YEREVAN, OCTOBER 24, ARMENPRESS. Defense Minister of Armenia Davit Tonoyan visited today soldiers wounded during the operation of neutralizing the Azerbaijani special operations team and destroying huge amount of equipment in the southern direction, Armenian defense ministry spokesperson Shushan Stepanyan said on Facebook.

On October 23, thanks to the successful operations of the Armenian forces in the southern direction of Artsakh, an entire special operations team of the adversary was neutralized, 9 military equipment were destroyed and many others were seized.

YEREVAN, OCTOBER 24, ARMENPRESS. The Azerbaijani military’s death toll has climbed to 6614 since the attacks on Artsakh began, the Armenian authorities said.

According to updated information about the losses, the Azeri military has lost a total of 217 UAVs, 16 helicopters, 24 warplanes, 600 armored equipment and 4 TOS rocket launchers. In the last day alone the Azeri military lost 11 UAVs, 12 armored equipment and 75 troops.

“It’s almost a month a brutal war is taking place in Artsakh, and Turkey with its entire force has been involved in the war and is supporting Azerbaijan. It has sent nearly 4000 international terrorists and now as well has sent 1200 special servicemen which are forest specialists. I apply to the leaders of the OSCE Minsk Group Co-Chair countries – Mr. Macron, Mr. Trump and Mr. Putin, so that they raise their voice and stop this new genocide. 100 years later Turkey is trying to commit the second genocide here, like Azerbaijan tried to commit a genocide against Armenians in Sumgait and Baku in 1989-1990. Mr. Erdogan has a big dream to create a neo-Ottoman empire, and Armenia and Artsakh are on that crossroad”, Archbishop Pargev Martirosyan said.

 

He said Turkey wants to clean Armenians from their territory.

“I also apply to all leaders of the world, religious leaders, political scientists, people of good will to raise their decisive voice and stop this bloodshed. A nation is being killed, civilians, elderly people, children and women are being killed. I hope that this time as well Moscow, like it managed to stop the war in the 90s and in 2016, will stop this war in the territory of Artsakh”, he said.

YEREVAN, OCTOBER 24, ARMENPRESS. French Army General Pierre de Villiers, a former Chief of the Defense Staff, has said that Turkish President Recep Tayyip Erdogan’s bellicose rhetoric is becoming growingly concerning especially in light of Turkey becoming no longer a secular country.

“Erdogan’s Turkey, with his statements, is now guided by the strategy of restoring the Ottoman Empire. And Turkey embodies this manifest with relevant military gestures. For example, the destruction of Kurds in Syria, actions in Nagorno Karabakh,” Pierre de Villiers told BFM TV.

 

The general emphasized that someday the international community, and France in particular, must put an end to this.

“We cannot agree that a country like Turkey, whose negotiations over the accession to the EU aren’t officially completed to this day, continues such rhetoric and such actions by being a NATO member,” he said.

According to Pierre de Villiers the terms “friends” and “enemies” are blurred in the international arena in the current realities, and on this background, France needs an especially clear stance from all those who declare their support in fighting terrorism and radical Islamism.

“Turkey is among those who supported Islamists. Turkey has financed several such movements, and this is very well known. I think Turkey is no longer a secular state, it is an obviously Islamist country. And it isn’t far from Islamists. This is especially concerning to me,” he said.

The Foreign Ministry of Artsakh issued a statement, emphasizing that Azerbaijan and Turkey take deliberate actions aimed at thwarting the peace initiatives of ending the military operations, ARMENPRESS was informed from the press service of the Foreign Ministry of Artsakh.

 ‘’During October 23, the Azerbaijani-Turkish armed forces fired rockets and artillery shells at a number of settlements of the Republic of Artsakh. On the same day, in the evening hours, Artsakh’s capital Stepanakert was subjected to an intense missile attack. As a result, damage was caused to civilian infrastructure, and there were casualties among the civilian population. It is noteworthy that the missile attack on Stepanakert was launched immediately after the separate meetings held in Washington, D.C. between US Secretary of State Michael Pompeo and Foreign Ministers of the Republics of Armenia and Azerbaijan with the aim of achieving a truce in the Azerbaijan-Karabakh conflict zone.

