BRAZILIAN FEDERAL SENATE UNANIMOUSLY PASSES RESOLUTION ON ARMENIAN GENOCIDE RECOGNITION

BRAZILIA -- The Federal Senate of Brazil on Friday unanimously adopted
a resolution officially recognizing the Armenian Genocide. Resolution
No 550/2015 was introduced by Chairman of the Committee on Foreign
Affairs and National Defense of the Senate, Federal Senator Aloizio
Nunez Fereira Filio and Federal Senator Jose Sera.

The Resolution adopted by the Federal Senate of Brazil reads as
follows: "The Federal Senate of Brazil recognizes the Armenian nation's
Genocide, whose 100th anniversary was observed on April 24, 2015. It
pays homage to the Genocide victims and appreciates the contribution -
made by the thousands of Brazilian-Armenian descendents of Armenian
refugees - to the country's social, economic and cultural life. The
Senate emphasizes that never ever should any crime of genocide be
forgotten in order not to be repeated."

The Foreign Ministry of Armenia Edward Nalbandian issued a statement
hailing the Brazilian toplegislators' unanimous decision to recognize
the Genocide.

"The irreversible process of international recognition of the Armenian
Genocide continues. Armenia welcomes the adoption of a resolution
on the recognition of the Armenian Genocide by the Federal Senate of
the Federal Republic of Brazil.

"With the adoption of this resolution, Brazil took a significant step
that will contribute to the efforts of the international community
aimed at preventing future genocides and new crimes against humanity,"
reads the statement.

YEREVAN. - Armenia's FM Edward Nalbandian issued a statement regarding
the acknowledgement of the Armenian Genocide by the Federal Senate
of Brazil.

The statement reads:

"The irrevocable process of the international recognition of the
Armenian Genocide is in the process.

Armenia welcomes the adoption of the resolution on the acknowledgement
of the Armenian Genocide by the Federal Senate of the Federative
Republic of Brazil.

By the adoption of this resolution, Brazil made a significant
contribution to the efforts of the international community in
preventing genocides and crimes against humanity."

The Federal Senate of Brazil unanimously adopted a resolution
officially recognizing the Armenian Genocide on Wednesday.

Brazil's Recognition of the Armenian Genocide is just a Project for now

A project to recognize the Armenian Genocide was introduced in the
Federal Senate of Brazil on May 26. The Resolution No. 550/2015 was
introduced by senators Aloizio Nunes Fereira Filio and Jose Serra.

The draft resolution expresses its "solidarity with the Armenian
people during the course of the centenary of the campaign of
extermination of its population" and states that "the Senate
recognizes the Armenian Genocide, whose centenary was celebrated on
April 24, 2015."

James Onnig Tamdjian, representative of the Armenian National
Committee of Brazil, said that the project "has a great support from
Senators and hopefully in the near future, the Brazilian Senate will
vote this proposal, which will be historic for all Armenians and their
descendants in Brazil". Onnig Tamdjian also expressed his hope that
"the Senate would continue its support to formalize the decision
soon."

"To honor the victims and recognize the contribution to economic,
social and cultural formation of Brazil of the thousands of Brazilians
descendants of Armenian refugees, we emphasize that no genocide must
not be forgotten so that it does not happen again," reads the text.

The draft highlights the "need for a racial cleansing to make Turkey,
then multiracial, a uniformly Turkish nation." In addition, it
denounces the "systematic denial, pressure and intimidation against
those who try to reconstruct historical events".

"The policy of extermination is so far denied by the Turkish
government," reads the draft resolution, and then cites the cases of
recognition from "a growing number of countries," including
"Argentina, Bolivia, Chile, Uruguay and Venezuela" in Latin America,
as well as "European countries," the European Parliament and, more
recently, Germany and Pope Francis.

"It is estimated that at least 100,000 descendants of Armenians live
in Brazil, mostly in Sao Paulo. They are Brazilians whose ancestors
had to leave their homeland to escape the genocide. In Brazilian lands
they could restart their lives, build families and contribute to the
economic, social and cultural development of our country."

