If Azerbaijan considers itself the legal successor of the Azerbaijan Republic of 1918-1920 and does not recognize the Azerbaijan SSR within its borders, then we can remember that Nakhchivan was transferred to Azerbaijan during the USSR. In this case, let them return it to Armenians, famous cartographer Rouben Galichian told NEWS.am.

He reminded that from 1918 to 1936, there were no enclaves in Armenia and the USSR had created them.

The expert reminded once again that the document on the border between Armenia and Azerbaijan was ratified back in 1969 on the basis of the maps of the General Staff of the USSR Armed Forces.

"The Azerbaijanis have seriously advanced from this border deep into Armenia in the areas of Sevlich, Shroja, David Bek. Until they withdraw their troops beyond the border line, the document on which Azerbaijan itself ratified, we should not start the process of delimitation and demarcation," he said.

YEREVAN, SEPTEMBER 8, ARMENPRESS. The Armenian government will not give any corridor through Armenia’s territory to anyone, PM Nikol Pashinyan said.

 

The PM made the remarks when asked at a meeting with the Armenian community in Vladivostok whether or not the opening of regional connections could be a threat for Armenia, namely for Syunik province.

“The opening of the road doesn’t create any danger for Armenia and Syunik province, on the contrary it will bring additional security and stability guarantees, it is another matter that sometimes there are expressions in the Azerbaijani narrative which reveal some dangers. For example, they speak about a corridor. I want this to be very clear: we will not give any corridor to anyone through the territory of Armenia. But we will give a road, we will open the road, and we are ready to do it at any moment. We’ve also conveyed proposals, as soon as Azerbaijan accepts these proposals we can sign a concrete document based on these proposals and very quickly implement these agreement. I assure you this doesn’t create any dangers,” the PM said.

 
 

PM Pashinyan warned that Azerbaijan wants the regional connections to be opened in a way that Armenia remains blockaded. “This is a threat when the road opens, others have the opportunity to use these connections, and Armenia won’t. What do we mean? In case of opening of regional connections Armenia will receive railway and automobile connection with Russia through Azerbaijani territory,” Pashinyan said.

The PM added that today the entire Armenian economy depends on the Upper Lars road, and today this road is more overloaded because due to the situation in Ukraine a part of shipments which were previously carried out through the Black Sea are now done through this section.

He said that he wants the regional connections to be opened and that it isn’t impossible.

YEREVAN, SEPTEMBER 19, ARMENPRESS. Vice Speaker of Parliament of Armenia Hakob Arshakyan received today Ambassador of Japan Masanori Fukushima, the Parliament’s press service said.

 

The meeting was also attended by members of the Armenia-Japan parliamentary friendship group Tsovinar Vardanyan, Heriknaz Tigranyan and Lusine Badalyan.

 
 

Welcoming the Ambassador, Hakob Arshakyan offered his congratulations on the occasion of the 30th anniversary of the establishment of diplomatic relations between Armenia and Japan.

“Armenia and Japan have managed to develop close friendly ties, high-level political dialogue and cooperation based on common values. We are hopeful that the 30th anniversary of the establishment of diplomatic relations will further strengthen our bilateral ties in political, cultural and other areas”, the Vice Speaker said.

He briefed the Ambassador on the latest Azerbaijani attacks on Armenia. Mr. Arshakyan said that there is credible evidence that Azerbaijan is preparing for a new attack, by expanding the geography, including from Nakhijevan, conducting an encroachment against Armenia’s territorial integrity.

Hakob Arshakyan expressed his concerns over the Nanmadol typhoon, as a result of which around 4 million people were evacuated, and expressed hope that the situation will be solved soon.

 

The Ambassador of Japan thanked for the reception and for the detailed information. He said that he will transfer the information about the situation of Armenia and Nagorno Karabakh presented by the Vice Speaker to the Japanese government.

Masanori Fukushima said Japan and Armenia have warm partnering relations, but there is a major potential for cooperation which is still not utilized, adding that practical steps should be taken on this direction.

