YEREVAN. – The genocide of Armenians in Azerbaijan needs to be recognized at the legislative level.

Analyst Grigori Ayvazyan, who is also head of the Assembly of Armenians of Azerbaijan, stated the aforementioned at a press conference on Wednesday. 

In his words, the matter of national communities can be decisive at some point in the efforts to resolve the Nagorno-Karabakh (Artsakh) conflict, and therefore the Armenian state should be ready for it.

“Recognition of the genocide of Armenians in Azerbaijan is a necessity,” Ayvazyan noted. “Just as Nagorno-Karabakh’s independence should have been recognized during the [four-day] war of April 2016.”

The analyst expressed a view that the ongoing rallies in Baku, the capital city of Azerbaijan, may turn into demands by the “Karabakh refugees of Azerbaijan.”

“It’s enough to just see who the organizers of those protest actions are,” Grigori Ayvazyan added, in particular. “So, one should always keep in mind that Azerbaijan should not be underestimated, and Armenia should always be reminded of the presence of Armenian refugees [from Azerbaijan].”

He stressed that Armenia should act as the initiator, and by using all possible methods.

Pashinyan in Moscow: I am not authorized to negotiate on behalf of Artsakh

Prime Minister Nikol Pashinyan of Armenia reiterated in Moscow that he is not authorized to negotiate on behalf of Artsakh (Nagorno-Karabakh) as he was asked to comment on the question whether he has discussed the issue of returning Artsakh to the negotiating table at the informal talks with the Azerbaijani president in Davos.

“I have repeatedly stated that I represent and can represent the Republic of Armenia in the negotiation process. I cannot represent Artsakh for the simple reason that its citizens have not elected me as their prime minister,” he told a briefing.

He stressed that the Artsakh citizens elect their own president, have their own government and parliament. “That’s why I can’t hold talks on behalf of Nagorno-Karabakh,” he said.

The Armenian leader noted everyone is naturally interested in all the details of the Davos meeting, but it is “unacceptable to reveal them for ethical reasons.”

“In general, you all know what we have talked about. The framework of the conversation corresponds to my public statements,” Pashinyan said.

Touching upon the launch of official negotiations with Azerbaijan, the PM said the foreign ministers of the two states are working on it, but there is no exact arrangement yet.

The day Armenia and Azveristan makes peace, will be the day that fake sultan gets dethroned. I doubt there will be peace, because fake sultan and his survival depends on keeping the status quo and the hatred of Armenians alive.

YEREVAN. – Armenian Foreign Minister Zohrab Mnatsakanyan is saddened by regular militarist statements from Baku.

Despite the repeated assurances of the parties and mediators of the need and readiness to work on creating an atmosphere of trust, the Azerbaijani side, represented by officials of various ranks and the media, continues the policy of hatred towards Armenians. Another threats were voiced by President Aliyev a day before.

Commenting on the statement, the Armenian Foreign Minister noted that such behavior cannot be welcomed.

“It is regrettable. Our position is known - we want a peaceful solution. To advance the process, an appropriate environment is needed,” the minister said during a press conference on Tuesday.  “Our position is well known. Status is decided by the people of Nagorno Karabakh. Needless to say, we are resolute and intend to defend both Armenia and Artsakh. We know our ability to protect and to cause damage,” Mnatsakanyan said.

"Territories for peace" formula ruled out, Armenian PM says

Armenian Prime Minister Nikol Pashinyan says the policy of the current Armenian authorities on Nagorno Karabakh differs from that of all other governments.

Speaking to reporters after the government’s swearing-in ceremony, the Prime Minister said his meetings with Ilham Aliyev are non-official and cannot be considered negotiations.

Nikol Pashinyan strongly rebuffed the “territories for peace” rumors.

“We cannot even discuss the ‘territories for peace’ formula,” he stated.

Pashinyan noted that today’s policy on Nagorno Karabakh differs from that of all previous governments.