The timing and the target of the strike leave no doubt that Azerbaijan is openly and ostentatiously undermining the efforts of international mediators to end the aggression against the Republic of Artsakh. Earlier, the Azerbaijani authorities disrupted the implementation of the agreements on a humanitarian truce reached on October 10 at the initiative of the President of Russia, and on October 17 at the initiative of the President of France.

These consistent and purposeful actions of Azerbaijan, which enjoys the full military and political support of Turkey, indicate that the war is a conscious choice of the Azerbaijani authorities. This very fact does not allow the OSCE Minsk Group Co-Chair countries and the international community as a whole to make progress in their attempts to stop the hostilities and resume the peace settlement process. The vicious circle created by Azerbaijan, the repeated declarations of empty verbal promises to cease fire and the simultaneous continuation of armed aggression, can be broken through international recognition of the independence of the Republic of Artsakh and the application of sanctions against Azerbaijan, including the individual ones - against the top leadership of this country’’, reads the statement.

Civic Committee for Recognition of the Independence of Artsakh to be formed in Poland

A Civic Committee for the Recognition of the Independence of Artsakh will soon be launched in Poland, Tomasz Lech Buczek – the author of “The Cry of the Armenian Mother, Genocide in Sumgait, 1988” book said in an open letter addressed to President of Artsakh Arayik Harutyunyan.

Tomasz Lech Buczek has also launched a petition on bringing Azerbaijan to the international tribunal for crimes against humanity.

 

“I heard about the respected president’s call to take actions, aimed at recognizing that beautiful piece of land, Artsakh’s independence, which for 2000 years has been liberated with the blood and tears of the Armenian people,” he said.

He said the committee will comprise from “peace-loving” citizens of Poland.

Among the goals of the committee he noted the protection of the rights and dignity of the Armenian people, actions aimed at stopping the conflict in Artsakh, information actions regarding Artsakh, actions aimed at the recognition of Artsakh as an independent country and the provision of aid to the victims and refugees in Artsakh.

“Let’s recognize Artsakh. You are not alone”, he said.

YEREVAN, OCTOBER 25, ARMENPRESS.  The Defense Ministry of Armenia has published the photos of another downed Azerbaijani UAV, ARMENPRESS reports MoD spokesperson Shushan Stepanyan wrote on her Facebook page.

Since September 27 the Armenian side has downed at least 218 Azerbaijani UAVs, which were mainly of Turkish and Israeli production.

79 prominent scholars raise threat of new genocide against Armenians

PanARMENIAN.Net - 79 prominent scholars and intellectuals have warned the world to take action against against xenophobia, aggression, and war, and prevent new genocide against Armenians, which Azerbaijan and Turkey are about to perpetrate.

The statement released amid a large-scale aggression unleashed by Azerbaijan against the Armenians of Nagorno-Karabakh was signed by such important voices in history and genocide studies as Holocaust and genocide scholar and historian Yair Auron, Pulitzer Prize-winning poet Peter Balakian, psychologist and genocide scholar Israel W. Charny, President of the International Association of Genocide Scholars Henry C. Theriault, political scientist and political philosopher Nancy L. Rosenblum, historian Matthias Bjørnlund, psychiatrist and author Robert Jay Lifton, writer, human rights and social activist Jack Nusan Porter, Founding President of Genocide Watch Greg Stanton, Holocaust and genocide scholar Elisa von Joeden-Forgey.

"We, as members of the academic community, demand that the international community takes direct and serious action so that the Azerbaijani aggression immediately ceases, and that anti-Armenian state propaganda and hatred in Azerbaijan and Turkey ends. We appeal to the international community to raise their voices against xenophobia, aggression, and war, and for the prevention of new genocide," the statement said.

