 A Turkish lawmaker last week harshly criticized a prominent US senator for prioritizing his family relationships at the expense of damaging ties between Turkey and the US.

Heading a parliamentary delegation to Washington, D.C., Akif Çağatay Kılıç, chairman of the Turkish Parliament’s Foreign Affairs Committee, expressed displeasure that his interlocutor, Senator Bob Menendez, chairman of the US Senate Foreign Relations Committee, did not respond to his request for a meeting.

Kılıç claimed Senator Menendez behaved this way because his wife is Armenian and that he did not want to hear the truth about the Armenian genocide.

“We know his wife is in the Armenian diaspora. It’s not right to make moves in politics based on populist and family motives that could damage relations with a country, a parliament and a nation,” Kılıç said.

“It is significant that even a dialogue is not sought here, or at least that a request for an appointment was not answered,” he added.

In April US President Joe Biden formally recognized the mass killing of Armenians in the Ottoman Empire during World War I as genocide, making him the first US president to recognize the massacre as an act of genocide.

Turkish President Recep Tayyip Erdoğan’s close lawmaker Kılıç did not explain why the Turkish delegation did not visit the US and meet with their counterparts prior to Biden’s historic decision that had been expected by almost every Turkish and Armenian circle since Biden was elected president in November 2020.

The Turkish delegation last week met with several senators and members of the House of Representatives, among them Ron Johnson and Jim Risch from the Senate Foreign Relations Committee chaired by Menendez. The delegation also met representatives from the Atlantic Council’s Rafik Hariri Center for the Middle East and the US Chamber of Commerce. The delegates also joined a round table discussion with several experts on Turkish-American relations at the Washington office of the Turkish government-funded SETA think tank.

Contrary to Kılıç’s claim, Senator Menendez has long worked for the official recognition of the Armenian genocide. A quick study of his Capitol Hill record suggests that his position on the Armenian issue has been unwavering, and he was known for his pro-Armenian stance long before he was elected to the Senate in 2006. Menendez married his Armenian fiancée Nadine Arslanian in 2020 after dating for several years. The couple is said to have first met in 2011. He previously sponsored many resolutions for recognition of the genocide. In 2009 Menendez himself introduced a Senate resolution that called on the president to officially recognize “the systematic murder of 1.5 million Armenians between 1915 and 1923 as genocide.” In April 2019 he submitted a non-binding resolution with a bipartisan group of 15 senators including then-Senator Kamala Harris, who is now vice president of the United States. Some Armenian groups hailed Arslanian’s influence on the resolution, and in a Youtube interview titled “She Was the Link,” Arslanian was presented as the Armenian woman who” influenced the passage of the Armenian Genocide bill in United States” in 2020. She also elaborated on her family story of survival and her relationship with Menendez in the interview.

Ironically, in 2010 Menendez was criticized for opposing career diplomat Matthew Bryza’s nomination as ambassador to Azerbaijan for the reason that Bryza’s wife was Turkish. Menendez denied that his position had anything to do with the ethnic origin of Bryza’s wife, claiming that he was uncomfortable with Bryza’s opposition to recognition by Turkey of the Armenian genocide and his close ties to individuals in the Turkish government.  

Erdoğan and Biden met for the first time at the NATO summit in Brussels in June after Biden’s Armenian move that disappointed Turkey. Erdoğan said at a press conference before he departed Turkey that he would ask Biden about the Armenian genocide recognition and express Turkey’s discomfort. However, while answering journalists’ questions after the one-on-one meeting, he said, “Thank God, this issue was not brought up,” sparking criticism from the opposition, which accused him of speaking differently at home and abroad.

Nordic Monitor previously published secret documents which revealed that Kılıç, who is also vice president of the Parliamentary Assembly of the Council of Europe (PACE), had past links to a one-time al-Qaeda financier from Saudi Arabia. According to the document Kılıç, a former aide to President Erdoğan, was identified as having developed a relationship with Yasin al-Qadi, listed as an al-Qaeda financier on both the US Treasury and UN lists for many years, and his son Muaz al-Qadi (Kadıoğlu). The document, which was stamped “secret,” detailed an intercepted communication of Kılıç with al-Qadi’s son. The two sounded very friendly on the phone according to a readout from the transcript.  

After working closely with Erdoğan for years, Kılıç ran for parliament in 2011 on Erdoğan’s party ticket. He was appointed in December 2013 as minister of youth and sports. In September 2016 Kılıç was involved in a major scandal with German broadcaster Deutsche Welle (DW), which conducted an interview with him for its flagship political talk show, “Conflict Zone.” The reporter, Michel Friedman, asked Kılıç questions about a failed military coup on July 15, 2016, mass purges and arrests that began in the aftermath of the abortive putsch, the situation of the Turkish press and the place of Turkish women in society. When the DW team was preparing to leave the ministry building after the interview, the minister’s press advisor came and told the team that they could not air the interview. When the team refused to agree, ministry officials told them they would not be able to leave the building without handing over the video footage of the interview, after which they seized it. DW General Director Peter Limbourg strongly condemned Turkish authorities for their confiscation of the video footage of the interview with the Turkish minister.

Kılıç was removed from his ministry position in a cabinet reshuffle in 2017. He ran for parliament again in 2019 and was elected as a deputy from Istanbul.

Germany charges ex-leader of Turkish-Islamic Union for Religious Affairs for offending Jews and Armenians

Former leader of the Turkish-Islamic Union for Religious Affairs in Germany (DİTİB) Mustafa Keskin has been charged with ‘inciting hostility and hatred’ for offending Jews and Armenians, Ermenihaber reported.

Earlier, an inquest had been launched against the Turkish figure for posting offensive remarks against the Jews and Armenians on social networks, after which he resigned from the position of president of DİTİB in February 2021.

The Administrative Court of Göttingen has charged Keskin with regard to five different publications that he has been making on Facebook and WhatsApp since May 2015. In one of them, Keskin released a photo edit of Pope Paul II and Mehmet Ali Agca who shot the Pope in 1981 in Rome, as well as the photo of Pope Francis with the following comment: “Don’t be surprised, if someone shoots the Pope in the head.” This was released right after Pope Francis called the Armenian Genocide the first genocide of the 20th century.

Three people were detained after videos circulating on social media showed them dancing on the gate of an Armenian church in İstanbul, sparking outrage among Turkey’s Armenian community and Armenian activists, Turkish Minute reported, citing a statement from the İstanbul Governor’s Office.

The incident took place at the Surp Takavor Church in Kadıköy.

Videos circulating on social media showed two of the men dancing near the cross atop the gate on Sunday evening, while a third man was seen sitting next to them.

The İstanbul Governor’s Office in its statement condemned the incident, saying an investigation had been launched.

The incident has been slammed by members of the Armenian and Christian communities in Turkey.

Murad Mıhçı, an Armenian activist and a former member of the pro-Kurdish Peoples’ Democratic Party’s (HDP) Central Executive Committee, posted a video of the group and two people dancing on the church’s gate, on Twitter, saying ironically: “This is the situation at our Surp Takavor Church in Kadıköy. Normally, the police would be there so no one could issue a press release in front of it.”

“What a disgrace! No one has to put up with this irreverence. Will people who use the slightest opportunity to condemn disrespect for religious sentiment and sacred values say something to rebuke this shamelessness?” tweeted Çiğdem Koç, a lawyer, replying to Mıhçı’s post.

HDP Diyarbakır deputy Garo Paylan called on the Interior Ministry to take action. “I condemn the people who acted irreverently at our church in Kadıköy and those who allowed this to happen. The Interior Ministry must immediately launch an investigation into the police officers who were stationed there,” Paylan tweeted.

US Senator Chris Van Hollen (D-MD) has criticized Turkey’s “malign actions” against Armenians, the Armenian Assembly of America reports.

The remarks were made during the full Senate Foreign Relations Committee hearing on U.S. Policy on Turkey with Victoria Nuland, Under Secretary of State for Political Affairs.

 

During the hearing, Chairman of the Committee, Senator Bob Menendez (D-NJ) referred to the Artsakh war and Turkey’s counterproductive role in the South Caucasus.

In his opening remarks, Chairman Menendez cited the “pattern of Turkish aggression that has become the norm.”

He stated: “Last summer, Erdogan provided military support to Azerbaijani strikes against ethnic Armenians in Nagorno-Karabakh. He also facilitated the passage of militants from Syria to fight on the side of Azerbaijan. Yet these actions solicited no penalty from the Trump Administration. No concrete reaction from the international community. No sanction. This is unacceptable.”

Chairman Menendez said he “expects more” from the Biden Administration and looks forward to “understanding how the State Department views Turkey’s role in last year’s war and what measures can be taken in response.”

During an exchange with Under Secretary Nuland, Chairman Menendez asked her if she is familiar with Turkey “facilitating the transfer of fighters from Syria to Azerbaijan during the 2020 war in Nagorno-Karabakh.”

Under Secretary Nuland responded by requesting to “discuss that last point in a separate session” and “in another setting.”