“Drawing parallels and attempts to find any similarities with the previous policy are a delusion,” the Prime Minister assured.

Asked whether there is an initiative on the part of the OSCE Minsk Group Co-Chairs to give new impetus to the negotiation process, Pashinyan said “the issue is on the Foreign Ministers’ agenda.”

New CoE report highlights Azerbaijan’s hate speech against Armenians
 
Yerevan /Mediamax/. Hostile narrative against Armenia is persistent in Azerbaijan, says the new report National Minorities in Azerbaijan, prepared by the Advisory Committee on the Framework Convention for the Protection of National Minorities (FCNM) under the Council of Europe.

 

 

“The generally positive attitude towards diversity in Azerbaijan starkly contrasts with the persistent hostile narrative against neighboring Armenia as a result of the on-going Nagorno-Karabakh conflict,” reads the report.

 Touching on the policies Azerbaijan applies to its national minorities, the committee notes:

 “The authorities support national minorities in expressing their cultural identity. However, the absence of comprehensive legislation and consultative mechanisms for national minorities as well as the restrictions on freedom of _expression_ and freedom of assembly create an environment where minorities cannot fully exercise their rights.”

YEREVAN, FEBRUARY 5, ARMENPRESS. The foreign ministers of Armenia and Azerbaijan are working to arrange the possible meeting of the heads of the states, ARMENPRESS reports Prime Minister of Armenia Nikol Pashinyan said in an interview with Deutsche Welle Russian service.

To the question of the journalist what were the results of the meetings with Aliyev, Pashinyan answered, “This is only a preliminary process, just talks. Our official negotiations on Nagono Karabakh issue have not started yet, we just meet, talk, exchange views on the processes and the history of the negotiations process. We did not expect that there would be some moves based on those meetings”.

Informing that at the moment the foreign ministers of Armenia and Azerbaijan are working to arrange the possible meeting of the heads of the states, the PM underlined, “They are working for making that possible meeting more comprehensible for the sides – what and in what way we will discuss. It’s impossible to settle the conflict without solving some special issues. For example, I have announced several times that I can negotiate on behalf of the Republic of Armenia, but the conflict is about Nagorno Karabakh. So who will represent Nagorno Karabakh? It’s one of the main parties of the conflict”.

He reminded that Nagorno Karabakh has authorities, and elections are held there, and people of Nagorno Karabakh do not participate in the elections of Armenia. “They have not given me any mandate to represent them anywhere. The people of Nagorno Karabakh have their representatives, who should represent them during the negotiation process”, the PM said.

Pashinyan assessed it unacceptable to draw parallels between the NK conflict and for example Donbas or Abkhazia. “It’s totally unacceptable for us that parallels can be drawn between such cases, since they have totally different origins and are different situations”, the Armenian PM said.

Artsakh releases Azerbaijani soldier after two-year jail sentence

PanARMENIAN.Net - Azerbaijani serviceman Elnur Huseynzade, who was sentenced to two years in prison by a court in Artsakh has been released on February 2, after serving his sentence at a penitentiary the Artsakh Police.

According to the prosecutor’s office of Artsakh, Huseynzade was charged with illegally crossing the state border on February 1, 2017.

He had then entered a trench at the combat position, where he was detained by the Artsakh military servicemen cpntrolling the state border.

ArmInfo. The entourage of Prime Minister of Armenia Nikol Pashinyan perfectly realizes that even small territorial concessions are quite capable of provoking the  next aggression of Azerbaijan. A similar opinion was expressed to  ArmInfo by Israeli political scientist, public figure Avigdor Eskin.

"With the change of power in Armenia, the mediators for the OSCE Minsk Group, and the conflicting parties themselves again spoke about preparing the peoples for peace, about compromise. However, Yerevan has always considered the possibility of the concession of certain territories. In my opinion, this is evidenced by at least the lack of population in a large part of the areas adjacent to Nagorno-Karabakh. Nevertheless, Armenia has never considered and, I think, does not consider the possibility of compromises that could jeopardize their own security, not to mention the security of Karabakh people, "Eskin stressed.