Azerbaijan intentionally attacking civilians and civilian infrastructures, shelling settlements with cluster munitions and other weapons prohibited by international humanitarian laws, striking the iconic Shushi Holy Savior (Ghazanchetsots) Cathedral, as well as the involvement of Turkish armed forces and air forces, and the deployment of mercenaries identifying as jihadists from Syria and Libya in Azerbaijan are violations of international law.

Turkey officially and continuously denies the Armenian Genocide, but various officials, including the president, have repeatedly hinted that Turkey is ready to once more "give a lesson" to Armenians, and that the “deportation” of Armenians in 1915 was the most appropriate decision at the time.

The position of the Azerbaijani leadership and society is even more aggressive than that of Turkey. For years, anti-Armenian discourse and propaganda have been part of official state policy, the academics said.

"In fact, history, from the Armenian Genocide to the last three decades of conflict, as well as current political statements, economic policies, sentiments of the societies and military actions by the Azerbaijani and Turkish leadership should warn us that genocide of the Armenians in Nagorno-Karabakh, and perhaps even Armenia, is a very real possibility. All of this proves that Armenians can face slaughter if any Armenian territory is occupied, consequently recognizing of the independence of the Republic of Artsakh is the way to save Armenians of Artsakh from extermination now or in the near future."

 

Azerbaijan, with help from Turkey and Syrian and Libyan mercenaries deployed by Ankara, started a war against Karabakh (Artsakh) in the morning of September 27. The Armenian side has reported deaths and injuries both among the civilian population and the military. Foreign and local journalists too have been injured in Azeri shelling of towns and villages.

In recent years, many territories’ declarations of independence have been justifiably affirmed through international agreements.  The Republic of Artsakh/Nagorno-Karabagh’s declaration of independence from Azerbaijan three decades ago is as legitimate as any of those. Artsakh is the republic’s ancient Armenian name.

Artsakh and Christian Armenia have been under attack by Azerbaijan, Turkey, jihadist terrorists, and ISIS since September 27.  Turkey is using its army, American-built F-16 jets, drones, and other weapons against Armenians.  Azerbaijan’s arsenal comes mostly from Israel, including illegal cluster bombs being targeted against civilians.  Israel is currently resupplying Azerbaijan.

Artsakh, like Armenia, is thousands of years old.  In contrast, no country named Azerbaijan existed before 1918.  It was cobbled together out of a diverse population of what were called Muslims or Tartars, as well as Armenians, Persians, Russians, and others.  No such identity as ‘Azeri’ had ever existed.

We’ll show that Artsakh justifiably and legitimately voted for self-determination as it separated from Azerbaijan, its previous temporary but brutish overlord.

The Stalinist Giveaway

Turkey and Azerbaijan speak Turkic dialects.  Therefore, Soviet dictator Josef Stalin fantasized (incorrectly, as it turned out) that Mustafa Kemal (Ataturk) and his incipient Turkish Republic could be lured into the USSR’s web.  So in the early 1920s, Stalin transferred Artsakh — then 96% Armenian — and the Armenian territory of Nakhichevan to Azerbaijan.  Stalin’s blunder is the root cause of the present impasse over Artsakh.

Shortly before the transfer, Azerbaijan massacred Armenians in Artsakh, Baku (Azerbaijan), and elsewhere.  These crimes were part of the Armenian Genocide that Turkey was already committing from 1915 on.

Stalin also transferred Armenian land to Azerbaijan such that Artsakh became geographically cut off from Armenia.  Many majority Armenian areas were also excluded from Artsakh.  The latter became a nominally “autonomous” region within Soviet Azerbaijan but, in reality, under the latter’s heavy jackboot.

