Before joining the World Bank he held positions with several academic institutions in Moscow, Russia. He has a degree in economics from the Moscow State University. The earlier draft of this paper was presented at the 11th annual meeting of the Association for the Study of the Cuban Economy (ASCE) in Coral Gables, August 2-4, 2001. The views presented in this paper are those of the author and do not necessarily reflect those of the World Bank".
