Yeraskh village of Ararat province is subjected to regular shelling by the Azerbaijani armed forces, both during the day and at night, Armenia’s Human Rights defender Arman Tatoyan alarms.

The village last came under shelling today, on October 15.

“The unruliness of the Azerbaijani servicemen has reached such a level that they set fire through intentional shootings to 8000 stacks of grass belonging to a resident of Yeraskh community. The entire winter stockpile, which the citizen had collected to feed his livestock, has been destroyed,” the Ombudsman said in a Facebook post.

Moreover, he said, the fire spread destroying the roof of the barn belonging to the citizen. The fire was extinguished only thanks to timely intervention of the firefighters.

“Taking into consideration that the Azerbaijani positions are located in the immediate vicinity of the village, it is obvious to Azerbaijani servicemen that their actions are harming the residents of the village, destroying their property, violating their rights to life and property, and disturbing their life and peace.” Tatoyan said.

He insists that the process of creating a demilitarized security zone around the borders of Armenia with Azerbaijan and the removal of the Azerbaijani armed servicemen form the vicinity of the villages and from the roads between the communities of Armenia should start immediately.

“The proposal of the Human Rights Defender of Armenia has already been included in an international instrument- in Resolution 2391 (2021) of September 27, 2021 of the Parliamentary Assembly of the Council of Europe (PACE). The Human Rights Defender will send relevant reports about this situation to international organizations, to the State bodies of Armenia, and to civil society organizations,” the Ombudsman said.

It is evident that the basis of these criminal harassments and the gross violations of human rights is the same: – the policy of Armenophobia and enmity, and of ethnic cleansing and genocide. This policy has institutional bases, and the violations will not end, and the security of the people will not be guaranteed unless the perpetrators are punished,” Arman Tatoyan concluded.

Over the past few days, Azerbaijan has been trying to artificially escalate the situation in the region, and this is taking place as high-level meeting are being held, Artsakh’s Foreign Ministry said in a statement.
 
“Azerbaijan aims to achieve the exodus of Armenians from Artsakh through aggressive actions and intimidation. This policy is also a blow to Russia and the Russian peacekeeping mission,” the Ministry said.
 
The Foreign Ministry of Artsakh describes Azerbaijan’s policy as terrorism and manifestation of a destructive stance.
 
“We once again reiterate that Artsakh will not be threatened by such steps. The Armenians of Artsakh are determined to live in their historical Homeland and defend their sovereignty and dignity,” the Foreign Ministry noted.

Footage shows Azerbaijani forces targeting Armenian positions in Artsakh

Artsakh’s Defense Army has shared footage showing the Azerbaijani armed forces targeting the Armenian positions in Artsakh.

The Armenian positions near the Nor Shen settlement in Artsakh’s Martuni region were shelled from Azerbaijani positions deployed in the vicinity of the village.

The shots were fired so openly that they were recorded by cameras installed on the Armenian side.

The video not only proves the provocative behavior of the enemy, but also clearly shows that the Armenian side is committed to the agreement reached on the highest level and pose no threat to the Azerbaijani military.

Ընդհանուր առմամբ, 2020 թվականի 44-օրյա պատերազմի ավարտից հետո Ադրբեջանը Հայաստանին է վերադարձրել 113 անձի։

Turkey took a leading role in supporting Azerbaijan military efforts in Nagorno-Karabakh, providing military assistance, intelligence and weapons, and reportedly support through foreign fighters, the European Commission said in the 2021 Report on Turkey.

As a consequence, the report said, relations with Armenia did not improve.

The Commission also reminds that Canada cancelled export permits for military goods and technology to Turkey following the results of an investigation into allegations that Canadian technology was being used by the Azerbaijani military forces in the Nagorno-Karabakh conflict.

It noted that hate speech and hate crime remain a serious issue for minorities. Acts of vandalism and destruction on minority worship places and cemeteries need to be investigated.