Artsakh voted for self-determination in accordance with Soviet law in 1988 and international law in 1991.  Self-determination and territorial integrity have equal standing under international law.  In response, Azerbaijan massacred Armenians in its own cities of Baku, Kirovabad/Ganja, and Sumgait.  A war ensued which the outnumbered and outgunned Armenians won in 1994.

Artsakh’s long nightmare through seven decades of Azerbaijani rule was due not to Communism but rather to raw Azeri ethno-racial fanaticism.

Artsakh’s Long Nightmare

Under Azeri rule, Artsakh’s Armenians dropped from 95% to 76% of the population — the product of deportations, exile, murder, theft, oppression, and Azerbaijan’s calculatingly importing Azeris to replace the Armenian majority.

The KGB’s Heydar Aliyev — father of current Azeri dictator Ilham Aliyev — admitted to exiling Artsakh’s Armenians and bringing in Azeris.  Reported Russia’s REGNUM news agency: “I tried to increase the number of Azeris and to reduce the number of Armenians.”

Armenian historical figures’ titles were crudely Islamized to “Pasha” or “Bey.”  Fifth century Armenian historian Movses Khorenatsi became Muhammed al-Khojayi.

References to Armenian history in textbooks were excised.  Even the written word Artsakh was banned.

Baku stole from Armenian schools.  The material was sent to Azerbaijan.  Many schools, orphanages, and libraries were shuttered.

Food processing factories were closed and the equipment transferred to Azerbaijan.

Hundreds of thousands of tons of meat, dairy products, and wool were sent to Azerbaijan instead of being provided to local Armenians.

Armenian leaders who protested were often imprisoned or sent to Siberia on orders from Baku.

Farms and cattle were confiscated.

Armenians were frequently banished.  Their apartments were given to Azeri immigrants.

Museums were looted of precious artifacts, particularly those that proved Artsakh to be ancient Armenian land.

Murderous Azeri gangs were protected by Baku.

Inscriptions in the Armenian alphabet on ancient monuments were depicted as Azeri.

Armenian cemeteries were destroyed.

Complaints by Armenians to Baku went unanswered.

Petitions by Armenians were sent to Soviet Premiers Nikita Khrushchev and Leonid Brezhnev in 1965 and 1977, to no avail.

Fast forward to the late 1980s and early 1990s as Artsakh broke Baku’s chokehold and voted for self-determination.

Massacres, Jihadis, and More

Azerbaijan’s response was, as noted above, massacres.

Azerbaijan then invaded Artsakh.  But Armenians defended their honor and native land and were victorious.

During the war, Azerbaijan deployed thousands of foreign jihadis and terrorists such as Afghan Mujahedin, Chechen militants, and Turkey’s Grey Wolves fascists to fight Armenians.  Azerbaijan and Turkey are doing exactly the same thing these past weeks.

These things tell us everything we need to know about Azerbaijan’s and Turkey’s malign political culture and intentions.

Azerbaijan is now executing captured Armenian POWs and filming it.

Azerbaijan is a dictatorship.  Artsakh and Armenia are reformist democracies.

The current U.S. State Department report on Azerbaijan lists these problems and more: “unlawful or arbitrary killing; torture; arbitrary detention; life-threatening prison conditions; political prisoners;  heavy restrictions on free _expression_, the press, and the internet, including violence against journalists; interference with the rights of peaceful assembly; severe restrictions on political participation; systemic government corruption; police detention and torture of lesbian, gay, and bisexual individuals.”

The official U.S. Commission on International Religious Freedom cites Azerbaijan for “engaging in or tolerating severe violations of religious freedom.”

Europe’s Organized Crime and Corruption Reporting Project (OCCRP) gave its first “Organized Crime and Corruption Person of the Year” award to President Aliyev.

At a NATO English language course in Hungary in 2004, Azeri Lieutenant Ramil Safarov axed Armenian Lieutenant Gurgen Margaryan to death.  Safarov was convicted and imprisoned.  But later, Hungary illegally transferred him to Azerbaijan, where was greeted as a national hero, awarded a medal, promoted, and given an apartment.