"The Brazilian government, unfortunately, has not yet recognized the
Armenian Genocide," although the legislatures of Ceará and Parana
did. "In 2015, the State of Sao Paulo instituted April 24 as the Day
of Recognition and Remembrance of Victims of the Genocide of the
Armenian people," concludes the project., social and cultural
development of our country."

Spokesman for the Armenian Ministry of Foreign Affairs, Tigran Balayan,
neither confirms nor denies Foreign Minister Edward Nalbandyan's
statement on the recognition of the Armenian Genocide by the Federal
Senate of Brazil which was posted on the Ministry's website on May 29.

"Whatever is written on the website, is in effect," Mr Balayan said
in reply to A1+'s question whether the Ministry officially confirmed
that the Brazilian Senate had recognized the Armenian Genocide.

A1+ has also talked with Tatul Hakobyan, a journalist working with
Civilnet.am who in his article dated May 31 refutes the recognition
of the genocide by Brazil's Federal Senate. The journalist says he
relied on the information provided by the ARF Hay Dat Office, which
also denied the information.

In recent days, pro-government forces in Armenia have been announcing
that the Brazilian Senate unanimously adopted [last week] a resolution
recognizing the Armenian Genocide of 1915.

Vigen Sargsyan, Head of the presidential administration, Coordinator
of the Armenian Genocide Centennial Events, wrote on his Facebook on
May 29 that Brazil became the 24th country to recognize the Armenian
Genocide.

In his statement made on May 29, Armenian Foreign Minister Edward
Nalbandian said, "The irrevocable process of international recognition
of the fact of the Armenian Genocide is underway. Armenia welcomes the
Resolution recognizing the Armenian Genocide adopted by the Federal
Senate of the Federative Republic of Brazil. With the adoption of this
Resolution Brazil made a significant step in support of international
community's efforts in the prevention of acts of genocide and new
crimes against humanity."

"The information that we have is the following. The author of the
draft resolution left a post on his Facebook account that read,
"We submitted the document and it was adopted." I must say that there
is confusion here. Hay Dat Committee possesses information that the
resolution was not debated and put to the vote in the plenary session
of the Senate. It is not clear then who adopted the resolution -
the committee or the session?" Giro Manoyan, a chief foreign policy
spokesman for the Armenian Revolutionary Federation - Dashnaktsutyun,
told RFE/RL's Armenian service (Azatutyun.am).

A1+ has also contacted the Embassy of Brazil in Yerevan but they said
they could not answer the question at this point.

I reaffirm the Brazilian Federal Senate's adoption of a resolution
recognizing the Armenian Genocide. The final decision was published
yesterday, it is posted on the Senate's official website, Armenian
Foreign Minister Edward Nalbandian told reporters on Wednesday.


According to Nalbandian, Armenia welcomes the Brazilian Senate's
resolution. "It is an important move supporting the international
community's efforts towards prevention of genocides and new crimes
against humanity," he said.

The Federal Senate of Brazil on Friday unanimously adopted a resolution

On Tuesday, June 2nd, the Brazilian Senate voted to approve the
motion recognizing the Armenian Genocide. The decision is posted on
the Senate's official website.

Speaking at a joint press conference with visiting OSCE
Chairman-in-Office Ivica DaÄ~MiÄ~G, Armenian Foreign Minister Edward
Nalbandian reiterated Armenia's support for the Brazilian Senate's
decision to recognize the Armenian Genocide.

"This was yet another important step in favor of the efforts of the
international community targeted at the prevention of new genocides
and crimes against humanity," he added.

The resolution expresses its "solidarity with the Armenian people
during the course of the centenary of the campaign of extermination
of its population" and states that "the Senate recognizes the Armenian
Genocide, whose centenary was marked on April 24, 2015."

In addition, it denounces the "systematic denial, pressure and
intimidation against those who try to reconstruct historical events."