“State subsidies for minority schools had almost come to a halt. Subsidies to the newspapers run by members of the Armenian, Greek, and Jewish communities need to be granted by the Press Advertising Authority (BiK). The court case against public officials involved in the killing of Armenian journalist Hrant Dink in 2007 ended in March 2021 with the acquittal of 37 of the 77 defendants. The files of 12 defendants who fled Turkey were separated because they could not be heard in this trial,” the report said, noting that “full respect for and protection of language, religion, culture, cultural heritage and fundamental rights of minorities in accordance with European standards have yet to be achieved.”

The Commission also stresses that Turkey needs to increase substantially national investment to clean mined areas along the border with Syria, Iraq, Iran, Armenia as well as inside Turkey

Turkey’s role in the 44-day war against Artsakh has reduced trust in NATO in maintaining stability and peace in the region, Armenian Defense Minister Arshak Karapetyan said at a meeting with NATO Secretary General’s Special Representative for the Caucasus and Central Asia Javier Colomina Píriz.

The Defense Minister presented the security situation in Artsakh after the cessation of hostilities and the existing threats.

Minister Karapetyan noted that the role of NATO member Turkey in the 44-day war against Artsakh has reduced the trust in NATO in maintaining stability and peace in the region

The interlocutors also discussed issues related to regional security and the prospects of Armenia-NATO cooperation.

The Embassy of Azerbaijan tried to disrupt the screening of a documentary about the Artsakh war

The Embassy of Azerbaijan has tried to disrupt the screening of a documentary about the 44-day war in Artsakh in the US.  The documentary titled  "45 days: The fight for a Nation" is filmed by former British Royal Marines Commando Emile Ghessen, who visited Artsakh during the war in October 2020. 

According to reports, the Embassy has reached the cinema theatre, demanding to cancel the screening, suggesting their reputation would suffer otherwise. The theatre has refused the demands, after which the Embassy sent a truck with a screen on it displaying an anti-Armenian poster and bought a parking space outside the theatre for it trying to discredit the event. 

Emile Ghessen has reacted to the Azerbaijani provocation on Twitter. "Thank you Azerbaijani Embassy for sending your truck down to our screening this evening as well as trying to bully the theatre to stop the screening. Next time, don’t waste your money, I have free tickets for you and it’s much warmer inside," Ghessen tweeted.

Unnamed sources claim Armenia and Azerbaijan close signing new agreement

Armenia, Azerbaijan, and Russia are reportedly close to signing a new agreement on the demarcation and delimitation of borders and the opening of transport links. According to Russian and Armenian news outlets, the agreement is set to be announced on the anniversary of the Russia-brokered ceasefire.

Russian state-run RIA Novosti wrote on Saturday that the trilateral meeting will be held in the first ten days of November. According to an unnamed source ‘familiar with the matter’, at this meeting, Russia, Armenia, and Azerbaijan will sign a new agreement.

On 22 October, Armenian news outlet Aliq Media, citing unnamed ‘reliable diplomatic sources’ reported that the three countries will sign two new documents in early November.  

The first will concern border delimitation and demarcation between Armenia and Azerbaijan, according to which ‘Yerevan and Baku will recognise each other's borders and territorial integrity, based on the maps of the General Staff of the Soviet Defense Ministry of the 1920s’.

The second will reportedly secure an opening of transport links between Armenia and Azerbaijan, specifically, allowing for a transport link between Azerbaijan’s western regions and Nakhchivan through southern Armenia, as well as giving Armenia a connection to Iran and Russia through Azerbaijan. 

The possibility of a transport connection between Nakhchivan and Azerbaijan’s western regions has been a point of contention between Armenia and Azerbaijan in recent months, with Azerbaijani President Ilham Aliyev demanding a ‘corridor’, which he also threatened to establish by military force. Armenian Prime Minister Nikol Pashinyan has previously denied that such a transport connection would constitute a ‘corridor’.

No official confirmation of any of these claims has yet been forthcoming from any of the three countries. However, speaking with RIA Novosti, Kremlin spokesperson Dmitry Peskov said that if an agreement on a trilateral meeting is reached ‘the Kremlin will report on it in due time’. 

Earlier this autumn, both Pashinyan and Aliyev made comments stating that they were ready to meet.

On 22 October,  Armenia and Russia started joint military exercises in the province of Syunik, near the border with Azerbaijan.  The exercises have the participation of ‘almost all military units’ of the Armenian armed forces as well as Russian forces from the 102nd military base in Gyumri. 