Imagine you lived in Artsakh.  Would you ever submit to even nominal Azeri rule?  Of course not.

Had Artsakh’s Armenians not voted and fought for self-determination, they would eventually have suffered the same fate as Nakhichevan’s Armenians: By 1989, Azerbaijan had forced every Armenian to leave.

Using pickaxes and dump trucks, Azeri soldiers even obliterated a 9th Century Armenian Christian cemetery in Nakhichevan along with thousands of intricately carved headstones.  View the live video on Youtube’s “New Tears of the Araxes.”

International Recognition

The unjust decision and grave error made by Stalin must be corrected.

As Azerbaijan, Turkey, and jihadist terrorists continue their attempts to depopulate and occupy Artsakh, international recognition of the latter would help immeasurably.

The French parliament is now discussing doing so.

Artsakh deserves to be formally recognized right now as the independent and democratic republic it is.  Artsakh awaits the awakening of the world’s conscience before it’s too late.

STEPANAKERT, OCTOBER 25, ARMENPRESS. The Azerbaijani armed forces have bombarded residential areas of the towns of Karmir Shuka, Taghavard, Gishi and Spitakashen of the Martuni region and the Avetaranots village of the Askeran region in Artsakh overnight October 24-25, the State Service of Emergency Situations of Artsakh said.

The Azeri bombardment targeted not only residential areas of the peaceful settlements, but also nearby territories where forests and agricultural lands are located.

 

“There is not a single military facility anywhere near these settlements,” the service said, adding that there are no casualties among the civilians from this bombing.

“Had a conversation with Armenian Foreign Minister Zohrab Mnatsakanyan who gave me a detailed assessment of the conflict in Artsakh. The US must take critical steps like implementing sanctions to pressure Azerbaijan to abide by the ceasefire and stop using foreign terrorist fighters”, the Congressman said.

 

On September 27 Azerbaijan, with the support of Turkey, launched a massive attack against the Republic of Artsakh (Nagorno Karabakh), by using all its ammunition, targeting also the civilian infrastructures both in Artsakh and Armenia. There are confirmed reports that there are mercenaries in the Azerbaijani army brought from Syria by Turkey for fighting against the Armenian side.

Armenian communities of Australia and New Zealand raise 1,200,860 dollars for Artsakh

YEREVAN, OCTOBER 25, ARMENPRESS. The Armenian communities of Australia and New Zealand have raised 1,200,860 dollars in a telethon-fundraiser for Artsakh amid the Azerbaijani aggression.

Artsakh’s Permanent Representative to Australia Kaylar Mikayelyan thanked the Armenian communities for their contribution, highlighting the importance of the aid.

 

The Australian-Armenian community had earlier raised another 1,4 million dollars. The funds will be provided to the Hayastan All-Armenian Fund’s We Are Our Borders Artsakh aid.

YEREVAN, OCTOBER 25, ARMENPRESS. The Iranian Armed Forces Land Troops held military exercises in the north-western part of the country, ISNA news agency reported.

The drills were held by the 164th Assault Brigade.

 

“The exercises were held at nighttime and daytime. The goal of the exercises was declared to be the improvement of skills for rapid response to threats and increasing the level of combat readiness,” ISNA reported.

The most part of the Artsakh population are forced to live in bomb shelters and suffer serious deprivations due to the ongoing war crimes committed by the Azerbaijani armed forces against the peaceful settlements of Artsakh, the Human Rights Defender of Artsakh Artak Beglaryan said after visiting the bomb shelters on October 23 and 24 in Shushi and Stepanakert.

Beglaryan said that his office and other authorized agencies are working daily to support the residents who are currently in a difficult humanitarian condition.  Beglaryan’s office is also cooperating with the Human Rights Defender of Armenia to provide support and assess the needs of the citizens of Artsakh who have moved to Armenia.