Chairman Menendez pressed on that he would be “looking forward to

hearing from the Department” and whether there was an investigation of the “Turkish drones used by Azerbaijan in the war last summer that included U.S. produced parts, which I find totally unacceptable.”

In Under Secretary Nuland’s written testimony, she referred to Nagorno-Karabakh and how “we also press Turkey to avoid entanglements in regional conflicts that threaten long-term stability. The role played by third parties, including Turkey, in last year’s fighting in the Nagorno-Karabakh conflict exacerbated regional tensions. We have pressed Turkey to urge Baku to release all detainees immediately, to support the ceasefire between Armenia and Azerbaijan, and to help the sides work towards a sustainable, long-term political solution to the conflict.”

YEREVAN, JULY 21, ARMENPRESS. The United States will impose additional unilateral sanctions on Turkey if it continues to acquire large military equipment and systems from Russia, ARMENPRESS reports Under Secretary for Political Affairs Victoria Nuland announced.  

''We continue to oppose Turkey's purchase of Russian S-400 air-defense systems. We have made it clear that new large-scale arms purchases from Russia will be followed by additional sanctions. Sales of F-35 fighter jets to Ankara by Washington and their joint production will remain suspended'', Nuland said.

 
 

Victoria Nuland announced that she and many members of the US administration did not understand why the NATO ally wanted to acquire Russian systems, jeopardizing everything, including the joint production of the new generation F-35 fighter jets.

British Kurds, Armenians, Cypriots call for UK sanctions on Turkey

ERBIL, Kurdistan Region — Kurdish, Armenian, and Cypriot representatives in the United Kingdom this week made an appeal to the British prime minister to impose sanctions on Ankara in order to halt its military activity in the Kurdistan Region, part of what they said is growing Turkish aggression in the region. 

In April, Turkey launched two new major military operations, named Claw-Lightning and Claw-Thunderbolt, against the Kurdistan Workers’ Party (PKK) in the northern border areas of the Kurdistan Region where the PKK has bases. The goal of the operation is to limit PKK movement, cutting off access to Turkey and northeast Syria. Turkish air and ground forces are involved in the operations and have set up new military outposts on Kurdistan Region soil. Several villages have been emptied as residents fled the conflict, and acres of land have burned in fires sparked by artillery fire. 

Early Thursday morning, Turkish drones bombed near two villages in northern Duhok province.

Three months into the conflict, tensions between the PKK and Kurdistan Region forces have risen, raising fears of civil war. 

“We urge the Government to use its diplomatic position to stop the invasion and prevent an intra-Kurdish war. We particularly ask for the Government to put in place sanctions to be lifted only when Turkey ceases its military operations in South Kurdistan [Kurdistan Region],” read the letter signed by the chairs of Kurdish People’s Democratic Assembly, the National Federation of Cypriots, and the Armenian National Committee in Britain. They delivered it on Wednesday to Downing Street.

“In light of Turkish support for Azerbaijan in the 44-day war with Armenia last year, the Turkish state’s general stance in its bordering regions can only be described as aggressive,” the letter stated. 

“Following Turkey's devastating invasion of Cyprus in 1974, we are worried about the possibility of history repeating itself if the UK doesn't do more. Turkey is a fellow NATO country to the UK, and therefore these military actions must be of concern to the Government,” it added.

The PKK is an armed Kurdish group fighting for the increased rights of Kurds in Turkey. Ankara considers it a terrorist organization and a threat to its national security, and it regularly sends forces across the Kurdistan Region’s borders to pursue the group. 

On Thursday, Turkish security forces said they captured a senior PKK member in the Kurdistan Region and brought him across the border to Turkey. The man, identified as Cimsit Demir, code-named Piro Karker, was caught by Turkish intelligence operatives as he was preparing an escape to Europe, Anadolu Agency reported

Turkish forces have advanced between 15 and 45 kilometres into the Kurdistan Region and have established more than 70 military and security posts along the border, Balambo Kokoy, a Kurdish lawmaker who was part of a parliamentary committee investigating the conflict, said earlier this month.

Scores of civilians have been killed and injured in decades of Turkish-PKK conflict in the Kurdistan Region.

The Kurdistan Regional Government (KRG) walks a fine line. It has called on Turkey to “respect” its sovereignty and on the PKK to leave the areas “in order not to cause chaos in the Kurdistan Region’s bordering areas.”

Recently, however, there have been several incidents between the PKK and forces aligned with the Kurdistan Democratic Forces (KDP), the ruling party in Duhok province. These clashes have sparked fears of an intra-Kurdish war. 

On Thursday, the PKK accused KDP forces of killing a number of their fighters. A group of guerrillas were moving between positions, but the PKK lost contact with them on July 26 in the Khalifan area. 

“According to the information we received from local people, the forces affiliated with the KDP surrounded the group and attacked it. Some of our friends fell [as] martyrs,” read a statement from the PKK’s armed wing, the HPG. 

The Ministry of Peshmerga on July 26 issued a statement saying PKK fighters opened fire on a Peshmerga base. “A number of PKK militants opened fire on a Peshmerga forces base, which lies between the Khalifan and Bekhma districts." The statement added that they responded to the attack.

Tensions have been brewing between the KDP and the PKK for a year, both sides trying to assert control in areas of northern Duhok province where Turkey is carrying out its operations. 

The PKK have been blamed for two separate attacks on Peshmerga forces that resulted in the death of six Peshmerga, allegations the PKK have denied.

US appeals court rejects Turkey’s attempt to dismiss lawsuit against Erdogan bodyguards
 

A US district appeals court in Washington, D.C., has rejected Turkish government motions to dismiss two lawsuits filed by protesters who were attacked by Turkish President Recep Tayyip Erdogan security guards in May 2017, Turkish Minute reported on Wednesday, citing local media.

The cases against Erdogan's guards stem from an altercation on May 16, 2017, outside the residence of the Turkish ambassador in Washington. Demonstrators, mostly ethnic minorities of Kurdish and Yazidi descent, protesting the policies of the Turkish president were attacked by his bodyguards during a visit by — and within view of — Erdogan.

The D.C. Circuit Court of Appeals on Tuesday decided to allow both cases filed on behalf of over a dozen plaintiffs, the victims of Erdogan's bodyguards’ attack, to proceed, upholding the district court’s decision of February 2020 that Turkey isn’t entitled to immunity under the Foreign Sovereign Immunities Act.

Turkey alleges that the demonstrators posed an imminent threat to Erdogan’s safety, but video footage shows Turkish authorities and pro-Erdogan supporters running to attack the protestors, surrounding women and elderly men while punching, kicking and throwing them to the ground.

Millions of illegal aliens swarm across our borders, yet little is done to stop them.

As homicides in big cities soar, police departments are being defunded.

Such destructive domestic policies remind us of this destructive foreign policy: Successive administrations and the State Department have often shut their eyes to international terrorism and even covered it up.

As the 20th anniversary of 9/11 and America's Global War on Terrorism looms, this fact shocks the conscience. It also endangers the homeland and our military men and women overseas.

We'll prove that Turkey and Azerbaijan remain among the most egregious sponsors of international terrorist organizations and that the U.S. covers for those countries.

Among the organizations are ISIS, al-Qaida, Al-Nusra, Ansar Al-Din, Hamza Division, Hayat Tahrir Al-Sham, Jaysh Al-Sunna, Sultan Murad Brigade and Sultan Suleyman Shah Brigade/Al-Amshat.

Terrorist Turkey

Ahmet S. Yayla, Turkey's counterterrorism chief from 2010-13, has acknowledged that Turkey "was a central hub for ... over 50,000 ISIS foreign fighters, and the main source of ISIS logistical materials [including] IEDs, making Turkey and ISIS practically allies."

Veteran State Department adviser David L. Phillips directs Columbia University’s Peace-building and Human Rights Program. The program's research confirmed Turkey's alliance with ISIS: "ISIS-Turkey Links" (2014) and "Turkey-ISIS Oil Trade" (2015/2016).

In "Turkey: A state sponsor of terrorism?" (May 28), Phillips wrote that if a "non-NATO country behaved like Turkey, it would warrant designation as a State Sponsor of Terrorism," like Iran and North Korea.

He also describes Turkey's sending of terrorist mercenaries (including from some of the organizations listed above) into Azerbaijan against Armenian-populated Artsakh/Nagorno-Karabagh in 2020.

In 2014, the New York Times reported Western intelligence officials were tracking the ISIS oil shipments into Turkey and that Turkey had failed "to help choke off the oil trade."

In January and July, the U.S. Treasury Department identified Turkey as a financial base for ISIS and al-Qaida. However, the U.S. has penalized only some Turkish individuals and companies, not Turkey itself. Regardless, the effect has been minimal.

As with Turkey, the State Department has largely ignored utterly corrupt Azerbaijan’s long record of supporting terrorism.

Terrorist Azerbaijan

In the early 1990s, Azerbaijan — with Turkey’s help — recruited Mujahedin, Pakistanis, and others to attack Armenians.

Al-Qaida cells in Baku helped to carry out the 1998 bombings of U.S. embassies in Kenya and Tanzania. A dozen Americans and 212 others died.

