HAWAII RECOGNIZES NAGORNO KARABAKH REPUBLIC'S INDEPENDENCE

Hawaii became the seventh state to rally in support of the democratic
development and right to self-determination for the people of Artsakh
today, voting unanimously to recognize the Nagorno Karabakh Republic,
reported the Armenian National Committee of America - Western Region
(ANCA-WR).

The Hawaii House of Representatives consideration of H.R. 167 took
place despite enormous pressure from the Azerbaijani Embassy to quash
the measure, with the key vote taking place just 24 hours before
Azerbaijani President Ilham Aliyev's visit to Washington, DC to join
President Obama and other world leaders in the nuclear summit.

The historic vote specifically voiced encouragement for Artsakh's
(Nagorno Karabagh) continuing efforts to develop as a free and
independent nation and formally called the internal community to
recognize the Nagorno-Karabakh Republic as a free, independent,
and sovereign democracy.

"Today the people of Hawaii stood on the side of freedom and
independence for the people of Artsakh - standing strong against
powerful lobbying interests seeking to undermine fundamental American
and Armenian principles of democracy and self-determination. Our
heartfelt appreciation goes out to Representatives Angus McKelvey
and John Mizuno for leading this effort and the entire House of
Representatives for taking such a strong stance along with our
grassroots for their efforts," stated ANCA WR Executive Director
Elen Asatryan.

The Nagorno Karabakh Republic Representative to the U.S. Robert
Avetisyan hailed the decision, stating, "I am grateful to the House
of Representatives of the State of Hawaii, Representative McKelvey,
Representative Mizuno, and all their colleagues who supported this
motion. It reinforces Artsakhtsis' confidence that our achievements
do not go unnoticed; that a free and independent Nagorno Karabakh
Republic will eventually be recognized as such by the entire civilized
community of nations."

Both Avetisyan and Asatryan offered special thanks to community
advocate Artur Artenyan, who worked tirelessly in support of the
measure, with the support of the growing Hawaii Armenian community.

In 2014, through local community efforts, the Hawaii legislature
publicly debated and then rejected a pair of Azerbaijan-initiated
anti-Armenian measures, dealing a high-profile setback to Baku's
well-funded effort to enlist U.S. state legislatures in its
increasingly aggressive campaign against Armenia and Nagorno Karabakh.

Artenian and Rudy Dekermenjian were on hand at the state capitol
during the introduction and the vote.

In the days leading up to the unanimous vote on H.R.167, the ANCA
Western Region worked with Artenyan and key House legislators,
offering insights on Artsakh's two decades of democratic development
and economic progress in the face of increased attacks by Azerbaijani
forces, which hit record levels in 2015.

Hawaii joins Massachusetts, Rhode Island, Maine, Louisiana, California
and, most recently, Georgia in adopting legislation which supports

HAWAII STATE LEGISLATURE RESOLUTION POLITICAL, LEGAL, MORAL VICTORY - DAVID BABAYAN

The Hawaii State Legislature adopted a resolution on Tuesday
recognizing the Independence of the Republic of Nagorno Karabakh.

It is one more significant step in international recognition of
independent Artsakh, which is a victory of the Armenian people,
David Babayan, Spokesman for the NKR President, told Tert.am.

According to him, it is a great political, legal and moral victory,
which stems from national values and special respect for Artsakh.

"We believe that it is one more significant victory of the Armenian
people and one more significant step in international recognition of
independent Artsakh. It is our common victory as it has been built
up due to our unity - Armenia-Artsakh-Diaspora," Mr Babayan said.

Mr Babayan expresses gratitude to the Hawaii people and authorities.

"It is noteworthy that the State of Hawaii is the first to recognize
independent Artsakh in that geographical area, and this is a great
event, indeed."

And Hawaii is the seventh US state to recognize independent
Nagorno-Karabakh, following Rhode Island, Massachusetts, Louisiana,
Maine, California, Georgia.

As to the fact that the resolution was adopted on the threshold of
Azerbaijani President Ilham Aliyev's visit to the nuclear summit,
with a message, Mr Babayan said:

"We are not going to be interested in this matter. Let him go
wherever he wants for them to see who they are dealing with. And
the triumphant process of recognition of Artsakh's independence will
receive nw impetus."

A spokesperson for Nagorno-Karabakh's Ministry of Foreign Affairs has
commented upon the Hawaii State Legislatures resolution recognizing
the country's independence.

Question: How would you comment recognition of the NKR by the US
State of Hawaii?

Answer: We welcome the adoption of the resolution on the recognition
of the Nagorno- Karabakh Republic by the House of Representatives of
the State of Hawaii. Thus, the Hawaii has become the 7th US State to
recognize the independence of the NKR. We also express our gratitude
to all those who have contributed to this cause.

The international recognition of Artsakh is one of the highest
priorities of our foreign policy, and we will continue our efforts
towards new achievements in this process.