Almost a quarter of a century has passed since the signing of the trilateral agreement on the establishment of a truce between the parties to the Karabakh conflict. And all these years, surges of murders on the Line of Contact have been interspersed with negotiations towards peace. However, since the end of last year, the killings have practically stopped, and the OSCE MG mediators, Baku and Yerevan, have started talking about the need to prepare the parties to the conflict for peace.

According to the forecasts of an Israeli political analyst, the probability of a large-scale war around Nagorno-Karabakh is practically absent. According to him the the main reason is that after the April 2016 local war, Baku realized the impossibility of a military victory over the Armenian parties to the conflict.

Thus, Eskin sees only the possibility of a local escalation of the situation on the Line of Contact of the opposing sides. But this scenario, according to his estimates, is directly linked to the current domestic political situation in Azerbaijan. Considering the internal political stability observed in the neighboring country, there are no prerequisites for Ilham Aliyev to initiate even local hostilities against Armenia and Karabakh, at least at this stage there.

Sasna Tsrer offers making Artsakh Armenia’s region to prevent it from sharing Abkhazia’s fate: Zhirayr Sefilyan
 

Sasna Tsrer All-Armenian party is launching a process on giving Artsakh a status of Armenia’s region, coordinator of the secretariat of the party Varuzhan Avetisyan told the reporters today.

“The launch must be given with giving the residents of Artsakh a right to participate in elections, referendums in Armenia,” Avetisyan said.

The party will launch the process via its division in Artsakh.

As to whether in his opinion the people of Artsakh who reached independence will agree to get the status of Armenia’s region, party member Zhirayr Sefilyan said, “The absolute majority shares this idea, I think all will like the process we are launching.”

Sefilyan stressed that the decision on granting Artsakh status of Armenia’s region must be reserved for the authorities to be formed in 2020.

“It is necessary to hurry in this issue, if not, we all notice the speeded-up geopolitical processes and the danger on our country. Artsakh faces the danger of becoming Abkhazia. We must prevent this danger day ago,” Zhirayr Sefilyan said.

He voiced hope that the Armenian authorities will participate in the process.

Asked to clarify the qualifications of “danger of becoming Abkhazia”, Sefilyan said everything is clear – the threat of Russia’s influence hangs over Artsakh. Sefilyan said he came to such position following the recent developments.

“We will open the brackets during the upcoming days. But I repeat, following the recent geopolitical developments, we need to speed-up the process,” Sefilyan said.

YEREVAN.- It is impossible to speak to Armenia and Karabakh in the language of threats to start a war. Armenia will respond to the threat of war with the peace agenda and, if necessary, peace enforcement, said Armenian Prime minister Nikol Pashinyan, speaking at the special congress of the Yerkrapah Union of Volunteer Land Defenders (UVLD), held in the sessions hall of the Government on 7 April.

"No one should threaten the neighboring people. And in general, no one should speak to us from positions of force. We will respond to the threat of war by the peace agenda and, if necessary, the agenda of peace enforcement," the PM noted.

Cross-stone made by 12-14-year olds commemorates Artsakh war heroes

Armenian army officer, Major Sargis Stepanyan, together with his fellow servicemen, on Monday took part in the inauguration of an Armenian khachkar (cross-stone) in the yard of Saint Sarkis Church in Noyemberyan community of Armenia’s Tavush Province.

The monument made by 12-14-year-old children of Arar Armenian Art Center pays tribute to fallen solders of the Artsakh (Nagorno-Karabakh) Liberation War.

“I am excited and proud...we are deeply grateful to Arsen Grigoryan, the head of the art center, for such an important, bright and invaluable initiative aimed at preservation of national values and centuries-old history,” Stepanyan said in a Facebook post.

