don't you think that the Armenian government is allocating too much (proportionally) resources for consumer goods, forgetting about investing in the capital?

As far I know the ROA 'government' allocates its entire budget to its own upkeep! 
Whatever little trade/industry that is taking place is entirelly the result of private initiative(s)....

I agree,
I can't really think of anything that comes out of a government investment in Armenia right now. I would like to know what kind of consumer goods is the government investing in. I personally haven't heard of any.
