Union and the international community to exert pressure on Azerbaijan to immediately open the Lachin Corridor, to take concrete measures aimed at ensuring the security of the Armenian population of Artsakh, to recognize the Republic of Artsakh, to establish a humanitarian agency in Artsakh. They also demanded to impose individual sanctions against the property of the Azerbaijani authorities, to immediately extend the mandate of the EU observation mission. Among the initiators of the protest action were the Committee of Armenians in Belgium, the European Armenian Federation for Justice and Democracy and other structures.

YEREVAN, JANUARY 6, ARMENPRESS. A farmer working in his tractor in the village of Hatsi in Artsakh’s  (Nagorno Karabakh) Martuni region came under Azeri small arms fire on January 6.

 

Nagorno Karabakh police said that the farmer – I. Abrahamyan, a resident of Hatsi village – contacted law enforcement agencies and said that around 13:00, January 6, while working in his Belarus 82-1 tractor in the fields known as Kaghnun Tak of Hatsi village, he came under automatic small arms fire from the adjacent Azerbaijani military position.

The agricultural work was suspended.

 

The Martuni police department notified the Russian peacekeepers on the incident.

STEPANAKERT, JANUARY 8, ARMENPRESS. Azerbaijan is attempting to obtain information on the consequences of its blockade of Artsakh (Nagorno Karabakh). 

 

The Nagorno Karabakh National Security Service warned the public that Azerbaijani intelligence agencies are using Facebook accounts under fake names in an attempt to contact unsuspecting residents of Nagorno Karabakh and obtain information on the shortages of food and other essential goods, as well as how and what kind of humanitarian assistance, if any, the residents are receiving.

“We are asking and urging everyone to refrain from publicly discussing or providing information online about issues related to foreign and domestic security of the Republic of Artsakh. In case of being contacted about such issues, please contact the National Security Service of Artsakh at 047-94-41-26 and 41-26,” the Artsakh (Nagorno Karabakh) National Security Service said in a statement.

YEREVAN, JANUARY 19, ARMENPRESS. A serviceman of the Armenian Armed Forces stationed in a military outpost deployed in the direction of Yeraskh sustained a gunshot wound from Azerbaijani gunfire around 10:50, January 19, the Ministry of Defense said.

 

The soldier is in a serious condition. An investigation is underway to determine the circumstances.

YEREVAN, MARCH 3, ARMENPRESS. Azerbaijani military units violated the Nagorno Karabakh ceasefire on March 2 and overnight March 3 with small arms fire, the Artsakh (Nagorno Karabakh) authorities announced Friday.

 

“The units of the Azerbaijani Armed Forces deployed in the occupied territories of the regions of Askeran, Martakert and Martuni of the Republic of Artsakh violated the ceasefire on March 2 and overnight March 3 with the use of small arms,” the Ministry of Defense of Artsakh said in a statement, adding that Artsakh did not suffer casualties.

The Russian peacekeeping contingent has been notified on the violation, it said.

 

As of Friday morning the situation in the line of contact was relatively stable, according to the defense ministry.

March 5 – BLiTZ. The Armenian Foreign Ministry called the actions of Azerbaijani saboteurs terrorism, which killed three people. This is reported by TASS with reference to the official website of the department.

It is reported that due to the terrorist actions of the Azerbaijani sabotage group in Nagorno-Karabakh, three people were killed, who were employees of the passport and visa department of the Ministry of Internal Affairs.

“The actions of the Azerbaijani sabotage group cannot be qualified in any other way than terrorism,” the ministry said.

The statement also noted that Azerbaijan has been blocking the Lachin corridor for three months, which leads to a humanitarian crisis, as well as terrorist actions against the citizens of Nagorno-Karabakh.

 

“Azerbaijan’s actions show that guarantees of the rights and security of the population of Nagorno-Karabakh and the need for international participation in them are needed,” the statement said.

TEHRAN, Mar. 05 (MNA) – The Azerbaijani Defense Ministry said that the exchange of fire between the Azeri and Armenian sides in the Karabakh region left a number of injuries and casualties.

A statement by the Azerbaijani Defense Ministry claimed it received information about the transportation of military equipment, ammunition, and personnel from Armenia to the Karabakh region through the Khankendi-Khalfali-Turshsu road, where a Russian peacekeeping contingent has been stationed since the aftermath of the fall 2020 conflict in the region and a January 2021 pact with Baku and Yerevan, according to Anadolu Agency.

“On the morning of March 5, in order to check the received information, an attempt was made to stop and check the vehicles carrying illegal military transports by units of the Azerbaijan Army. Shots were fired from the other side and there were casualties and injuries from both sides as a result of the skirmish,” the statement said.

The Armenian media also accused the Azeri side of sabotage attempts, saying that three Azeri soldier was killed and one wounded in the clashes.