 

He said that it’s time to boost the cooperation in political, economic, educational, cultural and other areas.

Both sides attached importance to strengthening the Armenian-Japanese cultural and scientific ties.

A number of agreements were reached over the upcoming visit of Vice Speaker of Parliament Hakob Arshakyan to Japan.

Armenia needs support (France): Shameful EU and Israel

The shocking video of a mutilated Armenian female soldier by the armed forces of Azerbaijan should be a wake-up call for the European Union (EU) and Israel. Nobody expects NATO Turkey to care given the past genocide of Armenians by the Turks and allies in the dark days of 1915-1916. Indeed, Turkey openly supported Azerbaijan in killing Christian Armenians in Nagorno-Karabakh during the conflict of 2020.

Hence, videos and photos from 2020 also show the armed forces of Azerbaijan beheading Armenian civilians and soldiers. Thus it is shocking that NATO – in full knowledge of the role of Turkey – merely shrugged its shoulders because no repercussions happened.

France 24 reported (2020), “… intelligence reports had established that 300 Syrian fighters drawn from “jihadist groups” from the Syrian city of Aleppo had passed through the Turkish city of Gaziantep en route for Azerbaijan.”

President Emmanuel Macron of France said, “A red line has been crossed, which is unacceptable… I urge all NATO partners to face up to the behavior of a NATO member.”

Armenia needs to focus on the one EU nation – which is open to pressuring the energy deal between the EU and Azerbaijan. Hence political elites in Yerevan need to work more closely with France. Also, of all the political leaders in the EU, Macron can reach out to President Vladimir Putin of the Russian Federation – to a higher degree.

Armenia needs to convey to France the energy angle. Also, the armed forces of Armenia need to focus on upgrading its weapons system aimed at drone warfare – and other angles – after Israel tilted the military dynamics to favor Azerbaijan.

Despite the knowledge of history (Armenian Genocide) and the bestial acts of Azerbaijan forces in 2020, the EU still signed an important energy deal with Azerbaijan. Armenia needs to reach out to France and other EU nations to highlight the shocking acts committed against Armenians by the armed forces of Azerbaijan (the lady below had her entire body mutilated recently by the armed forces of Azerbaijan after being killed).

The European Union’s official website says, “Today in Baku, Commission President Ursula von der Leyen and Commissioner for Energy Kadri Simson met with President Ilham Aliyev and Azeri Energy Minister Parviz Shahbazov to strengthen the existing cooperation between the EU and Azerbaijan. The two Presidents signed a new Memorandum of Understanding on a Strategic Partnership in the Field of Energy.”

The EU should be ashamed of this agreement knowing the recent events of Nagorno-Karabakh. Israel also should look in the mirror – for the Armenians and Jews have suffered countless pogroms and ultimately genocides that took place in the space of three decades. Therefore, Israel should be ashamed of its role in boosting the armed forces of Azerbaijan to kill Armenian Christians.

The United States Holocaust Memorial Museum says, “The Armenian genocide refers to the physical annihilation of ethnic Armenian Christian people living in the Ottoman Empire from spring 1915 through autumn 1916. There were approximately 1.5 million Armenians living in the Empire. At least 664,000 and possibly as many as 1.2 million died during the genocide. Armenians call these events Medz Yeghern (the great crime) or Aghet (catastrophe).”

Between 2016 and 2020, Israel accounted for 69 percent of all military sales to Azerbaijan. This includes sophisticated weapons that altered the military balance between Armenian forces in Nagorno-Karabakh and the nation of Azerbaijan.

The National Interest (Michael Rubin) reports in 2020 – concerning the Russian Federation peacekeeping troops – “Nor is it clear that the peace-keeping lines will work. The Russian peacekeepers I encountered both in Stepanakert and in the Kelbajar district were professional. They were friendly toward locals. They let children sit on top of their BTRs, drank vodka with older residents in order to build rapport, and systematically reached out to NGOs, both Western and local, in order to establish mechanisms to coordinate. That said, their lines are thin. The Russians have neither been able to stop kidnappings of Armenian civilians by Azeri forces or their mercenaries, even along the safe-passage Lachin corridor nor have they been able to prevent skirmishing around the Sotk goldmine. Should chaos envelop Russia when President Vladimir Putin dies, the Russian peacekeepers could evaporate as quickly as they came and leave Armenia exposed.”

