On Her 86th Visit to Artsakh, Baroness Cox Meets with Officials

STEPANAKERT—On her 86th visit to Artsakh, Caroline Cox, a member of the British House of Lords met on Thursday with Artsakh’s Foreign Minister Karen Mirzoyan and Parliament Speaker Ashot Ghulyan.

Welcoming Baroness Cox’s 86th visit to Artsakh the Minister highlighted her consistent efforts aimed at advocating the interests of Artsakh and its people, as well as disseminating factual information about the conflict between Azerbaijan and Nagorno Karabakh in the international arena.

During the meeting the sides also exchanged ideas on wide a range of issues of mutual interest, including those related to the current stage of humanitarian projects initiated by the Baroness in Artsakh.

During her meeting with Ghulyan, Baroness Cox says that although this is her 86th visit to Artsakh, each time she sees the country in a new light and experiences positive changes.

Ghulyan took the opportunity to brief Baroness Cox on the new constitution adopted in February, specifically highlighting amendments in public administration and protection of human rigths and basic individual freedoms.

The sides exchanged views on parliamentary cooperation, the current developments of the KArabakh conflict and regional issues.

The meeting was also attended by president of the parliamentary standing committee on foreign affairs Arzik Mkhitaryan and other officials.

Ahead of her visit to Artsakh, Baroness Cox told Armenia’s Parliament Speaker Ara Babloyan that the world must recognize Azerbaijan’s depopulation of Armenians from Nakhichevan and the destruction of Armenian cultural monuments there, reported the press service of the Armenian National Assembly.

“Azerbaijan continues its aggressive policies toward Armenia and Artsakh. The world must also recognize the complete Armenian depopulation of Nakhichevan by Azerbaijan and its destruction of Armenian cultural monuments,” Baroness Cox told Babloyan.

80 visits to Artsakh the best evidence of true friendship: Armenian President congratulates Baroness Cox on birthday

President Armen Sarkissian has congratulated Member of the House of Lords, Baroness Caroline Cox on birthday.

“You have always stood by the Armenian people, shared our pain and suffering, and supported our just struggle for freedom and independence in every possible way. Your more than eighty visits to Artsakh are the best evidence of true friendship,” the President said in a congratulatory message to Baroness Cox.

He expressed deep gratitude for her invaluable work since the first day of the war and for her calls to the international community to protect the rights of the people of Artsakh.

“I am sure that your boundless generosity and devotion to the people of Armenia and Artsakh will be remembered for centuries,” the President said.

His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, received in the Mother See of Holy Etchmiadzin member of the House of Lords, Baroness Caroline Cox.

His Holiness expressed his joy for Baroness Cox’ visit to Armenia and her participation in the conference on International Religious Freedom and Peace. His Holiness appreciated the Baroness’ efforts in various international instances to protect the right of the Armenians of Artsakh to live freely and independently, as well as to provide constant support and assistance to the children of Artsakh.

In appreciation of the praiseworthy services rendered by Baroness Caroline Cox to the Armenian people and the Armenian Church, the Catholicos awarded her with the high order of St. Sahak-St. Mesrop of the Armenian Apostolic Church.

In her turn, Caroline Cox thanked the Armenian Patriarch for such a high honor. The Baroness assured His Holiness that she would continue to speak from various international platforms about the atrocities committed by Azerbaijan against the Armenians of Artsakh and the Armenian cultural and religious heritage.

The Armenians of Nagorno-Karabakh have received almost no support from the British Government - Caroline Cox
 

Baroness Caroline Cox, member of the British House of Lords raised the current humanitarian situation the Armenians in Nagorno Karabakh face amid the ongoing Azerbaijani aggression. Her remarks came  during hearing on the topic of Refugees: Mass Displacement debated on January 6 in the House of Lords.  

"I turn briefly to Nagorno-Karabakh, where 80% of the historically Armenian enclave is now occupied by Azerbaijan. In 2020, more than 91,000 people fled to Armenia from Nagorno-Karabakh; 88% of them were women and children. More than 40,000 people were deprived of their homes in areas such as the Shushi and Hadrut regions, which are still under the occupation of the Azerbaijani armed forces," Baroness Cox said, adding: "I have had the painful privilege of visiting the region more than 85 times, during the wars in the 1990s and in 2020. Last September, I visited Syunik region in Armenia to witness the suffering caused by Azeri military incursions into Armenian territory, causing displacement of local villagers within Armenia itself. Countless refugees describe the anguish of the loss of loved ones, and Azerbaijan still violates the conditions of the 2020 ceasefire by detaining Armenian prisoners of war and civilians, and perpetrating atrocities, sometimes taking a prisoner’s phone to film horrendous activities, then sending the pictures back to their families."

In her words, refugees also describe the loss of livelihoods, agricultural lands, water resources, and other vital infrastructure. "Yet the Armenians of Nagorno-Karabakh have received almost no support from the British Government. The UN Secretary-General’s official spokesperson in May last year unequivocally indicated that it is Azerbaijan that, despite the calls of the international community, and the UN in particular, has not provided permission for unhindered humanitarian access in Nagorno-Karabakh, and that situation remains the same," she stressed. 

In conclusion, Caroline Cox called on the UK government to ensure the provision of urgent humanitarian assistance to thousands of Armenians displaced by war, suggesting the UK has failed to acknowledge, let alone address, the root causes of mass displacement. 

"Perpetrators have carried out atrocities with impunity. There has been no justice or support for victims and Toggle showing location ofColumn 723their families. I urge the Minister to give greater priority to the problems I have identified and to many others suffering in similar situations," Caroline Cox concluded.

The Baroness urged to give greater priority to the problems she has identified and to many others suffering in similar situations.