Throughout 2020, Azerbaijan deployed thousands of terrorist mercenaries against Armenian-populated Artsakh and Armenia. Turkey had transported them from Syria and Libya.

These included war criminal and former ISIS commander Sayf Balud.

The independent, U.K.-based, Syrian Observatory for Human Rights has confirmed Azerbaijan’s using such mercenaries,numbering in the thousands, with 145 dead.

Columbia University's Institute for the Study of Human Rights has identified the chief commanders, including Fehim Isa of the Sultan Murad Brigade, and their organizations — many of them murderers, rapists, kidnappers and desecrators.

As a result, 100 bipartisan members of Congress (2021) and the European Union Parliament (2020) have condemned Azerbaijan and Turkey.

Azerbaijan is also violating the U.N. Convention against the Use of Mercenaries, which it signed in 1997. In November, the U.N.’s Working Group on Mercenaries excoriated Turkey and Azerbaijan. However, the U.N.’s leading member has refused to raise this issue.

Candidate Joe Biden pledged to "rally the world" against "transnational terrorism." Yet the White House has done nothing about Azeri terrorism. Armenia, incidentally, is the only country in that region with no ties to international terrorism.

We’ve let our government make a farce of the GWOT.

More cover-ups

On July 21, Senate Foreign Relations Chairman Bob Menendez, D-N.J., asked Undersecretary of State Victoria Nuland about "Turkey facilitating the transfer of fighters from Syria to Azerbaijan" last year.

Her “answer”? She’d discuss it only "in another setting," as if Menendez's assertion wasn’t already public knowledge.

Thus, Nuland covered for Azerbaijan and Turkey.

At a 2016 public forum in Cambridge, Massachusetts, I quizzed then-U.S Ambassador to Armenia Richard M. Mills about Turkey's support for ISIS.

I also mentioned that I would be distributing David L. Phillips' "ISIS-Turkey Links" study to the audience.

Mills angrily denied any and all ties between Turkey and ISIS or similar groups. Like Nuland, he covered for Turkey.

We know Mills lied because in 2014 Vice President Biden told his Harvard audience that Turkey and others had been giving "hundreds of millions of dollars [and] tons of weapons" to Al-Nusra, al-Qaida and ISIS.

President Obama immediately covered for Turkey by ordering Biden to apologize to President Erdogan.

Just after 9/11, then-U.S. Ambassador to Azerbaijan Ross L. Wilson spoke at Harvard before a small group that included me.

I grilled him about a study on Azerbaijan being a terrorist hub.

Wilson angrily denied it all, even though the State Department had publicly acknowledged that al-Qalda in Azerbaijan had helped to carry out 1998's American embassy bombings.

Like the others, Wilson covered for Turkey.

Silence isn't golden

The State Department apparently believes that terrorists are acceptable if they're backed by a NATO member (Turkey) or a country (Azerbaijan) with sundry gas and oil fields.

The relative silence of Americans and American organizations who favor a strong military, declare their opposition to terrorism and lay claim to the religious high ground is similarly hypocritical.

Let us speak up and take action — or become complicit.

SpaceX Shouldn’t Ignore the Bloodshed Its Turkish Payloads Enable

Elon Musk should terminate this contract. To believe that the Turkish government’s goal with its satellite network is to expand broadcasting or simply to improve communications is naïve.

SpaceX—the private spacecraft company founded by entrepreneur Elon Musk nearly two decades ago—inaugurated the new year by launching Turkey’s Türksat 5A communications satellite into orbit on January 7. Turkish president Recep Tayyip Erdoğan said that the satellite, placed into geosynchronous orbit, would allow Turkey to broadcast across Europe, the Middle East, much of Africa, and the Black Sea.  

Türksat is both a state-owned company and the only communications satellite operator in Turkey. The Turkish government awarded SpaceX the contract to launch both the Türksat 5A and 5B satellites after Musk met with and lavished praise upon Erdoğan in a November 2017 meeting between the two billionaires. SpaceX has slated the 5B satellite launch for November 2021. 

Musk should walk away from the contract. To believe that the Turkish government’s goal with its satellite network is to expand broadcasting or simply to improve communications is naïve. Both the Hellenic American Leadership Council and the Armenian National Committee of America have warned that the Türksat 5B has military implications. They are not “crying wolf.” 

The Türksat satellites can enable Turkey’s burgeoning drone program to navigate farther with greater accuracy. Turkey (alongside Israel) provided unmanned aircraft and perhaps targeting information as well in support of Azerbaijan’s assault on Nagorno-Karabakh, a largely Armenian-populated region that has been the subject of dispute between the two for more than a century. The Azerbaijani surprise attack—timed to coincide with the one-hundredth anniversary of the Ottoman invasion of independent Armenia against the backdrop of the genocide—began with simultaneous drone bombardments. While Azerbaijanis, who benefit from caviar diplomacy, say that Nagorno-Karabakh belongs to them based on Josef Stalin’s 1920s-era gerrymandering of regional borders, the reality is that Azerbaijan had committed under the terms of the Organization for Security and Cooperation in Europe’s Minsk Group to negotiate an end to the dispute diplomatically. Indeed, Baku received American assistance under a Freedom Support Act Section 907 waiver based on the finding that it would not seek to use military force to pursue its diplomatic or territorial aims. Additionally, Azerbaijani strongman Ilham Aliyev increasingly sounds like Saddam Hussein due to his claims on the territory of neighboring states and acts like him given that he is holding prisoners of war indefinitely and attacking his neighbor’s territory. This makes it more likely that Türksat 5B will enable bloodshed and ethnic cleansing. Musk may want to ignore the fact that Aliyev has claimed the Armenian capital of Yerevan as his own, but there will be no cleansing of the blood on his hands if he and SpaceX enable Erdoğan and Aliyev to turn their words into action. 

This is not simply an Armenian issue. Erdoğan has constructed a Turkish drone base in occupied northern Cyprus, which extends the range of Turkey’s drones. This puts Egypt, Lebanon, Israel, Greece and Libya within the flight range of the drones. Also, Americans and Europeans working in the Eastern Mediterranean gas industry will be within that flight range. The satellite SpaceX plans to launch in November will allow Turkey to overcome the challenges of crossing over blue water or navigating poor weather. It also increases the likelihood that Erdoğan might deploy such technology. This is more than supposition. After all, Erdoğan has already gone through the trouble of constructing what the Turkish government calls the Geçitkale Air Base, which is more commonly known as Lefkoniko Airport. 

Erdoğan may have charmed Musk in the same way he once charmed George W. Bush, Barack Obama, and Donald Trump; or perhaps Musk simply looks at the launch as a good business opportunity for SpaceX. Still, there is no escaping the fact that to launch the Türksat 5B is to potentially be as complicit in bloodshed and repression as those companies who enable Communist China’s ongoing genocide against the Uighurs.  

Musk may not care, but the White House and Congress should care given the American components incorporated into the satellites and President Joe Biden’s rhetoric of human rights. Perhaps it is time for the Biden administration—and Republicans—to join and tell SpaceX to scrap its business with Türksat or risk its more lucrative contracts with the U.S. government.

A cocaine bust in Brazil on a jet owned by a Turkish company has ties to the upper echelon of Turkey’s ruling Justice and Development Party (AKP), which is led by President Recep Tayyip Erdoğan.

The Gulfstream IV private jet with tail number TC-GVA, which was caught at Fortaleza-Pinto Martins International Airport loaded with 24 suitcases carrying 1.3 tons of cocaine is owned by investment firm Affan Yatırım Holding A.Ş. through its subsidiary, ACM Air. The company was established on August 31, 2012 by Şeyhmus Özkan, a known oil smuggler who enjoys political cover thanks to his close ties to the Erdoğan government. According to trade registry data filed in September 2012, its capital was 500,000 Turkish lira ($275,000); yet, he managed to purchase two multimillion dollar Gulfstream jets from the government fleet.

The Turkish media, controlled by the government to a large extent, played “three monkeys” on the bust in Brazil, ignoring the news, which is indicative of government censorship through cronies planted as editors in most Turkish media outlets.

No official comment was ever made and most likely no investigation was launched into the Turkish connection to the cocaine trafficking. That bears the hallmark of a coverup by Turkish authorities who fear an effective probe might expose the politicians who were protecting Şeyhmus from legal troubles.
 
He was reportedly connected to Mahmut Yıldırım, codenamed “Yeşil” (Green), a hitman used by the clandestine gendarmerie intelligence unit JITEM and Turkish intelligence agency MIT in politically motivated killings especially in Turkey’s southeastern, predominantly Kurdish, region.

Yıldırım was the most notorious name in Turkey’s convoluted “deep state” structure, a term used to refer to renegade groups and individuals nested inside military or state structures that often took the law into their own hands and were protected by the political authorities. He worked with organized crime, mafia groups and drug traffickers. He was presumed to be dead after his mysterious disappearance.

