Within the frameworks of the criminal case, known as Zibileaks among the public, Heghine Pograryan has been arrested on July 24 on suspicion of committing a publicly dangerous act, the Special Investigative Service reported.

Based on the data received, Heghine Pograryan, before the May 14, 2017 Yerevan City Council elections, met with a couple and promised to give them 10.000 AMD bribe for voting in favor of City Council candidate Taron Margaryan.

Investigation continues.

Sasna Dzrer's Arayik Hakobyan Released from Pre-Trial Detention

Arayik Hakobyan, a member of the Sasna Dzrer group charged with the armed seizure of a Yerevan police building in 2016, was released from pre-trial detention today after three Tsarukyan Alliance MPs submitted their personal guarantees, and a 500,000-dram promissory note each, that Hakobyan would not flee prosecution.

The three MPs vouching for Hakobyan were Naira Zohrabyan, Vahe Enfiajyan and Sergei Bagratyan.

Armenia’s Special Investigative Service (SIS) announced that Armenia’s second president Robert Kocharyan has been charged with a criminal offense on the basis of sufficient evidence obtained during the preliminary investigation on the criminal case on the events that took place in Yerevan from March 1-2, 2008.

Kocharyan is accused of violating Article 300.1 of the Armenian Criminal Code (Usurping state power, i.e. seizure of state power, in violation of the Constitution of the Republic of Armenia, or keeping it with violence, as well as, actions aimed at the overthrowing of constitutional order of the Republic of Armenia, or the violent breach of territorial integrity of the Republic of Armenia, is punished with imprisonment for the term of 10 to 15 years).

A motion has been filed with a Yerevan Court to detent Kocharyan.

Note to Readers: Thousands in Yerevan took to the streets in February 2008 after the Central Electoral Commission declared Serzh Sargsyan the winner of the February 18 presidential election.

Combined units of the police and army attacked the protesters on March 1. Eight civilians and two police officers died in the melee.

PanARMENIAN.Net - Former president Robert Kocharyan was apprehended on Friday, July 27 after being charged with overthrowing the constitutional order of Armenia back on March 1, 2008.

According to the Special Investigation Service, Kocharyan overthrew the constitutional order of Armenia by prior agreement with other persons.

The investigator had submitted a petition to the court of general jurisdiction of the first instance of Yerevan to name detention as a preventive measure against the ex-President.

Kocharyan was summoned for interrogation on Thursday as a witness in an investigation into the post-presidential election crackdown on March 1, 2008. Eight civilians and two police officers were killed immediately after the election of a new President 10 years ago.

Secretary-General of the Collective Security Treaty Organization (CSTO), Colonel-General Yuri Khachaturov, who commanded the Yerevan garrison of the Armenian Armed Forces on March 1, 2008, has also been charged with overthrowing the constitutional order of Armenia

The Investigation Service announced earlier that it had charged Armenia’s defense minister at the time of the March 1, 2008 incident, General Mikayel Harutyunyan, with illegally mobilizing the country’s Armed Forces against peaceful demonstrators, calling it a “breach of constitutional order.”

YEREVAN, August 10. /ARKA/. During a visit today to Tavush province Armenian Prime Minister Nikol Pashinyan was asked to comment on a statement by Russian Foreign Minister Sergey Lavrov on the latest developments in Armenia.

On July 31 Lavrov said that Moscow was ‘concerned’ over the latest developments in Armenia targeting former officials. Lavrov's remarks came after former Armenian president Robert Kocharyan was charged with overthrowing the constitutional order. 

"The events of the last few days contradict the recent declarations of the new Armenian leadership that it was not planning to pursue its predecessors on political grounds," Lavrov said. "Moscow, as an ally of Yerevan, has always had an interest in the stability of the Armenian state, and therefore what is happening there must be of concern to us," he said. Lavrov said also his ministry had raised its concerns with the Armenian leadership and was hoping for a "constructive" response.

Speaking to reporters in Tavush today Pashinyan said: "Now we have another situation, and we all need to adapt to this situation, including our Russian partners, so everything is fine." 

A Yerevan district court late on July 27 ruled that the Special Investigative Service (SIS) could hold Kocharyan for two months in pre-trial detention pending investigation. The case dates back to late February and early March 2008 following the disputed presidential election, when then prime minister Serzh Sargsyan was declared the winner, angering the opposition, led by the first Armenian president Levon Ter-Petrosyan and setting off 10 days of nonstop protests that led to a crackdown on March 1, in which 10 people were killed and more than 200 injured.