According to Tigran Parvanyan, the commander of joint Russian-Armenian forces, the exercises are part of an annual plan of military cooperation between Russia and Armenia.

Defense firm goes bankrupt due to Canada’s embargo on Turkey

Canadian defense firm Telemus Systems Inc. has gone bankrupt due to the North American country’s embargo on Turkey, Middle East Eye (MEE) said in a report late Wednesday.

According to the article penned by MEE’s Ragıp Soylu, the embargo imposed by Canada over Turkey’s military operations in Syria and Azerbaijan caused Telemus to lose its main customer, Turkish Aerospace Industries (TAI), ultimately leading to the firm’s bankruptcy.

“Despite the company’s repeated attempts to reach a resolution with Global Affairs Canada, including explaining the material adverse impact on the company’s financial situation and solvency, the company’s Turkish export permits remained suspended,” the MEE cited a KPMG report as saying.

“As a result of the government sanctions, the company was no longer able to generate any revenue."

The parts under Canadian embargo include camera systems for Baykar armed drones. Export licenses were suspended in 2019 during Turkish military activities in Syria. Restrictions were then eased but reimposed during the Nagorno-Karabakh conflict.

 

Last October, Canada suspended exports of some defense products to Turkey over allegations that its technology was being used in the conflict in Nagorno-Karabakh.

In 1991, the Armenian military occupied Nagorno-Karabakh, internationally recognized as Azerbaijani territory, and seven adjacent regions.

Russian peacekeepers likely to stay in Karabakh longer than agreed — security council
Armenia is in talks with Russian colleagues at the high and highest levels, Secretary of the Armenian Security Council Armen Grigoryan noted

YEREVAN, October 28. /TASS/. The Armenian authorities believe that the Russian peacekeepers will stay in Nagorno-Karabakh for more than five years, which exceeds the period stipulated by the trilateral statement of the Armenian, Azerbaijani and Russian leaders signed on November 9, 2020, Secretary of the Armenian Security Council Armen Grigoryan stated on Thursday.

"Armenia is in talks with Russian colleagues at the high and highest levels. We believe that the Russian peacekeeping forces are likely to stay [in Nagorno-Karabakh] longer. The facilities that are being established allow us to assume that the Russian peacekeeping forces are going to stay longer that it was stipulated," the security council chief noted.

The situation in Nagorno-Karabakh escalated on September 27, 2020. On November 9, 2020, Vladimir Putin, Ilham Aliyev and Nikol Pashinyan signed a joint statement on full cessation of hostilities. The sides stopped at their positions at the moment, a number of districts went under Baku’s control, and Russian peacekeepers were deployed at the contact line and at the so-called Lachin corridor for five years with automatic extension for the same period if no party objects.

Nothing has changed in Turkey’s strategy, because the war in the South Caucasus was not the only problem connected with Turkey, Armenian President Armen Sarkissian said in an interview with Russian RBC.  

“It’s part of a regional and global policy. Let’s remember why Turkey entered Libya, why it is so active in Iraq, why it is present in Lebanon and Syria, why it clashes with Cyprus and Greece in the Mediterranean, why it keeps hundreds of thousands of refugees on the EU border. In some sense Europe is a hostage of Turkey, because if those hundreds of thousands of refugees enter Europe, it will be hard to speak about its stability,” the President said.

He noted that last year’s Artsakh War was the continuation of Turkey’s policy, its wish to increase the influence in the region.

“Whether we want it or not, Turkey has become more influential in the South Caucasus. It is very influential in Georgia in the economic sense. Today, Turkey is largely present in Azerbaijan. The influence of the Turkish armed forces on Azerbaijani armed forces after the war is obvious, and it has a huge influence on Azerbaijan’s sovereignty, its economy, and respectively, logistics, transport routes, including the oil pipelines stretching from Baku to Tbilisi and Ceyhan,” President Sarkissian noted.

“Turkey has become more influential politically and militarily. On the other hand, the Turkish economy is not one of the best ones in the world. As you know, many investment companies leave Turkey. The economic downturn gets compensated by high activity,” the President added.