Hence, it is not unusual to see Şeyhmus’s name appear in drug trafficking that extends to Brazil. Şeyhmus, a Kurd from the southeastern province of Diyarbakır, and his family own nearly a dozen firms operating in various industries in Turkey, providing a perfect cover for their illegal operations.
 
In January 2011 Şeyhmus bought one-third of the shares of aviation and tourism firm Air Charter Market (ACM) Uçak Servisi ve Turizm Hizmetleri Limited Şirketi, originally established in 1991. He was also listed as the manager of the company with powers to fully represent it. A year later, all shares of ACM were transferred to his firm, Affan.

In June 2018 Affan was taken over on paper by Şeyhmus’s wife, Leyla Özkan. However, both companies filed for bankruptcy protection with a commercial court in Istanbul in July 2019. At the time, the companies had incurred TL 85.5 million (some $16 million) in debt. According to the bankruptcy filings, the family listed two Gulfstream jets — with tail numbers TC-GVA and TC-GVB — as collateral against their debt. The jets were valued at 68 million Turkish lira ($12.7 million) in 2019. Özkan promised to pay his debt while temporary bankruptcy protection was in effect, thus shielding his firms from debt collection.

Affan merged with project firm Asya Proje Geliştirme A.Ş. in December 2020, when the commercial court rejected an extension of bankruptcy protection for Affan in June 2020. Asya was originally established in October 2012 by Şeyhmus as part of Affan, anyway, and was also under bankruptcy protection at the same time as Affan as well as several other firms run by the Özkan family.

Affan was renamed ACM Holding A.Ş. in January 2021 with Şeyhmus’s wife the sole owner.
It appears the family was reshuffling shares among family members and caretakers and merging and renaming some 10 firms it controlled to avoid paying their debts.

Şeyhmus came up with such schemes in the past and had experience in dodging taxes and debts. A firm he established in 2010 under the name of Affan Havacılık Akaryakıt Turizm Sanayi ve Ticaret A.Ş., an aviation and oil trading business, had incurred 1.59 billion Turkish lira in back taxes.

The company’s shares were transferred to a caretaker named Murat Kuday, an unemployed person who was apparently selected for that role in October 2012 as part of a scheme to avoid paying the accumulated debt. The provincial taxing authority did not see any chance of collecting the back taxes from the company, which was rendered worthless since it was owned by a person who did not even have a job before taking over.
 
Şeyhmus’s close connections to the Erdoğan government helps explain how he managed to purchase two government-owned Gulfstream IV jets in October 2017. He owed over a billion Turkish lira in back taxes to the government; yet, the government did not see any problem in turning over two luxury jets to him.

It is clear that the sale, which was done discreetly, was quite unusual. The jets were operated by national flag carrier Turkish Airlines under registration numbers TC-ATA and TC-GAP. They were transferred to the Presidency of Defense Industries, the government’s top defense contractor, in 2016 before they were sold to Şeyhmus under new registration numbers TC-GVA and TC-GVB.

Şeyhmus reportedly paid $1.4 million for each jet, which had a market value of $5 million at the time. Designed as VIP planes, the government had spent $2.5 million just to refurbish them. They also came with brand new spare engines. In fact when Şeyhmus filed for bankruptcy protection in 2019, he declared the value of the jets to be $12.7 million. In other words, the government sold the planes at a loss of nearly $10 million.

The profile of Çiğdem Özkan, Şeyhmus’s sister, explains how the family is connected to the Erdoğan government. Çiğdem was a nominee for a parliamentary seat on President Erdoğan’s party ticket in the 2018 general election and was also listed as the CEO of ACM Air.

The family has also worked with Ethem Sancak, a businessman who has cooperated closely with President Erdoğan in running multiple companies, some of which were transferred from state enterprises in lucrative deals as well.

When Brazilian federal police raided the TC-GVA Gulfstream jet, they detained 60-year-old Spanish-Belgian dual national Angel Alberto Gonzalez, the owner of the 24 suitcases full of cocaine. Chief pilot Veli Deli, 48, was also detained. Both were arrested as suspects in international drug trafficking.

The Brazilian authorities have said they have proof Deli had prior knowledge about the cocaine on board the jet. “The analysis we conducted on the plane and relevant places, information and documents which we obtained through research and interrogation all show us that the chief pilot had knowledge of the drug trafficking,” Alan Robson, the chief of the federal police in Ceará, told reporters.

The bust was filmed by the police in Brazil, and some of it was shared with local media. In the video police are seen opening one of the suitcases in front of crew members and passenger Gonzales, finding bundles of cocaine wrapped in plastic bags.

The plane was supposed to fly to Lisbon and then Brussels before returning to Turkey.
The Turkish Embassy’s unusual interest in the case explains the worry on the part of the Erdoğan government, which acted similarly when criminal operatives with connections to the Turkish government were caught by police in other countries. The prime example would be the case of Turkish Iranian national Reza Zarrab, who was detained by the FBI in Miami and charged with multiple crimes. Zarrab, who was close to Erdoğan and his associates, laundered Iranian money using Turkish banks and bribed senior Turkish government officials including three cabinet ministers. The Turkish Embassy went to great lengths to intervene in Zarrab’s case, while Erdoğan unsuccessfully lobbied both the Obama and Trump administrations to influence the federal case.

 

Nordic Monitor previously reported that Turkey has become an emerging route for large-scale cocaine trafficking, an unprecedented development, and it is alleged that a politically connected, powerful new player may have appeared on the scene to move large quantities of the drug through Turkish seaports.

The spotlight turned on Turkey in June 2020 when Colombia’s narcotics police seized almost five tons of cocaine. The drug was in two containers that were to travel by sea from the port of Buenaventura to Turkey and had a street value of $265 million in the illegal market.

Sedat Peker, a convicted mob boss and former ally of the Turkish president, recently claimed senior government officials were involved in the cocaine trade. Peker named Interior Minister Süleyman Soylu and his associates as influential people who were involved in facilitating the cocaine trafficking through Turkey. Peker had partnered with Soylu for years in running criminal syndicates. But he has recently come under fire after the two had a falling out, and Peker’s bombshell revelations from the United Arab Emirates, where he remains a fugitive, sent shockwaves across the Turkish political spectrum.

In the Grand National Assembly of Turkey, Turkish-Armenian MP Garo Paylan raised the issue of the constant destruction of an Armenian cemetery in Ankara. He particularly submitted an inquiry to the presidency of the Turkish parliament and demanded that Minister of Culture and Tourism Mehmet Noury Ersoy respond to the inquiry.

According to Akunq.net, even though the Stanoz Armenian cemetery in Yenikent district of Ankara traces back to 600 years, it is neglected by the competent authorities, as a result of which it has become a target for thieves.

In his inquiry, Paylan stated the following: “According to the presses, this cemetery, which has columns dating back to the Hellenic era, was recently opened by thieves who removed human bones from the tombs. After receiving an alarm, police officers and specialists of the municipality conducted a study at the cemetery, and the opened tombs were closed.”

Paylan also addressed the Minister of Culture and Tourism of Turkey with the following questions in writing:

“Why aren’t you taking care of the Stanoz Armenian cemetery in Ankara?

Have you taken any measure to identify those who caused damage to the Stanoz Armenian cemetery?

What are you doing to make sure there are no cases of theft causing great damage to cultural institutions?

Armenian cemetery destroyed by bulldozers in Van province

An old Armenian cemetery in Turkey’s eastern province of Van was destroyed by bulldozers last week and bones were scattered across the field, sparking outrage in the Armenian community and opposition politicians, the Mezopotamya news agency reported.

Murat Sarısaç from the Peoples’ Democratic Party (HDP) submitted a parliamentary question about the incident requesting a thorough investigation. “We have seen that gravestones have been destroyed and bones have been scattered,” he said in a speech in parliament. “There have been previous incidents where churches and cemeteries were desecrated because sufficient security measures were not taken.”

Sarısaç said the authorities need to be more careful when it comes to protecting Armenian religious and cultural heritage sites.

Gayane Gevorgyan, an Armenian living in Van, said cemeteries such as the one destroyed in Van were very important for the Armenian diaspora. “Many descendants of Armenians who were victims of the atrocities and forced deportations carried out in 1915 search for the remains of their families in these cemeteries,” she said. “They commemorate their lost ones in these cemeteries, but they have been robbed of that.”

According to Gevorgyan new apartment complexes will be built on the site of the cemetery. She said this was heartbreaking and urged landowners to stop digging and destroying land that was once used as cemeteries.

This was not the first Armenian cemetery to be damaged, with an old Armenian cemetery destroyed during construction in Ankara’s Ulus district as part of a gentrification project in March.

Concerns about the preservation of Armenian cultural and religious sites in Turkey have been growing. On January 27 the Turkish-Armenian Agos bilingual weekly reported that an ancient Armenian church reported to have been rebuilt after its destruction in a 1603 rebellion in the western province of Kütahya that was on the Ministry of Culture and Tourism’s preservation list was demolished after it was acquired by a private party.

Only 10 days before that, Agos had reported that a 19th century Armenian church was put up for sale on a Turkish real estate website. In the ad the church, which is located in Bursa, was described as “perfect for a tourist attraction because it is in a UNESCO protected area.”