Since Rubin said this, events in Ukraine and the Donbass (Donbas) region highlight that Azerbaijan and Turkey believe that the Russian Federation is overstretched. Hence, Armenia needs greater international support – given the legacy of genocide and the involvement of nations today that continue to seek to crush the Armenians. Thus it isn’t difficult to imagine the real intentions of Azerbaijan and Turkey – knowing the mentality of both political leaders.

Articles within the Collective Security Treaty Organization (CSTO) of Armenia, Belarus, Kazakhstan, Kyrgyzstan, the Russian Federation, and Tajikistan – are meant to provide greater security if one nation is threatened. Yet the CSTO currently seems muted in its response to the recent actions by Azerbaijan.

If the Russian Federation and CSTO don’t increase their support of Armenia at this difficult time, then the political elites in Yerevan need a fresh approach. Thus it is incumbent on the leaders of Armenia to reach out to other nations with greater urgency – while pressurizing the EU and Israel concerning human rights.

Azerbaijan is undermining the hand of the Russian Federation concerning energy to the EU. Similar to the leader of Turkey playing off NATO and the Russian Federation. On the one hand, some policies by Turkey are pro-Russian Federation. However, Turkey is also sending military drones to Ukraine that kill Russian soldiers. Therefore, with Armenia being open to the Russian Federation concerning geopolitics and necessity – the indifference of political elites in Moscow is surprising.

Armenia needs to evolve its economic, military, and political angles because events on the ground are changing. While also maintaining cordial relations with nations that have traditionally provided a semblance of security.

Azerbaijan views the conflict through the prism of land and Turkey via its utter hatred of Armenians -within the political elites in Turkey. For Armenia – given countless pogroms in history and the genocide of the early twentieth century – it is about survival.

Russian President Vladimir Putin on Tuesday said Moscow was worried about fresh fighting between ex-Soviet countries Armenia and Azerbaijan, calling on the historic foes to negotiate solutions to their territorial disputes.
 

"I want to underscore that any conflict scenarios between countries close to us cause us serious concern," the Russian leader said in televised remarks.

Fighting flared last week between the Caucasus countries, leaving more than 200 dead in the worst flare up since a war in 2020.

That six-week war ended with more than 6,500 deaths and a Russian peace deal, with Moscow dispatching thousands of peacekeeping forces.

"We call on everyone to exercise restraint, strictly observe the ceasefire and firmly follow the tripartite statements of the leaders of Russia, Azerbaijan and Armenia," Putin said.

Putin's call comes after US Secretary of State Antony Blinken on Monday urged peace between the arch foes as he brought together their top diplomats for the first time since the deadly border clashes.

During a visit to Yerevan last weekend, US House Speaker Nancy Pelosi blamed Baku for "illegal" attacks on Armenia, condemning an "assault on the sovereignty" of the country.

The growing US diplomatic engagement challenges Russia's role as the region's powerbroker, with frustration brewing in Yerevan over the lack of support from traditional ally Moscow, which is distracted by its war in Ukraine.

Washington Can Help Armenia's Christian
 
The United States can rein in Azerbaijan without any threat of military intervention

Last summer, Nancy Pelosi took a needlessly provocative trip to Taipei that threatened to upset the tense status quo across the Taiwan Strait. But the House speaker should be commended for visiting Armenia over the weekend to telegraph the American people’s solidarity with the world’s first Christian nation—and one of history’s true victim nations—as it comes under unjust assault by Azerbaijan.

Pelosi’s small congressional delegation arrived in Yerevan following last week’s Azeri incursion deep into Armenian territory, which killed more than 100, including many civilians, and caused thousands to flee their homes. Standing side-by-side with her Armenian counterpart, Alen Simonyan, Pelosi denounced the “illegal and deadly attacks by Azerbaijan on Armenian territory” and made clear that it was Baku that had aggressed once more against its neighbor.