 

The Human Rights Defender of Artsakh said that all authorized bodies, together with partners in Armenia and abroad, are doing their best to raise awareness about the situation in Artsakh to international organizations and human rights institutions and to mitigate the consequences of the humanitarian disaster.

YEREVAN, OCTOBER 25, ARMENPRESS. Armenia reiterates its readiness for a peaceful settlement of the Nagorno Karabakh conflict based on mutual concessions, Armenian Prime Minister Nikol Pashinyan’s spokesperson Mane Gevorgyan told Interfax.

The Prime Minister of the Republic of Armenia has numerously stated the readiness and necessity of a peaceful settlement of the Nagorno Karabakh conflict based on mutual concession and within the framework of the OSCE Minsk Group Co-Chairmanship,” Gevorgyan said.

 

Gevorgyan reminded that PM Pashinyan had earlier said that Azerbaijan itself is abandoning the reached agreements by displaying maximalist approach.

The Armenian Prime Minister has said that when Armenia is declaring that a given mutual concession is acceptable for it, which seemingly was also acceptable for Azerbaijan before that, this compromise is quickly becoming unacceptable for them. The Prime Minister has said that the moment Armenia announces readiness for mutual concession, Azerbaijan demands more. Therefore, the Azerbaijani president’s statement saying that Armenia must announce its commitment to the basic principles of settlement developed by the United States, Russia and France, is causing surprise because Armenia has always been and remains committed to these principles,” Gevorgyan said.

YEREVAN, OCTOBER 25, ARMENPRESS. French lawmaker Valérie Boyer urged to remove Turkey from NATO after Turkish President Recep Tayyip Erdogan insulted President of France Emmanuel Macron.

“Erdogan again insulted the President of France. I ask to apply new strong measures, such as recalling our Ambassador, withdrawing Turkey from the NATO, ending all negotiations for joining the EU, imposing economic sanctions”, the French MP said.

 

France has recalled its Ambassador from Turkey for consultations following the incident that Turkish President Recep Tayyip Erdogan said that French President Emmanuel Macron needs “mental treatment”.

The European Union considers unacceptable Turkish President Recep Tayyip Erdogan’s remarks addressed to French President Emmanuel Macron where he said that the French President needs “mental treatment, EU’s High Representative for Foreign Affairs and Security Policy Josep Borrell said on Twitter.

“The statements of the Turkish President addressed to the French President are unacceptable. We call on Turkey to stop that dangerous confrontation chain”, Borrell said.

 

He also stated that the conclusions of the European Council contain a real proposal for restoring the relations with Turkey, however, added that the political will of the Turkish authorities is needed for this positive agenda.

“Otherwise, Turkey will be further isolated”, he said.

YEREVAN, OCTOBER 25, ARMENPRESS. The Human Rights Defender of Artsakh Artak Beglaryan has said that the analysis of the video that emerged October 24 showing the execution of a heavily wounded Armenian soldier of the Artsakh Defense Army by an Azerbaijani serviceman are authentic images.

“We recorded this case at the first phase of publication yesterday. Our analysis shows that it is a real video from the recent clashes, where an Azerbaijani soldier executes an Armenian heavily wounded soldier. So, international community keeps being blind, Azerbaijan continues war crimes,” he tweeted.

''I expect from New Delhi what I expect from other representatives of the international community – record that Turkey has organized the transportation of terrorists and mercenaries to Azerbaijan and that this war should not have started without Turkey's intervention, record that the terrorists groups of Azerbaijan and Turkey started the attack , record that the Armenian people in Nagorno Karabakh are under existential threat, under genocidal risk, and assess the principle of ‘'remedial secession'' acceptable for this case and recognize the independence of Nagorno Karabakh'', ARMENPRESS reports PM Pashinyan as saying.

 

To the question how long the war can continue and if the Armenian side is preparing for a long-lasting war, Nikol Pashinyan said that the people of Nagorno Karabakh should struggle for ensuring its security until the end.