The seller, whose name was not disclosed, also said the church was a good investment as it could be “used as a hotel, museum or art gallery.”

The Surp Toros Armenian Church built in 1835 in Turkey’s Kayseri province was vandalized in June by treasure hunters.

The ball in terms of the normalization of the Armenian-Turkish relations is in Turkey’s court, and it is Turkey that must take actions on this path, Editor of Armenian section of the Istanbul-based Agos daily Bagrat Estukian told Armenpress, commenting on the recent so-called exchange of “positive signals” between Yerevan and Ankara.

Mr. Estukian says at this moment Armenia has no need to negotiate and moreover sit at a bargaining table with Turkey, because Turkey has refused from establishing diplomatic relations with Armenia and it also has unilaterally closed the border. Therefore, Estukian added, Turkey must record progress on this matter, without expecting anything from the Armenian side.

 
 

“These days Erdogan [President of Turkey] is talking about a five-party agreement, meaning Armenia, Azerbaijan, Russia, Turkey and Iran, and doesn’t rule out that Georgia could be the 6th factor. Whereas, our problem is bilateral. It is the following: immediately after the independence of Armenia, Turkey, by officially recognizing Armenia, has refused to establish diplomatic relations. Therefore, in this sense, the ball is in its court, it should take actions on this path. At the same time, citing the Artsakh war, Turkey has blocked the Armenia-Turkey land border. Here as well it should record progress without expecting anything from us, because these borders have been closed because of Turkey’s unilateral decision, not because of negotiations. Today, if the borders should reopen, it’s again Turkey’s unilateral decision. There is no material for negotiation with us. Therefore, we do not need to negotiate with Turkey or moreover, to sit around a bargaining table”, Bagrat Estukian said.  

According to Estukian, what Turkey’s Erdogan has recently said about the Armenian-Turkish relations received quite a broader reaction in Armenia than in Turkey itself. Estukian notes that Erdogan’s statements that Ankara is ready to work on gradually normalizing the relations with Armenia, was not a prepared statement, but just an offhand response to the journalist’s question.

“What President Erdogan said was not about plans. He expressed mood, and he has expressed that mood before, at the end of the 44-day war, stating that those relations in Caucasus, and of course, the Armenia-Turkey relations as well would gradually normalize. However, till now we have not seen any concrete action yet. Therefore, we have not taken into consideration that statement very seriously. It was not a discovery of any development, it was just a discovery of a mood”, Bagrat Estukian said.

We have been fed the narrative, by the press and governments, that a terrorist dwells in the desert, shouts “Allahu Akbar” as he haphazardly fires his AK-47, and has advanced from hijacking airplanes to overrunning countries. The terrorist we imagine is dressed in attire appropriate for the desert. Running parallel to this is a disinformation campaign designed to create a false narrative that Turkey, and its lackey Azerbaijan, are anything but terrorists.

Turkey did a remarkable job of rebranding itself when the Ottoman Empire collapsed a century ago. The fez, a telltale sign you receive mail in the desert, was banned; men swapped tunics for Tommy Hilfiger. The Ottoman Turkish Empire morphed into the Republic of Turkey, who quickly hoisted the “under new management” banner. The change was in name only as Turkey left unchanged many of its predecessor’s business practices.

With nothing distinguishable between them, they are one and the same. Chief among certain unchanged business practices is genocide. Turkey invented genocide and unleashed it on the Armenians beginning in 1915. When Mustapha Kemal Ataturk initiated the Ottoman-to-Turkey name change in 1923, no decree was signed ending the Genocide. In fact, it continues today. Turkey is the original terrorist state – this is the new narrative.

After the First Republic of Armenia folded in 1920, the Soviet Union’s presence served as an iron curtain behind which Armenians were safe from the Turkish sword. Opposite that curtain, Turkey destroyed nearly every sign of anything Armenian.

By 1991 the curtain lifted and beginning in 1992 Turkey was making plans to invade today’s Armenia. Intent on finishing what it started in 1915 and fulfilling the dream of Pan Turkism (a race-based ideology, not unlike Nazism, connecting the Turkic states from the Asian Steppe to the Bosporus), the only thing in the way was Christian Armenia. But Turkey, aware of its manufactured and false reputation as a Western ally, needed a stooge – Azerbaijan would be a perfect fit.

The Century’s Greatest Campaign of Cultural Cleansing

As much as the Soviet Union offered protections to its constituent republics, it let certain things go. The historic Armenian territories of Nagorno Karabagh (Artsakh) and Nakhichevan are perfect examples. Early in the Soviet Union, Commissar of Nationalities Joseph Stalin, cunning and twisted, gave these two territories to Soviet Azerbaijan. Armenians of Nakhichevan were forcibly resettled to Soviet Armenia, after which a campaign of complete erasure of Armenian presence occurred.

Prior to the Soviet Union’s demise, nearly 100 Armenian churches stood in Nakhichevan (geographically, the size of Madera County) and thousands of ornate khatchkars (cross stones), unique to Armenian culture. After Azerbaijan’s independence, and due to its destructions of anything Armenian, UNESCO declared the Julfakhatchkar field a protected site. But laws be damned – in 2005 an Armenian priest in Iran, directly opposite Julfa, filmed the Azeri military entirely demolishing its nearly 2,000 khatchkars.

Azerbaijan responded that reports of wrongdoings were due to “Armenian propaganda”; regarding the absence of these churches and structures, Azerbaijan claimed Armenians were never there in the first place. The unpunished destruction in Nakhichevan has been described as the greatest campaign of cultural cleansing this century, exceeding the destruction caused by ISIS.  That’s no surprise since Turkey, Azerbaijan’s mentor and ethnic brother, performed the greatest campaign of cultural, and ethnic, cleansing of last century. Today, no trace of anything Armenian remains in Nakhichevan.

Armenians Flee and Fight for Their Independence

While Nakhichevan was being cleansed of all things Armenian, the Armenians of Artsakh remained the population’s majority but, as Armenians under Azeri (Turkic) rule, they were second-class citizens. With Moscow rejecting decades of reunification requests with Soviet Armenia, the Artsakh governing body voted nearly unanimously for reunification in 1989 – furious with this, the Azeris attacked Armenians in Azerbaijan – rape and murder was commonplace. Armenians fled to Soviet Armenia and as the Soviet Union collapsed, the Azeri military turned its guns on the Armenians of Artsakh with devastating results. Seeing that genocide was the natural next step, the Armenians organized, fought back, and won their independence.

Although a cease-fire was signed in 1994, for the Azerisit was on paper only. From then on they continually violated the cease-fire, killing soldiers and civilians alike. Not once did the Armenians violate the cease-fire; yet not once was Azerbaijan called to answer. In fact, both sides were told to refrain from violence and continue negotiating. The victim was labeled an equal aggressor while the aggressor was labeled an equal victim. This bought Azerbaijan time to bribe and manipulate the press and governments.

Turkey and Azerbaijan ‘One Nation; Two States’

Because the West knew there was oil in the Azeri-controlled Caspian Sea it was loathe to criticize ever-increasing Azeri aggression. Once the oil began flowing, the money began flowing, from Baku straight to Western press and legislators. One of the largest bribery schemes ever, totaling nearly $3 billion, the “Azeri Laundromat” was a well-conceived scheme to dupe the civilized world into believing that a terrorist state was one of them. Sadly, it has worked as planned.

The choreographed mischaracterization of this war and its players also bought time for Azerbaijan to purchase weapons, mostly suicide drones from Israel. Azerbaijan repeatedly declared it would retake Artsakh by force. The time to launch a full-scale invasion was September 2020. Azerbaijan had Turkish commanders on the ground training Azeri soldiers; Turks also engaged in the ground and air invasion. Put into clearer context, Turkish strongman Erdogan recently reminded the world that Turkey and Azerbaijan are “one nation; two states”. With Turkey’s help, Azerbaijan imported Islamic jihadist terrorists to fight against the Christian Armenians. Put into even clearer context, Azerbaijan is now doing Turkey’s bidding.

During the invasion, the Azeri military targeted schools, maternity hospitals, residential neighborhoods, churches and other civilian targets with suicide drones and banned cluster bombs. Since oil money buys a lot of silence, nobody said a word about these war crimes. The ever-emboldened Azeris then unleashed the banned chemical weapon white phosphorus.

Armenians Continue to Be Victims to Violence and Racism

Azeri Dictator Ilham Aliyev is currently, despite a ceasefire and following the blueprints of Turkey and ISIS, destroying Armenian churches and culture in Artsakh. He claims that various regions of Armenia proper, including the capital, Yerevan, are Azeri lands and will be liberated. To this end, Azeris are attacking Armenia proper with terror tactics and infantry incursions. Aliyev is diverting water from Artsakh. Anti-Armenian sentiment in Azerbaijan is on par with the racist rhetoric of the Nazis. Institutionalized dehumanization of Armenians occurs all across Azeri society, including pre-schoolers. Turkey’s Grey Wolves, a nationalist terror group that has been banned in France, has established a school in Artsakh.

