International recognition of Artsakh is the key to peace in South Caucasus – France-Artsakh Friendship Circle

The France-Artsakh Friendship Circle reminds that one year ago Azerbaijan launched large-scale offensive against Artsakh (Nagorno-Karabakh) since the ceasefire agreed in 1994.

The attack ended in military failure, which once again highlights the necessity of the exclusively peaceful settlement of the conflict, which is to be reached through the establishment of a direct dialogue between the two sides of the conflict – Artsakh and Azerbaijan.

The Friendship Circle also reminds that during their offensive, the Azerbaijani armed forces committed numerous crimes against the Armenian civilians in the bordering villages of Artsakh.

“The European Court of Human Rights has recently accepted and processed the 23 complaints submitted by the Artsakh people, whose relatives have been subjected to horrific torture and afterwards were murdered by the Azeri special units. There is no doubt that these tortures contrasting the traits of the regular armed forces are the result of the anti-Armenian policy run by the Aliyev regime and are based on concrete orders,” Head of France-Artsakh Friendship Circle François Rochebloine noted.

The France-Artsakh Friendship Circle notes that such actions only contribute to the promotion of an atmosphere of mistrust, postponing the prospect of establishing peace in the region.

“This is why the international recognition of the Artsakh Republic and its return to the negotiating table must function as preconditions, instead of the hypothetical measures aimed at establishing sustainable peace in the South Caucasus,” François Rochebloine summed up.

The Friendship Circle states that the meeting  held between the OSCE Minsk Group Co-Chairs and Artsakh Republic President Bako Sahakyan on 28 March is a step forward in that direction and supports the proposals of the Minsk Group, which are strengthening the role of OSCE Representative in the South Caucasus, Ambassador Andrzej Kasprzyk, as well as providing genuine opportunities to his office to control the ceasefire and  review the origin of the incidents.

Jagland urges Agramunt to examine corruption reports in PACE

YEREVAN, MARCH 29, ARMENPRESS. Secretary General of the Council of Europe Thorbjørn Jagland sent a letter to President of the Parliamentary Assembly of the Council of Europe (PACE) Pedro Agramunt urging to examine the corruption announcements within the circle of PACE lawmakers. 
 
Jagland urged Agramunt to use his powers and “immediately speed up the decision on establishing an independent external investigation body”. 
 
Jagland reminded that the issue was discussed on March 9 and 10 in Madrid, however the bureau didn’t agree upon the investigative body, therefore the issue was included in the agenda of the April session. 
 
The Milan Police and Prosecution initiated a criminal case on former chairman of the European People’s Party faction in PACE and former MP of the Christian Democratic Party Luca Volonte.
 
Volonte is accused in accepting 2,4 million Euros in bribes from Azerbaijan during 2012-2013. Azerbaijan was using Volonte in the Italian Parliament and PACE.
 
 The bribe was given to him by head of the Azerbaijani delegation to PACE Suleymanov, and coordination works were carried out by an Azerbaijani lobbyist organization in Brussels.

PACE Bureau declares ‘no confidence’ in Pedro Agramunt as President

YEREVAN, APRIL 28, ARMENPRESS. The Bureau of the Parliamentary Assembly of the Council of Europe (PACE), meeting in Strasbourg today, resolved that it has no confidence in Pedro Agramunt as President of the Assembly, PACE reported on its website. 
 
It further resolved that Mr Agramunt is not authorized to undertake any official visits, attend any meetings or make any public statements on behalf of the Assembly in his capacity as President. 
 
“The President chose not to attend the Bureau today, and has not presented a letter of resignation. As a result, and in the context of the current Rules of Procedure under which the President cannot be compelled to resign, the Bureau felt it necessary to take these steps,” said Sir Roger Gale (United Kingdom, EC), Senior Vice-President of the Assembly, after chairing the Bureau meeting. 
 
“The standards and principles of the Parliamentary Assembly are more important than any individual member, and the integrity of our Assembly must be upheld,” he added. 
 
The Bureau is responsible for the co-ordination of the activities of the Assembly and of its committees. It assists the President in his or her functions and guides the Assembly’s external relations. It takes decisions on the organisation of part-sessions and plenary sittings. It consists of the President, the twenty Vice-Presidents of the Assembly, the heads of the political groups and the chairpersons of the Assembly’s general committees.

YEREVAN. – Recognition of the independence of Nagorno-Karabakh is even more important than recognizing the Armenian Genocide in the Ottoman Empire, head of the All-Armenian Fund's Toronto branch Mkrtich Mkrtchyan told Armenian News-NEWS.am correspondent.