Her message was in striking contrast to the Biden administration’s mealy-mouthed expressions of concern and both-sides-ism. Most American media, meanwhile, couldn’t be bothered to take much interest at all, since Ukraine is apparently the only international conflict that matters. Worst, Washington hawks and neoconservatives have been working double-time to amplify Azeri talking points about Armenia being a Russian and Iranian puppet.

The conflict traces back to the breakup of the USSR, which resulted in an overwhelmingly Christian enclave called Nagorno-Karabakh being caught on the wrong side of the post-Soviet border between the two countries. Armenian forces eventually took control of the enclave and its surrounding regions, and the conflict remained largely “frozen” until 2020, when a newly emboldened Baku under president-for-life Ilham Aliyev resolved to seize Karabakh.

This time around, the Azeris had the benefit of American and European support—the fruit of a lavishly funded lobbying effort launched years earlier. As Barbara Boland first reported for The American Conservative, Baku in 2019 alone spent $1.3 million to retain “not one, but six of K Street’s heavy-hitting firms, including the Livingston Group, Stellar Jay Communications, BGR, the Podesta Group, and DLA Piper.” Desperate for non-Russian natural gas, Europe warmed up to Baku, as well.

The framing took hold in the West: kleptocratic Aliyev is the good guy, while democratic Armenia is home to the pro-Russia, pro-Iran bad guys.

Azerbaijan, moreover, drew strength from a much more assertive Turkey under Recep Tayyip Erdogan, which supplied it with materiel and Islamist recruits. Likewise Israel, seeing in Aliyev a useful cat’s paw against Tehran, helped out with drones that wreaked havoc on Armenian forces. After militarily humiliating the Armenians in Karabakh, the Azeris expelled Christians, leading to heartrending scenes of members of the world’s oldest Christian political community bidding farewell to their churches before being forced out. More recently, the Azeris collectively punished the Christians remaining in Karabakh by cutting off their gas.

The expulsions point to the deeper roots of this conflict: the fact that Armenia stands as a hindrance to Turkish dreams of territorial expansion and ethnically contiguous territory, the sort of animus that a century ago gave rise to the first modern genocide—indeed, to the very event that inspired the coinage “genocide.”

This is serious. American Christians, especially, should pay attention. Washington’s adoption of the Aliyev regime as a client once more puts the United States on the wrong side of the struggle to preserve Christianity in its historic heartlands. Earlier American missteps, not least the Iraq War, have already nearly erased some of the world’s oldest indigenous Christian populations. Now the same prospect menaces Armenia, the first nation to embrace Christianity, even before the Constantinian conversion led to the legalization of the faith in the Roman Empire.

Azerbaijan’s apologists make hay of the fact that Armenia hosts a Russian base. Yet as Mark Movsesian noted in a Compact column Monday, Moscow is also very close to the Aliyev regime and has thus far declined to forcefully back Yerevan, despite earlier assurances. As for Armenia’s friendship with Iran, the ties transcend the current Islamic Republic, dating back to late antiquity (the ruling dynasty that Christianized Armenia was an offshoot of the Iranian Arsacids). In the event, the Islamic Republic cheered the Azeri conquest of Karabakh.

Besides: whom would we expect the Armenians to embrace, in a neighborhood otherwise mainly featuring Turks, the authors of an attempted genocide of their nation? What will it take for the United States to prioritize the safety and preservation of indigenous Christian communities in their historic homelands?

Unlike with Taiwan, there is no risk of a direct military confrontation involving the United States. All it would take to improve the situation in Armenia is for Washington to rein in one of its newfound satrapies and act with a little more fairness in the region. House Speaker Pelosi pointed the way.

“We mourn the losses together with you and we express our sincere condolences. We wish the Republic of Armenia and the people of Armenia peace, prosperity and confidence for the future.