Today’s genocide-minded terrorist does not need weaponry, but rather money to bribe and spineless press and legislators to receive. Turkey and its partner in crime Azerbaijan know this well.

The key ingredient, however, is hate.  A recent article on North Korea stated: “It’s just the worst place on earth, and a symbol of what man’s ingenuity and tenacity can achieve when organized for evil”. This is Turkey and Azerbaijan. For the past century the world has watched with blind eyes wide open Turkey, and now Azerbaijan, go unchecked. Last week Erdogan said he’s “open to cooperation” with the Taliban. There are 1,000 Azeri soldiers in Armenia proper. The time to accept the new narrative is now.

Turkey “deplores” the adoption by the House of Representatives of an amendment that proposes to categorize the Turkish ultranationalist and fascist Grey Wolves as a terrorist organization.

“It is deplorable and worrisome that such a groundless amendment that goes against the spirit of the alliance between Turkey and the US could even be considered in House of Representatives,” Tanju Bilgic, a spokesperson for Turkey’s foreign ministry said.

“Such initiatives from anti-Turkish lobbies, first embraced by some European circles and now in the US, harm our common fight against terrorism,” said Bilgic. “Our ally, the U.S., and all countries should be resolute in their fight against true terrorist organizations such as the PKK/PYD/YPG and FETO, instead of giving credit to imaginary and defamatory allegations. This kind of prejudice against our people who are integrated in the countries they live in is unacceptable.”

The foreign ministry spokesperson said expressed hope that the final text of the bill will not include what he called “such a baseless provision” and added that any attempt to restrict the freedom of association and _expression_ of the Turkish-American community should be avoided.

Last week the US House of Representatives adopted a number of amendments to the  National Defense Authorization Act. Rep. Dina Titus (D-NV) led an amendment requiring a report by the Secretary of State on the activities Turkey’s Grey Wolves organization has undertaken against U.S. interests, allies, and international partners, including a review of the criteria met for designation as a foreign terrorist organization.  The amendment had the support of a coalition of organizations including the Hellenic American Leadership Council, In Defense of Christians, American Friends of Kurdistan, Middle East Forum, as well as the ANCA, which circulated a detailed legislative brief to Congress in the days leading up to the vote.

Turkey Threatens Individuals, Countries, Who Recognize Genocide 

 

 

10/26/2021 Washington, D.C. (International Christian Concern) – International Christian Concern (ICC) has learned that on October 26, 2021, Turkish President Recep Tayyip Erdoğan met his Azeri counterpart Ilham Aliyev in Nagorno-Karabakh (Armenian: Artsakh). Turkey supported Azerbaijan’s invasion of Artsakh in Fall 2020, where the two conducted genocide against Artsakh’s Armenian-Christian majority.  

President Erdoğan’s visit to Artsakh came just days after he threatened to expel 10 Western ambassadors whose countries had called for the release of Osman Kavala, a jailed Turkish philanthropist who dedicated his life to the recognition of the 1915 Armenian Genocide. Turkey actively suppresses all information pertaining to the 1915 Genocide, allowing the authorities to build upon those genocidal policies that removed Christianity from the country.  

Victims of the 2020 invasion into Artsakh have often commented that Turkey sought to finish what was started in 1915. A report submitted by the Armenian Bar Association to the United Nations stated, “(Turkey) —Azerbaijan’s ethnic and linguistic “brother nation” and close military ally, which directly assisted Azerbaijan in its Nagorno-Karabakh war. Turkish President Recep Tayyip Erdoğan used the Turkish term “kılıç artığı,” which means “leftovers of the sword,” in reference to the survivors of the Christian massacres that mainly targeted Armenians, Greeks and Assyrians in the Ottoman Empire and its successor state, Turkey.”  

 

The brutality of the Turkish-Azeri invasion into Artsakh was well-documented by several independent organizations, including Human Rights Watch and Amnesty International. This brutality was supported by Turkish paid Syrian mercenaries, many of whom once belonged to ISIS and had previously committed genocide against the region’s Christians. The invasion was celebrated by a victory parade in Baku, which was attended by President Erdoğan, and the opening of a trophy park which included the helmets of killed Armenians as well as mannequins showing them in degrading circumstances (months later, after much international outcry, both the helmets and mannequins were reportedly removed from the park).   

The invasion of Artsakh is reminiscent of a 2013-2015 statement made by Anadolu Kulture, a non-profit of which Osman Kavala sits as Chairman of the Board. The statement read“Confronting the past is not a predicament that befell Turkey; it is an issue on the world’s agenda, a universal cause. This is why looking at comparative international case studies from around the world will contribute to transforming the culture of forgetting in Turkey and acknowledging that a remembering culture that would restore a sense of justice is a part of the civilization process. In this respect confronting the past and apology is also about what kind of a society we want to live in and the kind of shared future we want to build.” 

Turkey, who is a NATO ally of the United States, was recommended this year by the US Commission on International Religious Freedom for inclusion on the State Department’s Special Watch List regarding religious freedom. Human rights conditions have worsened in Turkey over the past several years, but an escalation of religious freedom violations have particularly occurred since the 2016 coup attempt. Turkey has exported these violations throughout the region, often in ways that facilitate the elimination of local religious minority groups.  

Claire Evans, ICC’s Regional Manager, said, “One only needs look at the Kavala case and Turkey’s actions in Artsakh to see that Turkey’s ruling government wishes to suppress all historical recognition of the 1915 genocide so that they can continue this genocide in the modern era. President Erdoğan demonstrated Turkey’s strength by successfully invading Artsakh; now he is flexing Turkey’s strength by making threats of western diplomatic expulsion just days before visiting the territory he helped conquer. His messaging is a clear promotion of genocide and an attempt to bully the world’s protestations into silence.”

Last month, the US Congress passed an amendment to the Fiscal Year 2022 National Defense Authorization Act (NDAA) that could affect the status of the far-right, extremist group that operates both inside and outside Turkey: the Grey Wolves.

The amendment, introduced by Congresswoman Dina Titus (D-NV), requires that the State Department send a report to Congress on the activities of the Grey Wolves against the United States and its allies -- including an assessment of whether the Grey Wolves meets the criteria to be designated as a foreign terrorist organization.

The Grey Wolves (Bozkurtlar) is the informal name of a Turkish nationalist organization called Idealist Hearths (Ülkü Ocakları). As a political movement, it is referred to as the Idealist Movement (Ülkücü Hareket) and is responsible for many acts of violence, including the 1981 attempted assassination of Pope John Paul II.

In 1968, the Idealist Hearths were founded as the militant wing of the far-right Nationalist Movement Party (MHP), currently an ally of Turkey's ruling Justice and Development Party (AKP).

The US is not the only country that has started paying more attention to the criminal activities of the Grey Wolves. In November of last year, French Interior Minister Gerard Darmanin announced on Twitter that the group was banned in France. "It incites discrimination and hatred and is implicated in violent actions," he wrote. The announcement came after an Armenian genocide memorial outside the city of Lyon was defaced with yellow graffiti and pro-Turkish slogans.

The same month, members of the European Parliament affiliated with the "Identity and Democracy" group proposed to include the Grey Wolves on the European Union terrorist list, saying the European parliament "condemns the violent acts and ideology of the Grey Wolves, whose growing influence represents a threat to world peace and to Europe."

On November 18, the German parliament adopted a motion that urged the government to outlaw the group's affiliates, prevent its online agitation, and monitor its activities.

Germany's Green Party lawmaker Cem Özdemir said he believed the group was the largest right-wing extremist organization in Germany, with up to 20,000 members. The largest Grey Wolves umbrella organization, according to Germany's domestic intelligence service, is the ADÜTF (Federation of Democratic Idealist Turkish Associations of Germany), with some 170 associations and 7,000 members. Özdemir added that the Grey Wolves were responsible for hundreds of murders in Turkey but did not limit their activities to that country.

The Turkish Ministry of Foreign Affairs condemned the decision by France, saying:

"There is no such a movement called 'Grey Wolves'," the press release said. "Attempts to resort to imaginary decisions presuming the existence of such a movement or formation based on some individuals and their actions, reflects the latest contradictory psychology that this country lives in."

International Christian Concern reported in September:

"Grey Wolf ideology has continued to spread throughout the world, along with the threats of violence against Christians and any other group that stands in the way of Turkic expansionism."

"Grey Wolves" in Turkic Mythology

Turkish nationalists, including pan-Turkists, believe that their ancient ancestors lived in the area between the Tian Shan and Altai Mountains in Central Asia. This region borders China. Turks in Central Asia were nomadic people who often engaged in migrations and conquests. In the 11th century they arrived in Anatolia, which was then ruled by the Greek Byzantine Empire, and invaded the area through massacre.

The grey wolf is an animal considered sacred in Turkish, Altai and Mongolian mythology. It is also a national symbol. An article on the Turkish website Karar explains:

"The belief of being descended from grey wolves has long been a great source of pride for the Turks, as well as a sense of security and confidence in their future... Many heroes in Turkish history have been represented by the grey wolf symbol.