We are convinced that the international recognition of Artsakh's
independence will give additional impetus to the further development
and strengthening of the statehood of Artsakh in general and
its democratic institutions in particular. It will also have a
positive impact on the process of the peaceful settlement of the
Azerbaijani-Karabakh conflict, ensuring its irreversibility and
helping focus on developing the necessary mechanisms and conditions
of peaceful coexistence of two independent States - Nagorno-Karabakh
and Azerbaijan, which have resulted from the collapse of the Soviet
Union and Azerbaijan's aggression.

The fact that the Hawaii state has recognized Artsakh Republic's
independence can be considered as victory of the Armenian nation and
Armenian diplomacy, Press Secretary of Nagorno-Karabakh's President
David Babayan told ArmInfo's correspondent today.

According to him, this victory is a result of joint efforts of
Armenians from Artsakh, Armenia and Diaspora and not financial
inflows, practiced by Azerbaijan. At the same time, Babayan thinks that
recognition of Nagorno-Karabakh's independence is also recognition of
the country as an established and democratic state, which can present
itself on the international platforms like other countries of the
world. "This means that Armenian diplomacy works in right direction",
he stated.

To recall, Hawaii became the seventh state to rally in support of the

Council of the U.S. City and County of Honolulu adopts resolution
supporting Artsakh

On April 20, Council of City and County of Honolulu, state of Hawaii,
adopted a resolution 16-78, CD1, encouraging and supporting the
Nagorno-Karabakh Republic s continuing efforts to guarantee its
citizens those rights inherent in a free and independent society and
urging the president and congress of the united states to support the
international community’s efforts to reach a just and lasting solution
to security issues in the South Caucasus region.

WHEREAS, Nagorno-Karabakh, also known as Artsakh, is a land-locked
region in the South Caucasus that historically has been Armenian
territory and is populated by an ethnic Armenian majority; and

WHEREAS, in 1921, the region was severed from Armenia and placed under
the Soviet Azerbaijani administration as the Nagorno-Karabakh
Autonomous Region; and

WHEREAS, February 20,1988, marked the beginning of the national
liberation movement in Nagorno-Karabakh, as the elected legislature
representing the people of Nagorno-Karabakh adopted a resolution
returning Nagorno-Karabakh to the Soviet Socialist Republic of
Armenia; and

WHEREAS, on September 2,1991, in accordance with its enacted law, the
legislature of Nagorno-Karabakh declared formation of the
Nagorno-Karabakh Republic; and

WHEREAS, on December 10,1991, the people of the Nagorno-Karabakh
Republic voted in favor of independence, and on January 6,1992, the
democratically elected legislature of the republic formally declared
independence; and

WHEREAS, since proclaiming independence, the Nagorno-Karabakh Republic
has built a democratic nation with a free-market-oriented economy and
a vibrant civil society that has held presidential and parliamentary
elections that have been assessed by nongovernmental international
monitors as free and fair; now, therefore,

BE IT RESOLVED by the Council of the City and County of Honolulu that
it encourages and supports the Nagorno-Karabakh Republic’s continuing
efforts to guarantee its citizens those rights inherent in a free and
independent society; and

BE IT FURTHER RESOLVED that the Council urges the President and
Congress of the United States to support the international community’s
efforts to reach a just and lasting solution to security issues in the
strategically important South Caucasus region; and

BE IT FINALLY RESOLVED that copies of this Resolution be transmitted
to the President of the United States, the President of the United
States Senate, the Speaker of the United States House of
Representatives, and to each member of Hawaii’s congressional
delegation.

Stepanakert Welcomes Honolulu City Council’s Intentions to Establish Bilateral Relations

STEPANAKERT, Artsakh (A.W.)—Stepanakert has welcomed Honolulu City Council intentions and efforts toward establishing a bilateral relationship with Artsakh’s capital.

Answering a question by Stepanakert-based Artsakhpress, Head of the Information and Public Relations Department of Artsakh’s Foreign Ministry Artak Nersisyan said the establishment of such relations will make a “significant contribution to the development and expansion” of the cooperation between Artsakh and Hawaii.

“Establishment of bilateral ties remains one of the priorities of our foreign policy agenda. The authorities of Artsakh will continue their efforts aimed at expanding the decentralized cooperation with foreign countries and implementing joint practical programs in different spheres,” Nersisyan added.

Honolulu is the capital and the largest city of Hawaii, with a population of over 350,000.

On March 29, 2016, the House of Representatives of the State of Hawaii unanimously adopted a resolution recognizing the Republic of Artsakh, becoming the seventh state to rally in support of the democratic development and right to self-determination for the people of Artsakh.

The Hawaii House of Representatives passed H.R. 167 in the face of enormous pressure from the Azerbaijani Embassy to quash the measure. The key vote took place just 24 hours before Azerbaijani President Ilham Aliyev’s visit to Washington, D.C., where he joined then-President Barack Obama and other world leaders in a nuclear summit.

On April 20, 2016, the Honolulu County and City Council adopted another resolution in support of the continued efforts of the Republic of Artsakh and its authorities, to guarantee the rights of the citizens of Artsakh.