Artsakh war film 'Gate to Heaven’ wins 4 awards at Ontario International Film Festival

Jivan Avetisyan's “Gate to Heaven”, a film about the 2016 Artsakh war, has won four prestigious awards at the Ontario International Film Festival.

“Congratulations to the team behind "Gate to Heaven" for winning 4 of our prestigious awards, including best sound, music and script for an international film and best international film!” the festival said in a statement.

“We were honored to showcase this film at our festival this year,” it added.

“Gate to Heaven” centers around 50-year-old Robert Stenvall, a European journalist, who returns to Artsakh in 2016 to cover the war which has been reignited after a 22-year ceasefire. During his time in Artsakh, Stenvall meets Sophia Marti, 35, a young opera singer, who happens to be the daughter of missing photojournalist Edgar Martirosyan, whom Robert abandoned in captivity during the fall of the village of Talish in 1992. Robert and Sophia’s frequent rendezvouses ignite a passionate romance.

The film features Tatiana Spivakova, Sos Janibekyan and Naira Zakaryan in lead roles and its Armenian and Artsakh premiere took place in 2019.

“Gate to Heaven” is a co-production of Armenia, Lithuania, Finland and France.

Azeri forces destroyed Madatashen school, war monument, damaged village church – Monument Watch

According to satellite images captured on October 10, Azerbaijani forces have destroyed the school in the village of Madatashen in Artsakh's Askeran district after its occupation, the Artsakh Monument Watch, an independent academic platform, reported, adding the adjacent church is also in danger.

The school was renamed the Madatashen School SNCO in 2015, which also houses the village municipality and the House of Culture. The Madatashen House of Culture was built in 1969 and renovated in 2012.

A monument to the victims of the Artsakh Liberation War located close to the church was also destroyed by the enemy immediately after the occupation of the village.

“A video circulated by Azerbaijanis clearly shows an armed Azerbaijani soldier breaking up the monument to the Artsakh war heroes, destroying their photos and gleefully taking pictures against the background of the destroyed cultural heritage. Notably, the video captured before the Azerbaijani occupation shows that both the school and the monument were intact,” the Monument Watch said.

The history of Madatashen village dates back to the mid-17th century. The village got its name from Russian army general Valerian Madatov, whose cowsheds were located on this very territory. The community is located in the southern part of the Artsakh Republic, 50 km away from the Askeran regional center and 24 km away from the capital, Stepanakert. St. Astvatsatsin Church of the village was built in 1904. The wall of the church, as well as its roof, were damaged, the academic platform noted.

Nagorno-Karabakh’s National Security Service reported that one Armenian civilian died and three were wounded as Azerbaijani troops fired at a group of workers repairing water pipes near the city of Shusha (Shushi). According to unconfirmed witness reports, Russian peacekeepers were nearby during the incident.

According to the official report, the incident took place at around 15:00 on 8 November and took place near the Lachin-Stepanakert road, which connects Stepanakert (Khankandi), the capital of Nagorno-Karabakh to Armenia. The wounded have been transported to a hospital in Stepanakert.  

According to Nagorno-Karabakh Human Rights Defender Gegham Stepanyan, the deceased is 22 years old, while the three wounded civilians are 41, 31, and 43 years old, respectively. 

No names, or further identifying information has been released.

According to unconfirmed reports on social media, the incident took place a few hundred meters from Russian peacekeepers who are observing the road connecting Stepanakert to the Republic of Armenia. 

Stepanyan has reported that the section of the Lachin-Stepanakert road where the incident happened has been closed as law-enforcement bodies are carrying out investigative work.

As of publication, there have been no statements from Azerbaijani or Russian authorities.

The same day as the incident, Azerbaijani President Ilham Aliyev was in Shusha alongside Turkish Defence Minister Hulusi Akar to mark the anniversary of Azerbaijani forces taking control of the city during the Second Nagorno-Karabakh War. 

In October, another Armenian civilian was killed by Azerbaijani fire, reportedly while carrying out agricultural work and accompanied by Russian peacekeepers.

The Ministry of Foreign Affairs of Azerbaijan has made another immoral and unreal statement, blaming the Armenian side for the incident that took place near Shushi.