"The function of the grey wolf in Turkish epics is purely symbolic. It expresses the growth, expansion and empowerment of the nation. As the Turks believe and obey this idea, they preserve their dominance and superiority and when they leave this idea, they are subject to disaster. It is the grey wolf who saves Turks from disasters.

"In these epics, the following qualities of the grey wolf are revealed: To ensure the continuation of the lineage [of the Turks], to guide the Turks, and to save the Turks from disasters."

According to a so-called grey wolf myth, Turks descend from humans and wolves.

"In the 'Grey Wolf Epic', a boy whose legs and arms were cut off and left to die was healed by a she-wolf who fed the child. When enemy soldiers tried to kill the boy, the she-wolf abducted him to the Altai Mountains and saved him. The she-wolf then became pregnant from this boy and gave birth to 10 sons. The growth and reproduction of these boys saved the Turkish lineage from extinction."

Turkism and Turanism

The nationalist ideology known as Turkism or Pan-Turkism, and also called Pan-Turanism or Turanism, began to emerge in the 19th and 20th centuries. This ideology believes in the superiority of a supposed Turkish race and wants to unite all Turks under one country, "Turan", from Europe to the Pacific. These ideas have greatly influenced the Grey Wolves organization and its actions.

The "Turan" ideal is still alive and well in Turkish politics. Prior to a meeting at the presidential palace on November 17, Turkey's President Recep Tayyip Erdogan and the head of the Nationalist Movement Party (MHP), Devlet Bahçeli, posed with a map of the so-called "Turkish world", or the Turan, before cameras.

Dr. Fatih Yasli wrote a book entitled Our Hate is our Religion: A Study on Turkist Fascism, analyzing its history and ideological arguments. Turanism, Dr. Yasli notes, should be called "Turkist fascism" because Turanists "based their understanding of nationalism on blood and lineage and advocated biological racism."

"They designed a state structure, one of whose fundamental duties would be to prevent the purity of the blood of the race from becoming corrupted. They also envisaged an 'order and command' society intertwined with militarism. In such a society, superior-subordinate relationships would be strictly defined and acts that would violate that hierarchy would be punished in the harshest way. They redesigned politics as biopolitics that would directly intervene in, regulate and control population, birth and marriage. They also had a very powerful desire for irredentism (expansionism), had a certain belief in Social Darwinism and considered life to be a war of survival. They worshipped death and war and felt a very deep hatred for the ideas of peace, internationalism, cosmopolitanism, intellectualism, everything that is feminine, and communism, which they thought represented all those things on their own.

"The ideological arguments of the movement called racist-Turanism clearly accorded with the universal diagram of the fascist ideology...

Turkist fascism bases itself on the thesis that it is an enemy of the whole world, the same way that National Socialism was an enemy of Jews. As Turkist fascists define life as a war, a natural result of this understanding is that they believe 'internal' and 'external' enemies of Turks are everywhere: Minorities, Jews, Kurds, Armenians, Arabs, Russians, communists are sneaky and dangerous enemies of this world of war. To Turkist fascists, whoever is foreign is an enemy. Atsiz wrote in a 1934 article that 'the external enemies of the Turkish nation are the whole world.'"

Nihal Atsız (1905-1975), a leading Turkist figure, defined the Turkism ideal as follows:

"The Turks who dominate the Turan geography (Greater Turkish homeland) are ahead of and superior to all other nations".

Turkism was one of the ideologies of the Ottoman government led by the nationalist ruling party of Committee of Union and Progress (CUP), a.k.a. the Young Turks. They committed the first phase of the 1913-23 Christian genocide targeting Armenians, Assyrians and Greeks. The most important political power of the period, the CUP, turned Turkism into the official ideology of the Ottoman government. Historian Suren Manukyan notes that Turkism and pan-Turkism during the Young Turk era "aimed to create a homogenous Turkey and a Great Turanian superpower that would unite all Turkic-speaking peoples as far as Central Asia."

The Turkist-Turanist ideology -- alongside the jihad declared in November 1914 -- was among the motivating ideologies of the genocide. Today, Turkish nationalists either aggressively deny the genocide or proudly proclaim that they "would do it again."

1930s and '40s: Turkism blends with Nazism

Antisemitism, Dr. Yasli writes, became prominent in the Turkish fascist movement in the 1930s and 1940s. During that period, many Turkist thinkers blended Turkism with German Nazism. This greatly impacted the ideological arguments of the Grey Wolves movement. From then on, ideologues such as Nihal Atsız, Reha Oğuz Türkkan, Rıza Nur, Fethi Tevetoğlu and Orhon Seyfi Orhon increasingly helped spread Turkic supremacist ideas. Nihal Atsız, a prominent Nazi sympathizer, is largely considered as the founder and ideologue of the fascist movement in Turkey. "The first country to solve the Jewish issue was Germany," Atsız wrote. "Other nations are to learn lessons from them."

Last year, a park in Istanbul was named after Atsız, known for "measuring skulls" to determine people's "amount of Turkishness."

In her book Turkey, the Jews, and the Holocaust, scholar Corry Guttstadt describes Atsız as a "Turkish apologist for German Nazism":

"Nihal Atsiz was an avid Nazi sympathizer. He called himself a 'racist, pan-Turkist and Turanist', and was an open anti-Semite. From 1934 onward, Atsiz published the Turanist journal Orhun, in which he advocated a Greater Turkish Empire extending from the Mediterranean to the Pacific. His Turkism was based on ties of blood and race; he advocated a return to pre-Islamic Turkish beliefs."

When the Jewish communities of eastern Thrace were attacked during the 1934 anti-Jewish pogrom, Atsız's writings led to violence. Historian Rifat Bali noted that before the riots, Atsız had been given free rein to make crude anti-Semitic propaganda with no interference from the state.

Another Turkist ideologue, Reha Oğuz Türkkan, penned "the testament of Grey Wolves" in 1942:

"What is our ideology?

"Grey Wolf Turkism.

"What do we believe?

"That the Turkish race and the Turkish nation are superior to every race and every nation!

"What is the source of this superiority?

"Turkish blood.

"Are Turks born superior?

"Turkish people are naturally superior and talented. The Turk gets his intelligence, valor, military genius and great talent and aptitude from his blood.

"Could this advantage be lost?

"Even if it decreases with the effect of bad administration and bad environment, this is temporary. As soon as the Turk creates a good administration and a good environment, that will enable his own development, and this superiority will shine again.

"When might this superiority disappear altogether?

"If Turkish blood is smeared with foreign blood. In this case, the generations that will be born hybrid and mixed-blooded do not have the material and moral characteristics of the Turk and cannot be of superior lineage like a true Turk.

"Why are the Grey Wolves racist?

"Another reason why the Grey Wolves are racist is social; they know that only Turks can benefit Turks. Non-Turks and all kinds of converts, no matter how much Turkish culture with which they are raised, will never look like a real Turk, nor will they be able to serve this nation like a real Turk.

"When you say Turkish, do you mean those who have been [pure blood] Turkish throughout the generations?

"That is what my heart would like. But the Grey Wolves who see the realities also consider Turkish those whose ancestors are three-quarters Turkish or who have been Turkified by blood for four generations.

"Are Grey Wolves Pan-Turkists?

"Yes."

Racist ideas also found support from the then-Turkish government. The Turkish government at the time, Dr. Yasli noted, tolerated the activities of the Turkish fascist movement: the government had commercial and political relations with Nazi Germany during the Second World War, and some members of the Turkish government felt close to the Turkish fascist ideology and had great sympathy for Nazi Germany. The German-Turkish Treaty of Friendship, for instance, was signed between Nazi Germany and Turkey in Ankara on June 18, 1941. According to the U.S. National Archives and Records Administration:

"In October 1941 Germany concluded an important trade agreement with Turkey that provided for an exchange of Turkish raw materials, especially chromite ore, for German war material, together with iron and steel products and other manufactured goods, in order to draw Turkey further into the Axis orbit. In 1943 Turkey provided essentially 100 percent of German requirements. According to Albert Speer, Hitler's Armaments Minister, the German war machine would have ground to a halt without chromite ore."

During that period, many Turkish newspapers such as Cumhuriyet were creating propaganda for Nazi Germany. Authorities such as the prime minister at the time, Şükrü Saracoğlu, a member of the Republican People's Party (CHP), and Chief of General Staff, Fevzi Çakmak, also proudly voiced racist ideas. Saracoğlu, for instance, said at Turkey's parliament: "I am a Turkist prime minister... Turkism is a matter of blood for us as much as it is a matter of culture."

In line with this ideology, Turkist government policies systematically discriminated against minority citizens. For instance, conditions such as "being of Turkish race" were sought for people to be admitted to military high schools. In addition, under Saracoğlu's government, on November 11, 1942, Turkey enacted the Wealth Tax Law targeting Armenians, Jews and Greeks, to eliminate non-Muslims from the economy. Those who could not pay the taxes were sent to labor camps, deported or their properties were seized by the government.