Kocharyan is now charged with toppling constitutional order in collusion with other persons, and the agency has applied to court for a detention warrant. 

The same charge was brought against Yuri Khachaturov, secretary general of the Collective Security Treaty Organization, who had been the chief of the Yerevan garrison at the time of the bloody events of 2008.  However, Khachaturov was released on bail, for AMD 5 million.  

Also former defense minister Mikael Harutyunyan is wanted by the law-enforcement authorities as a defendant in the case. He is accused of illegally using the Armenian armed forces against opposition supporters who demonstrated in Yerevan in the wake of the disputed presidential election held in February 2008. --0----

Armenia’s former President Robert Kocharyan has been released from custody on court order.

The Court of Appeals ruled today to release him from jail on the basis of his constitutional immunity.

Kocharian was jailed July 27 on charges of violating constitutional order for sending police and soldiers to break up a post-election demonstration in Yerevan in March 2008 that saw 10 killed.

Thousands rally in Armenia in support of new premier

Thousands of Armenians rallied on Friday in Yerevan in support of the anti-corruption reformist Prime Minister Nikol Pashinyan, 100 days after mass anti-government protests propelled him to power.
 
Pashinyan led thousands of supporters who marched through the streets of the Armenian capital before gathering in Yerevan's central Republic Square.
 
"I want to report to you on what has been done since I was elected prime minister hundred days ago," Pashinyan told the rally.
 
After spearheading weeks of anti-government protests, Pashinyan was elected as Prime Minister in May, promising to stamp out official graft.
 
His crackdown on corruption has sparked military ally Moscow's anger with Russia's Foreign Minister Sergey Lavrov warning Yerevan last month against targeting former officials.
 
Lavrov's warning came after former Armenian president Robert Kocharyan was charged with tipping a 2008 election in favour of his pro-Moscow successor.
 
Armenia's foreign ministry quickly tried to reassure Moscow that its foreign policy priorities remain focused on strengthening allied relations with Russia.
 
"We want that our strategic partner Russia and other countries respect our new government, don't meddle in our internal affairs. It's none of their business who is being prosecuted in Armenia," 24-year-old student Aram Amaryan told AFP at Friday's rally.
 
Kocharyan was on Monday released from pre-trial detention and announced a political comeback. Analysts said that the pro-Russian former leader is trying to mobilise opposition forces against Pashinyan's government.

According to him, all the robbers will be revealed in turn, law enforcement agencies constantly work to this end. However, the current judicial system, inherited from the former regime, raises many questions. Despite the authorities' intention not to interfere in the affairs of the judicial body, nevertheless, the question of trust in the judicial system remains open. Esecially when judges continue to receive instructions from former corruption authorities. "A corrupted judicial system casts a shadow over all statehood," the RA Prime Minister stated, suggesting the formation of temporary transitional justice bodies, which will have to deal with issues related to corruption. Nikol Pashinyan pointed at the fact that brother of one of the highest- ranking officials of Armenia had $ 30 million on just one of his account in the commercial bank of the country. The problem is that this person was never bound by his participation in power, but the presence of a powerful patron could play a role. Transitional justice agencies, which should not be misunderstood as emergency courts, should deal with similar issues.

The prime minister also noted that many international structures have announced their assistance to the new authorities of the country in identifying and freezing accounts of corrupt officials in foreign banks and returning stolen funds.

Armenia set to end out-emigration, Pashinyan says

YEREVAN, August 19. /ARKA/. According to official data, 29,986 more people arrived in Armenia in a time span from May 10 to August 14 this year than left it. In the same period of time last year, the number of people who left Armenia exceeded the number of those who arrived by 6000. 

Citing these numbers at a rally held in Yerevan last Friday, Prime Minister Nikol Pashinyan said they indicate the first and most important stage of ending out-emigration.

According to Pashinyan, 34 thousand more foreigners, many of them ethnic Armenians, arrived in Armenia from May 10 to August 14 than in the same period of 2017. "In essence, this means an increase in investment and tourism interest," he stressed. 