Mkrtich Mkrtchyan himself is the son of a man orphaned as a result of the Genocide, therefore acknowledgment of the Genocide for him is of great importance. But even more important, he believes, is recognition of Artsakh and its establishment as an independent state.

“Genocide is our past, and Artsakh is our future. That is why it is so important for me that the independence of Artsakh be recognized,” he said.

Mkrtich Mkrtchyan added that in Canada, where he lives, all the people reading the news somehow know about the Armenian Genocide.

However, Mkrtchyan says he does not want to see that people know Armenians because of the Genocide. He wants the world to know that Armenians are smart, talented people. The world has to know about independent Armenia, he added.

OSCE Regrets Closure of Yerevan Office

 

YEREVAN (ArmRadio)—“Armenia’s involvement in all OSCE programs and in all directions of its activity can be considered exemplary,” Armenian Foreign Minister Edward Nalbandian told reporters on Tuesday at a joint press conference with visiting Organization for Security and Co-operation in Europe (OSCE) Secretary General Lamberto Zannier.

“The OSCE Secretary General’s visit is taking place at a time, when the organization is forced to close down its last office in the region, as one of the OSCE members states –Azerbaijan abused its right to veto, actually blocking the extension of the mandate of the OSCE Yerevan Office,” Nalbandian said.

“Baku was trying to present the issue on the Armenia-Azerbaijan dimension, but the issue is actually a matter of Azerbaijan-OSCE relations and is an action against the OSCE,” the Foreign Minister stated.

“I believe that the OSCE Chairmanship, as well as the participating states and the Secretariat have made relevant conclusions in regard to this destructive step of Baku, which totally contradicts the OSCE vision and goals,” he added.

“Regarding the Office I would like to add that we anticipate that many programs, which Office has been implementing, will continue to be realized within other formats,” Nalbandian stated.

OSCE Secretary General Lamberto Zannier, in turn, voiced regret over the failure to reach consensus on the extension of the mandate. He added that the closure of the office does not mean end of cooperation with Armenia.

“I think we have many topics on the agenda that are relevant and important and we have to look at different ways of working together and ensure that the closure of the office marks the closure of a chapter, and an opening of new ways of working together,” he added.

He thanked the Armenian authorities for the support during his time as Secretary General.

The Office in Yerevan will discontinue its operations on August 31, 2017

New website countering Azerbaijani anti-Armenian policy launched in Yerevan

The Public Relations and Information Center affiliated with the RA President’s Office presented on Thursday number of projects aimed at the coverage of Azerbaijani anti-Armenian policy.  

In the scope of the even, “Azerbaijan: childhood in hate” English language magazine was presented, containing the materials of Azerichild.info project . The resource represented a compilation of children’s poems, games and other pieces of children’s art depicting Armenians under negative light and portraying in evil characters.  

Candidate of Political Sciences Anzhela Elibegova, who presented the project, stressed that the Azeri propaganda stills brings up children in the atmosphere of armenophobia and strongly encourages those who are creating in anti-Armenian motives.

The speaker informed about an upcoming project to collect examples of anti-Armenian propaganda peices in Azerbaijani school textbooks, asserting about the genetic incompatibility between Armenians and Azerbaijanis, of the Armenians ‘living in Azerbaijani lands’, of betrayal to Azeris in different historical periods, etc.

Meanwhile, the Head of the Xenophobia Prevention Initiative NGO Armine Adibekyan, present at the event, announced the bilingual “cavia-diplomacy.net” http://caviar-diplom...erbaijan/ru_RU/ website to the public, which is devoted to the notorious caviar diplomacy of Azerbaijan.

The website exposes dossiers of foreign officials who are somehow linked to Azerbaijani caviar diplomacy, Italian politician Luca Volontè, PACE President Pedro Agramunt among them.  The website also contains reports and media publications about Azerbaijani lobbying efforts worldwide as well as examples of failed initiatives, like the demolition of the monument to Azerbaijani late president Heydar Aliyev in Mexico. 
 
Adibekyan noted that Azerbaijan is conducting its caviar diplomacy mainly through foreign lawmakers, and partly by members of executive branches of foreign states. Elibegova, on her side, added, a methodological handbook on Azerbaijani foreign and domestic policy has been developed for Armenian universities.