With the support of the then-Turkish government, the ideologies of the 1940s, that spread racist ideas, formed the ideological infrastructure of the Turkist-Turanist movement by blending these ideas with Nazism.

1969: Turkist Supremacist ideas turn into a political party

In the 1960s, Turkic supremacist ideas were officially organized within a political party. Alparslan Türkeş, an ultra-nationalist military figure, joined the Republican Villagers' Nation Party (CKMP) with his team in February 1963 and became its leader in 1965.

Türkeş released a political pamphlet titled "Nine Lights Doctrine " (Turkish: Dokuz Işık Doktrini), which became the ideological backbone of the party at its 1967 congress. Türkeş was then declared the "chieftain" of the movement. In the congress that took place two years later, the name of the party was changed to the Nationalist Movement Party (MHP) and the process of the movement turning into a political party was complete.

1970s: Islam becomes major part of Turkism through "Turkish-Islam synthesis"

The MHP, whose founding ideology was shaped in the congress in 1969, also adopted a change in the ideology of the movement. The racist ideology represented by the "historical" leader of the movement, Nihal Atsız, was then combined with Islamic motifs, a change necessary for the movement to become massive; it might not have been easy for a Turkish identity based solely on race to be popular. Hence, the MHP, led by Türkeş, aimed to appeal to the conservative and religious feelings of the masses. To this end, the MHP added Sunni Islam to its Turkish identity. Seyyid Ahmet Arvasi, (1932-1988), an ideologue of the Grey Wolves, elaborated the concept as "Turkishness is our body, Islam is our soul." The Turkish nation, Arvasi argued, should dominate the global order. According to scholar Evangelos Areteos:

"Türkeş and his followers... fully espoused the new concept of 'Turkish-Islam synthesis'. This synthesis puts Islam, in its cultural and not its political dimension, on the same level with ethnicity (being a Turk) as the two components of Turkish nationalism."

Grey Wolf Hand Sign

The MHP and the Grey Wolves have a "hand sign" that has become the symbol of the movement. Türkeş attributed a certain meaning to the sign, which he explained to Osman Bölükbaşı, the founder of the Nation Party, as follows:

"This little finger is Turkish, and this index finger is Islam. The space between them with which we make that Grey Wolf sign is the world. And the point where the remaining 3 fingers meet is the seal. In other words, if we make the sign, the following [meaning] will emerge: We will strike the Turkish-Islamic Seal on the World."

Some Turkish nationalists date the Grey Wolf sign to the artifacts allegedly found in China. According to the Turkish media:

"It is evident from the 6th century 'Turkish Khan [king] statue' found in the caves that the Grey Wolf sign was the victory sign of the Turkish Khans in the pre-Islamic Gokturk [First Turkic Empire] period and other Turkish states [nomadic confederations of Turkic peoples in medieval Inner Asia]."

This sign has been made in public not just by Grey Wolves but by other Turkish political leaders as well including Erdogan, and the head of the main opposition Republican People's Party (CHP) Kemal Kılıçdaroğlu.

In March 2019, Austria banned the Grey Wolf salute. The Turkish Ministry of Foreign Affairs "strongly condemned" the decision and called on Austria to "correct this mistake," saying it "deeply offends bilateral relations between Turkey and Austria."

Massacres by Grey Wolves across Turkey

By 1970, Grey Wolves formed their organizational structure within "idealist hearths" across Turkey and escalated their aggression against minority citizens including Alevis, a persecuted religious minority, and leftists in the country.

On March 16, 1978, for instance, Grey Wolves -- with the help of police -- carried out a massacre against leftist students at the Beyazit campus of the Istanbul University. Seven students were killed and more than 40 wounded.

Throughout the same year, the Grey Wolves attacked Alevis and leftists in many central and eastern Anatolian cities. Especially where the Alevi and Sunni populations lived together, the Sunni population was called to "carry out jihad against the Alevis and communists ". On April 17, in the city of Malatya, houses and workplaces belonging to Alevis were destroyed and set on fire. During the massacre that lasted for three days, seven Alevis were murdered and around 100 were wounded, according to official figures. From September 3-7, in the city of Sivas, attacks were carried out in which 10 Alevis were murdered and 93 wounded. Homes and other properties belonging to Alevis and leftists were burned.

On October 9, 1978, seven young members of Turkey's Workers' Party (TİP) were brutally murdered by Grey Wolves in the neighborhood of Bahçelievler in Ankara. They were either strangled with wire or shot in the head in their homes.

In the city of Maras in southeastern Turkey in December 1978, Grey Wolves targeted Alevis once again. Prior to the massacre, during a Friday sermon, an imam provoked Sunni Muslims to "cleanse Alevis and the nonreligious". Other violent calls were made repeatedly through loudspeakers. They burned some of their victims alive, slaughtered them with axes, and raped women. Hospitals were besieged and the wounded killed. People who gathered were set on fire and shot at with automatic weapons. Although the governor of the city declared a curfew, the mob did not stop. The police and the army stood idly by and did nothing to protect the Alevis. During the massacre, which lasted for five days, more than 100 people were killed, including babies, children and pregnant women, and hundreds were wounded. In some instances, the assailants, many of whom were Grey Wolves, poured gasoline on those who could not answer questions about Islam.

On May 16, 1979, during a massacre in the Piyangotepe district in Ankara, the Grey Wolves killed 7 people and wounded 10 by raiding and shooting at a cafe where leftists often gathered.

In 1980, the violence escalated. The Grey Wolves assassinated parliamentarians, public prosecutors, professors, and journalists, as well as one of the leaders of the Turkish workers' movement, Kemal Türkler, on July 20, 1980.

Other ethnic minorities such as the Kurds have also been targeted. The MHP has adopted a policy of rejection of solving the Kurdish issue in Turkey through democratic means. In March, the MHP officials announced that they prepared a case file that would demand from the Supreme Court the closure of the Peoples' Democratic Party (HDP), a pro-Kurdish opposition party in Turkey's parliament. In October, MHP Chair Devlet Bahçeli once again targeted the HDP, which is currently facing a closure case at Turkey's Constitutional Court, and said that the HDP must be closed. Bahçeli, in line with its party's ideology, also denies the existence of a Kurdish political issue in Turkey. In September, for example, he said:

"There is no such thing as the Kurdish issue in Turkey. Whoever says, insists or claims there is are cowards whose hearts do not beat with the Turkish nation."

The Turkish nationalistic refusal of granting Kurds equal rights leads to attempts at solving the issue through militaristic or authoritarian means, which is what the Turkish government has for decades been doing. In recent years, for instance, the democratically-elected Kurdish mayors across eastern Turkey have been dismissed and replaced by the officials of the government. A total of 49 HDP mayors have been dismissed on various charges and trustees have been appointed in their place. In addition, at least 31 HDP mayors have been arrested, joining thousands of party members as well as Kurdish journalists and lawyers imprisoned in Turkey. An ally of the Erdogan's government, the MHP, has been supporting and encouraging the anti-democratic government policies against the HDP.

The MHP's rejection of solving the Kurdish issue democratically has been accompanied by attacks including threats, beatings, attempted lynching and murders against members of the Kurdish community across Turkey.

Grey Wolves are also active in the Turkish-occupied northern Cyprus. In 2015, while two Turkish Cypriots -- Çinel Senem and Koray Başdoğrultmacı --- were tried at a "court" in the Turkish-occupied city of Famagusta for waving at their workplace the flag of their country, the Republic of Cyprus, Grey Wolves attacked the couple in front of the courthouse, and shouted slogans about death and destruction, reported the newspaper Afrika.

Armenians have also been subject to Grey Wolf violence and hate speech. In 2015, the head of the Idealist Hearths (Grey Wolves) in the city of Kars, Tolga Adıgüzel, falsely claimed that it was Armenians who committed genocide against Turks in 1915. He then went on to threaten Armenians:

"Are treacherous minds sold out inside and outside of Turkey trying to strain our patience? Or should we go hunting for Armenians in the streets of Kars?"

In October 2020, Turkish nationalists did exactly that -- this time, in France. During the 44-day war in Nagorno-Karabakh in the South Caucasus, hundreds of Turks looking for Armenians took to the streets in the French city of Lyon. The Grey Wolves, marching with Turkish flags, were chanting Allahu akbar (Allah is the greatest), and "Where are you Armenians? Where are you? We are here... sons of bitches."

Jonathan Lacôte, France's ambassador to Armenia, announced that French police were protecting Armenian community centers in France from Turkish attacks and vandalism.

As International Christian Concern notes,

"The Grey Wolves have a long history of terrorism towards ethnic religious minorities, but their skillset has evolved. They are stronger than in the early 2000's. The MHP's political alliance with Turkey's ruling AKP three years ago legitimized them, giving the Grey Wolves a new sense of unity. They are militarized, they are efficient, and they are on the move globally. Their mission is Pan-Turkic Islamism, and any ethnic Christian who exists within their targeted sphere is at risk."

It is time for civilized nations to look more closely at the violent attacks and threats by the Grey Wolves against minorities and dissident intellectuals in and outside of Turkey.