Turkey recalled its ambassador from Brazil for consultations after
the Brazilian parliament adopted a resolution condemning the Armenian
Genocide, Turkish Foreign Ministry said Monday.

ANKARA (Sputnik) -- On June 2, the Brazilian Senate adopted a
resolution recognizing the crimes and atrocities committed against
the Armenians in the Ottoman Empire in 1915. Turkey condemned the
move saying it distorts the historical truths and ignores the law.

"Political decisions of this nature, taken under the influence of
the Armenian lobbies can neither change the historical facts nor
the legal norms. Our views have been conveyed to the Ambassador of
Brazil in Ankara. Turkish Ambassador in Brasilia, Huseyin Dirioz has
also been recalled to Ankara for consultations," the Turkish Foreign
Ministry said in a press release.

In early May, Turkey withdrew its ambassador from Luxembourg after
the Luxembourg Parliament passed a resolution, recognizing the mass
killings of Armenians in 1915, qualifying them as a genocide.

In April, Turkey summoned its ambassador to the Vatican after Pope
Francis referred to the killings of Armenians during World War I as
"the first genocide of the 20th century."

Brazil joined dozens of other states and organizations that officially
recognized the mass killings of Armenians in 1915, qualifying them
as a genocide.

The Armenian genocide refers to a series of mass killings ordered by
the Ottoman Empire during and after World War I, culminating in 1915.

According to Armenian figures, an estimated 1.5 million Armenians
lost their lives during this period.

Turkey, the successor state of the Ottoman Empire, refuses to classify
the killings as a "genocide," claiming that ethnic Turks were also
among the victims.

The Turkish Foreign Ministry announced that it had recalled its
ambassador to Brazil after the country's Federal Senate recognized the
Armenian Genocide in a statement issued on Monday, June 8.

Resolution No. 550/2015, adopted on Tuesday, June 2, was introduced by
Senators Aloizio Nunes Fereira Filio and Jose Serra. The resolution
"recognizes" the Armenian Genocide and offers its "solidarity" with
the Armenian people. Furthermore the Senate denounced the "systematic
denial, pressure and intimidation against those who try to reconstruct
historical events" and urged the Brazilian government to join the
recognition. The representatives of the Armenian community in Sao
Paulo had described the resolution as "the most important in the
history of the Armenian Cause in Brazil."

issued a statement today saying it "regrets the decision of the
Turkish Government recalling for consultations its Ambassador in
Brazil thought there are positions and ideas which are not subject
to change".
Armenpress reports, citing PrensaArmenia.com.ar that
the Ministry also "regrets the terms of a statement released by
the Turkish Government regarding the adoption of the Application
No. 550 by the Senate, which contains a "Motion of Solidarity with
the Armenian people in the Centennial of the extermination campaign
against its population"."

"On June 1, the Turkish ambassador was summoned to the Foreign
Ministry and was received by the Secretary General of Foreign Affairs,
Ambassador Sergio Danese, who gave extensive explanations on the
procedures in progress in the Senate, about the meaning of the
Application and the traditional position of Brazil in the matter,
which remains unchanged. The same explanation was provided by the
Secretary General to the Ambassador of Armenia", - added the statement.

"The Senate acted within its constitutional prerogatives and in line
with the principle of independence of powers enshrined in the Brazilian
constitution. The Brazilian Government maintains the expectation that
bilateral relations with Turkey, formally defined as strategic by both
countries, may soon return to full normality", - says the statement.

Yesterday, the Turkish Foreign Ministry announced that it had recalled
its Ambassador to Brazil after the country's Federal Senate recognized
the Armenian Genocide on June 2.

the massacre of Armenians during World War One in Turkey as "genocide."

said in a press release.

In May, Turkey withdrew its ambassador from Luxembourg after the
Luxembourg Parliament passed a resolution, recognizing the mass

Turkey summoned its ambassador to the Vatican in April after Pope

Muslim Turkey accepts that Christian Armenians died during the upheaval
of World War One, but rejects declarations or legislation by foreign
governments that classify the deaths as genocide.