Report: Armenian Military Planning To Push Deeper Into Azerbaijan

Armenia has decided that if fighting again breaks out with Azerbaijan, it will attempt to take the offensive and seize more Azerbaijani territory. That's the scoop from a new report from the International Crisis Group.

The report, Nagorno-Karabakh’s Gathering War Clouds, summarizes the political, diplomatic, and military developments since last year's "April War" between Armenia and Azerbaijan. It convincingly makes the argument that  "Armenia and Azerbaijan are closer to war than at any point since the 1994 ceasefire."

From The Bug Pit's perspective, the most intriguing news from the report is that: "[d]e facto Nagorno-Karabakh has even declared its readiness, if attacked, to advance deeper into Azerbaijan’s densely populated territory along the Line of Contact to gain a new security belt and strengthen its hand in future negotiations."

Recall that last April's fighting saw the first time territory has changed hands between the two sides since 1994, when Azerbaijan seized the strategic heights of Lala Tapa on the southern edge of the line of contact. 

Now, apparently, Armenia -- though it fully controls Nagorno Karabakh, as well as a security zone two-and-a-half times as large around the disputed region -- may want to push its advantage.

"Toward the end of the winter, an internal consensus emerged within the de facto Nagorno-Karabakh leadership that – in the event of an Azerbaijani attack – the Armenian side should not only defend their positions, but also attempt to advance deeper into Azerbaijan," the report said, citing unnamed government and military officials from the de facto Nagorno Karabakh government. 

"Preliminary planning by Nagorno-Karabakh-based military suggests advancing 15km beyond the established Line of Contact, which, they believe, would force the enemy to abandon hostilities, or at a minimum establish a new buffer zone that could break the enemy’s will to conduct regular attacks and become a new negotiating bargaining tool," the report adds.

In another bit of news, the report also cited Russian officials -- again unnamed -- acknowledging that they wanted to have a military presence in Karabakh. While both Armenians and Azerbaijanis have long suspected that motive behind Russian offers to set up international peacekeeping, it's still noteworthy to hear it from a Russian official. (One of the few areas on which the two sides agree is that neither wants a Russian military presence in the region.)

The report also provides a little glimpse at the effect that the war had on daily life in Karabakh, where news on the ground is hard to come by. "During the escalation, the de facto authorities called up the vast majority of Nagorno-Karabakh’s male population, most of whom remained in the trenches for at least the next two months," the report notes.

extremely dangerous consequences, first of all, for Azerbaijan itself

Relations Department of the Artsakh Republic Ministry of Foreign
Affairs Artak Nersisyancommented on the disinformation of the
Azerbaijani side in an interview with news.am.

Question:Recently, the Defense Ministry of Azerbaijan has accused the
Armenian side of shelling the Azerbaijani territory and threatened to
strike an artillery blow on the NKR settlements. How would you comment
on this statement?

Answer:The Defense Ministry of the Republic of Artsakh has already
refuted this statement of the Azerbaijani side. We, in turn have
repeatedly noted that by accusing the Armenian sides of violating the
ceasefire regime the Azerbaijani authorities, in fact, try to conceal
their responsibility for escalating the tensions on the Line of
Contact between the armed forces of Artsakh and Azerbaijan and
undermine the efforts of the OSCE Minsk Group co-chairs aimed at the
settlement of the Azerbaijani-Karabakh conflict exclusively by
peaceful means.

As for the threats of Azerbaijan to shell the settlements in the depth
of the territory of the Republic of Artsakh, this is an extremely
irresponsible statement.

It should be noted that it is not for the first time that the
Azerbaijani side makes such statements. Thus, back in April 2016, the
Azerbaijani Defense Minister threatened to launch missile strike on
Stepanakert, the capital city of Artsakh.

It seems that the Azerbaijani side does not fully realize the
seriousness of its actions and statements, since any attempt to
implement such threats will have quite predictable and extremely
dangerous consequences, first of all, for Azerbaijan itself.

Baku's made-up 'Armenians' who joined so-called peace platform:
Fugitive Vahan Martirosyan's sensational revelations



YEREVAN, JUNE 2, ARMENPRESS. Vahan Martirosyan, the Armenian fugitive
who had fled to Azerbaijan, and member of the so-called
“Armenia-Azerbaijan peace platform”, continues to make new revelations
about the true goals of the platform and the people behindits origins.

In an online footage from Kiev, Martirosyan responded to Azerbaijani
media, saying that he is making the statement voluntarily, without any
coercion from anyone.