Yesterday an Azerbaijani soldier invaded the territory of the Nagorno-Karabakh Republic and shot four workers repairing a water pipeline, leaving one dead and three wounded.

After contemplating for a day, the Ministry of Foreign Affairs of Azerbaijan put the blame for the incident on the Armenian side in general and on Armenia in particular. Spokesperson of the Ministry of Foreign Affairs of Azerbaijan Leyla Abdulayeva declared that Azerbaijan allegedly has nothing to do with the incident and that “Russian peacekeepers are usually reported before launching any operation in this territory, and the operation is carried out with the accompaniment of the peacekeepers. This time, the Russian peacekeepers were not informed and didn’t participate in the operation which, of course, entails serious questions. That day, an event was held in Shushi and attended by the President of Azerbaijan and state officials, and it is known that in such cases enhanced measures are taken for security in the territory. Realizing this, repair of any water pipeline in a site that is the closest to the territory does not fit in any logic.”

The tolerance and silence of the international community with regard to the tremendous number of war crimes and crimes against humanity committed by Azerbaijan have obscured the brains of Azerbaijani officials so much that they aren’t even going out of their way to try to refute the fact that there were attacks on peaceful civilians. All this is happening in the context of the statements on the willingness of Azerbaijan to establish ‘an era of peace’ in the region.

Azerbaijan shoots Armenian civilians

Armenian PM Accuses Azerbaijan of Invading its Territory
 
 
YEREVAN (Sputnik) - The Azerbaijani troops invaded Armenia on Sunday at one of the border stretches, Armenian Prime Minister Nikol Pashinyan said on Monday.
"Since yesterday, we have held several meetings and discussions among the same attendees in different formats. The discussions focused on the invasion of the Armenian territory by the Azerbaijani troops at one of the eastern stretches of the Armenian-Azeri border," Pashinyan said at the Security Council meeting.
Pashinyan added that he resigned Armenian Defense Minister Arshak Karapetyan and appointed Suren Papikyan, the vice prime minister, to the post.
On Sunday, the Armenian Defense Ministry said that it foiled the attempts of the Azerbaijani armed forces to move their positions to the eastern direction near the border.

On November 14, at around 1 pm, in one of the eastern sections of the Armenian-Azerbaijani border, units of the Azerbaijani Armed Forces with the support of armored vehicles intruded into the sovereign territory of the Republic of Armenia, Armenia’s Security Council said in a statement.

“As a result of negotiations, the Azerbaijani military equipment and troops left the territory of the Republic of Armenia, the units of the Armed Forces of the Republic of Armenia were withdrawn from the above-mentioned four combat positions. Nevertheless, Azerbaijani servicemen who invaded the sovereign territory of the Republic of Armenia in May of this year continue to be deployed in the mentioned section,” the Council said.

“The rumors that the superior command of the Armed Forces or the political leadership has given an instruction not to show resistance do not correspond to reality. The Security Council of the Republic of Armenia has instructed the relevant bodies to conduct a proper investigation of the incident,” the statement reads.

The Security Council draws the attention of the Russian Federation, the Collective Security Treaty Organization (CSTO) and the international community to the aggressive actions of the Azerbaijani armed forces and emphasizes that these actions are directed against the authorities of the Republic of Armenia, Armenia’s territorial integrity and regional security and stability, and contradict the provisions of the trilateral statement of November 9, 2020.

The Security Council of the Republic of Armenia expresses the determination of the authorities and the people to protect the sovereignty, territorial integrity and independence of the homeland.

“The Government of the Republic of Armenia has taken measures to create a new network of alternative roads in Syunik region and these works will be completed in the near future. We consider it necessary to emphasize that no settlement of the Republic of Armenia is deprived of vital roads,”

The Security Council of the Republic of Armenia continues to emphasize the need for a peaceful resolution of the Armenian-Azerbaijani border situation, i.e. the withdrawal of troops from the de jure established border of Soviet Armenia and Soviet Azerbaijan and the start of demarcation and delimitation of the border under international auspices.

The Council also calls on the OSCE Minsk Group Co-Chairs to intensify efforts for a peaceful and comprehensive settlement of the Nagorno-Karabakh conflict.