Armenian political figure: Azerbaijan may unleash war at any moment

The so-called “phase-by-phase” option is on the negotiating table. This is what political figure Davit Shahnazaryan said during a conference hosted by Voskanapat Analytical Center today, stating that there is such an option, even though the authorities deny it.

“This is what not only Azerbaijani officials said, but also US and Russian officials. This means the issue of status is set aside, and the handover of a certain number of territories is set as an objective upon consensus. This is the issue that is under consideration,” he said, adding that there are also many differences in Russia’s relations with Armenia and Azerbaijan and the relations aren’t in Armenia’s favor.

According to Shahnazaryan, the goal of Armenia’s government is to form a government in Artsakh that will be entirely submissive to Armenia and will also agree to the phase-by-phase option.

“This will be followed by the totally unacceptable formula according to which any solution must be acceptable for Armenia, Artsakh and Azerbaijan. It is clear that there is a higher risk of military operations on the part of Azerbaijan, and this means a war can break out at any moment,” he added.

Armenia ‘on the brink of war’, political analyst warns

Armenia is “on the brink of war”, political analyst Hrant Melik-Shahnazaryan warned during a public forum hosted by Voskanapat think tank on Monday.

“Our society must be prepared for war. We are on the verge of war; our population must know about it and be ready for it,” the analyst stressed.

He noted the authorities constantly assure that the processes which took place in Armenia have brought the country to such a level of democracy that rules out an attack on the country.

"This is what they consider to be one of the main guarantees of security, rather than the army and the development of the economy. Obviously, no one can really believe in this theory except the authorities, and the perception of democracy is not the way it’s presented to the public,” he stressed.

“But the developments of the last two years show that there is a large group of the public in Armenia who blindly believes in any word uttered by [Prime Minister] Nikol Pashinyan. Meanwhile, Azerbaijan was repeatedly conducting large-scale military exercises over the past one year and a half, doing its best to prepare for war,” the political analyst said.

Melik-Shahnazaryan believes the only reason Azerbaijan has not launched a war yet is the high combat readiness of the Armenian army.

He stressed that Azerbaijan is getting ready for war, while Armenia is not preparing for it. In Melik-Shahnazaryan’s words, Nikol Pashinyan's government has focused its attention on the domestic political developments, lacking external risk assessment mechanisms.

According to the expert, the mediators and the international community speak the same language in the Artsakh negotiation process, while the Armenian authorities have dropped out of this cooperation.

“In fact, our state position contradicts the one of the international community. Azerbaijan did not take much effort to achieve this. The country took advantage of the fact that the new Armenian authorities had no insight into the logic of the negotiation process, the existing risks and opportunities. First of all, Azerbaijan has eliminated its obligations under the Vienna and St. Petersburg agreements, replacing them with the ones reached on the spot at elevators,” he stressed.

Armenia lost favorable agenda in Karabakh conflict settlement process: Davit Shahnazaryan
 

Armenia has lost a very favorable agenda in the Nagorno Karabakh conflict settlement process, former director of NSS Davit Shahnazaryan said at the conference of Voskanapat think tank.

“As a result we have a situation when the so-called Nagorno-Karabakh’s Azerbaijani community, in essence, is getting legitimacy. This is being stated by different officials of the OSCE Minsk Group co-chairing countries. It is extremely dangerous issue. The other thing is a formula that each solution must be acceptable for Armenia, Artsakh and Azerbaijan, which completely contradicts the right of self-determination of the people,” Shahnazaryan said.

He said that Azerbaijan is perceived by the international community as a victim and has gathered a package of arguments managing to justify its regular military attack.

“Stage by stage option of Karabakh conflict settlement is on the table of negotiations. This was stated by the USA and Russia. What does it mean? It means that the issue of status is put aside. Document on handing regions is on the table of negotiations. This is a complete absurd. Do you imagine what will happen in Artsakh?! Will people of Artsakh stay as firm as now in such case?” he said.