“If I or any member of the platform have been pressured, then it has
been done by the Azerbaijani special services themselves”, he said.

Revealing the true story behind the platform and its meaning,
Martirosyan – who was working for Azerbaijan and began to unmask the
lies of Baku after fleeing to Ukraine – said that the country’s state
structures are behind the so called civil society of Azerbaijan,
including the Presidential staff and state security service officers.
He said that the latter are embezzling the most of financial
allocations, which Azerbaijani president Ilham Aliyev provides for the
platform’s operations and involvement of Armenians in it.

“Azerbaijani authorities are committing obvious lies and fraud. Since
actually Armenians who would want to join the platform did not exist,
they were creating made-up people, who allegedly have Armenian origin
and were making some kind of statements, supposedly to support the
Baku declaration. For instance, the statement of Anna Sinanyan – who
allegedly lives in the US – was widely spread, but actually this
person doesn’t exist: Alyona Abdullayeva – the daughter of a close
friend of Haqqin.az editor-in-chief Eynulla Fetullayev was presented
instead of her, who is an ethnic Azerbaijani. Or Aram Karapetyan, who
is actually an ethnic Ukrainian by the name of Yevgeny Ragachko, who
lives in Odessa and later denied his involvement in this process”,
Martirosyan said, adding he possesses many facts and names who are
involved in this process.

He also mentioned that while in Azerbaijan, he was demanded to hand
over military data concerning Armenia’s bordering regions. “They even
offered a few thousand dollars If I could have organized the arrival
of an Armenian soldier to Baku”, Martirosyan said.

In conclusion, Vahan Martirosyan said that during the two years of his
stay in Azerbaijan, he has realized the following: “Currently a free
civil society doesn’t exist in Azerbaijan. Unfortunately, there is no
one there whom you can talk to anymore. The level of anti-Armenian
sentiment in Azerbaijan can perhaps be compared with the level of
anti-Semitism in some medieval country”.

Russian writer blacklisted by Azerbaijan amid calls for recognizing
independence of Artsakh



YEREVAN, JUNE 10, ARMENPRESS. Russian writer Eduard Limonov, who has
published numerous articles about the Repuplic of Artsakh, has been
blacklisted by Azerbaijan’s foreign ministry, Lenta reported.

After visiting Artsakh, Limonov wrote articles in the ‘Opinions’
section of Russian media outlets about his impressions.

In an article forСвободная Пресса (Free Press) he urged to recognize
the Republic of Artsakh.

“They only have a population of 160 thousand, however of high quality.
Mountainous Armenians have the most combat morale. Let’s make them our
partner and friend. We don’t have anyone else other than them there,
do we”, he said.


In another blog article, the Russian writer said “I was in the
independent Republic of Nagorno Karabakh”.

The current state of world affairs increases the chances of the Nagorno-Karabakh (Artsakh) to achieve an international recognition, according to Ruben Safrastyan, the director of the National Academy’s Institute of Oriental Studies.

At a news conference on Monday, the expert cited the upcoming independence referendums in Catalonia and Iraqi Kurdistan (slated for October 1 and September 25, respectively) as possible good precedents paving way for such a scenario.

 

 
Meantime he admitted that the US, China and Russia remain the main vectors in global politics.

 

“Unlike the ‘cold war’ period which saw two power centers totally dominate the world, that [scenario] isn’t possible now, with small and medium states gaining looser chances to act,” he said.

Asked to comment on possible impacts on Armenia’s national security (against the backdrop of the changes in the Middle East), the analyst noted the states in the region gain both hazards and advantages.  

Safrastyan highlighted particularly an intensifying confrontation between Turkey and Iran which he said seek for a dominant role in the region. “Both countries have high ambitions as it is. Hence the edges of cooperation – if any at all – are tactical in essence,” he said.

As for the opportunities for Armenia, Safrastyan said he pins hope on the re-arrangements expected in the near future. “The creation of a Kurdish state implies changing borders, so this state of affairs should regionally rely upon the Treaty of Sevres, the only international document adopted in the early 20th century to lay the foundations for new re-arrangements. They should, willy-nilly, return to that agreement, so we have to be prepared for that,” he added.

Several Armenians fall victims to Azerbaijan’s so called ‘peace platform’ fraud
 
 
Azerbaijan has managed to trick a group of Armenians into its so-called ‘Armenia-Azerbaijan Peace Platform’. In an interview with Armenian Shant TV Company, the deceived people explained how they ended up in the adversary’s propaganda trap.
 