Another evidence of the growing interest in Armenia, according to the prime minister, is the 20% rise in the prices of real estate in the capital city Yerevan and beyond it. He said these means that many of Armenian emigrants choose to come back home.

According to the National Statistical Committee, the resident population of Armenia as of July 1, 2018 stood at 2. 969.8 million, down by 10,100 people from the year earlier.

The number of babies born in January-June, 2018, decreased by 5.7% from the same time span to 16,189. The number of deaths decreased by 9.5% to 13,112. -0-

Separating business from state: A look at Armenia’s economy during Pashinyan’s first 100 days

Much has been achieved, yet much remains to be done

The first 100 days of Nikol Pashinyan as prime minister of Armenia will be remembered for the number of corruption schemes that were uncovered as well as the high-profile arrests that took place.

But these front-page stories and scandalous events were only a part of the new economic programme of the ‘revolutionary’ government of Armenia. The new Prime Minister Nikol Pashinyan came to power in Armenia as a result of the ‘velvet revolution’ in April 2018.

His first one hundred days have ended. What economic reforms have been launched, what has been achieved, and what direction is the new government moving in? JAMnews offers a detailed look at the new Armenia through the comments of experts.

Stabilising the economy 

Armenia posted 8.9 per cent economic growth in the first six months of 2018. Last year, this indicator was 6.1. The national currency, both during the days of the revolution and after, did not change significantly.

However, some economic indicators did take a tumble. For that reason, the first priority of Pashinyan’s government was to stabilise the economy.

Armenia’s former cabinet of ministers, headed by Karen Karapetyan, forecasted 4.5 per cent growth for 2018. After the first six months, it was clear that this indicator would be significantly higher. Specialists have predicted a minimum growth of 6.5 per cent for Armenia this year.

Hrant Mikaelyan, economist:

“The economy was stressed by the revolution, as usually happens in such situations. However, the impact was not very deep. I’d assess the losses at 2.5 per cent of the overall GDP growth.”

Bagrat Asatryan, economist:

“The velvet revolution gave rise to difficulties on financial markets, and there was an outflow of money. In April 2018, Armenia’s international reserves were depleted by 200 million dollars. 

“However, the economic decline has already been corrected.

The year was also a successful one for the agricultural sector. Although the results still have to be calculated, the data as of July shows that fruit and vegetable exports grew some 70 per cent. Significant growth was also recorded in other spheres.”

Hrant Mikhaelyan, economist:

“As of now, there is solid growth in both the service sector and commerce, including construction to some extent. This is connected to the overall positive environment around Armenia. Armenia has integrated into the Eurasian Economic Union, but the GSP and GSP+ policies with the US and the EU are also in force. There is also a trade agreement with Georgia.

The fight against market monopolisation 

The new government announced a fight against artificial monopolies on its first day in power. PM Pashinyan stated that every citizen must have the ability to freely import any and all products to Armenia.

It also came out that a number of companies in Armenia had not been paying taxes for years, including Yerevan City, a large supermarket network. All these companies later ‘returned’ their arrears to the state treasury and are now working in accordance with the new laws. Not one company was shut down.

Hrant Mikhaelyan, economist:

“The new government is trying to introduce an acceptable policy, without extremes, even against large monopolies, and so far [these policies] are justifying themselves – all players have remained on the market, but in different [operating] conditions.”

Separating business from the state

The goal of separating business from the state was also announced as one of the government’s main priorities. Nikol Pashinyan has already partially achieved this goal. There is not a single oligarch or high-profile businessman in his new cabinet who would be capable of using their power for their own aims.

Criticism

Despite the generally positive trends in the country and societal support, there has also been a fair bit of criticism of the new government.

The main reason is that there are no numeric predictions in the economic programme, and no long term economic development programme as a whole has been presented.

Bagrat Asatryan, economist:

“The fight against corruption, and the divorce of business from the state are the most important parts of the [new] structural changes. However, this cannot be called an economic policy. Direct changes in the country’s policy are necessary, which would then attract investments not only from abroad but also domestically. The economic model must be such so as to realise long-term projects.”

Summary

Experts assess the economic indicators of the last three months as positive. However, they note that the most important and main steps that need to be taken are still ahead, because the old economic model continues to be in play in Armenia. It is namely the new economic strategy which will show whether or not Pashinyan’s government is capable of providing a real boost in the economy, something which Armenia has long been awaiting.