The released video presents how Azerbaijan launched a fake initiative known as ‘Armenia-Azerbaijan Peace Platform’ in fall of 2016 in order to present itself as a peaceful nation in the eyes of the international community. The true goal of the platform is to mislead people and get statements from them through fake promises, afterwards distorting and fitting those statements into the Azerbaijani propaganda nature to split the Armenian society and create an illusion of a dialogue between the Armenian and Azerbaijani people.
 
A group of Armenians, who fell victims to the ‘peace platform’ fraud, told the TV company how the members of the initiative made tempting offers to them via social networks to join the platform and to build a successful career. For instance, A French teacher, Narine Dermenjyan was promised a job in Germany. Later on, she found out a distorted statement made on her behalf.
 
“I repeatedly came across my name on Susan Jaghinyan’s Facebook timeline, suggesting that I allegedly support the view of Karabakh becoming part of Azerbaijan, which is absolutely untrue,” Ms. Dermenjyan said.
 
Another Armenian citizen David Aleksanyan told how Baku attempted to trick him into the platform as well, however he managed to reveal the fraud in time.
 
“I joined Baku’s so called ‘peace platform’ in order to once again show the fake nature of the Azeri propaganda and the their alleged peaceful intentions,” he said.
 
The platform also misled Canadian-Armenian intellectual Janet Hakobyan. They allegedly conducted an interview with the latter, publishing the distorted answers on Azerbaijani media outlets. “I reproached them to learn that they abused my words and answers. Shame on them. I would never exchange an inch of my Fatherland with anything else,” the intellectual said.
 
The Armenian citizens told the TV Company how shocked they were to find out their names among the members of anti-Armenian organizations. They managed to prevent the Azerbaijani fraud on time by voicing about it, however the so called ‘Armenia-Azerbaijan Peace Platform’ also features six other Armenians, who are also victims of this scam.

The Artsakh (Nagorno Karabakh) people has no less right to master its destiny on its own than the people of Scotland, the Chair of Armenia’s National Assembly (NA) Standing Committee on Foreign Relations Armen Ashotyan said at a meeting with Judith Farnworth, Ambassador Extraordinary and Plenipotentiary of the United Kingdom of Great Britain and Northern Ireland to Armenia.

As the press department at the Parliament reported, Ashotyan highly valued the UK Cabinet stance on the Scotland referendum and expressed hope that Azerbaijani would ultimately perceive the wide implementation of the right of self-determination of peoples.

According to the release, the interlocutors also discussed the enhancement of the work of the interparliamentary friendship groups and the cooperation opportunity with the UK Embassy to improve parliament capabilities.

Ashotyan and Ambassador Farnworth has also touched upon the cooperation agenda in a wider European context. With this regard Ashotyan has referred to Brexit, suggesting regardless of the outcome, Armenia views Great Britain has a European value system and stand ready for future bilateral cooperation.

European Parliament backs Nagorno-Karabakh's self-determination

The European Parliament on Thursday approved a resolution in which
Artsakh’s right to self-determination is protected.

The measure is part of European body’s proposals for the upcoming
United Nations General Assembly in the fall, Asbarez reports.



By a vote of 457 votes in favor, 124 against and 66 abstentions, the
European Parliament approved the proposals, which address human
rights, international security, as well as a number of issues
regarding existing conflicts.


Of course, Azerbaijan attempted to influence the effort by proposing
unacceptable amendments, which highlighted the principles of
territorial integrity and inviolability of internationally recognized
borders, completely ignoring the principle of peoples’ equal rights
and self-determination as it relates to the Nagorno-Karabakh conflict.


Baku’s efforts were thwarted through the efforts of the permanent
representations of Armenia in the EU, and highlight the
self-determination right of the people of Artsakh, as well as non-use
of force in the final text of the resolution.

European Parliament member Eleni Theocharous  condemned Azerbaijani government to unscrupulously use the tragedy of common people for propaganda purposes.

“On July 4, 2017, yet another time the repressive regime of Aliyev, where ordinary human life has little value, has used its own population as a human shield while violating the cease-fire. Azerbaijan had installed a multiple rocket launcher system very close to an inhabited village and used this to shell Nagorno-Karabakh,” MEP said in a statement.

“It is a vicious and inhumane tactic of the current Azerbaijani Government to unscrupulously use the tragedy of common people for propaganda purposes, violating all the norms of ethics.

It is an undeniable fact that this very same Government has vehemently rejected to install an independent investigative mechanism which can prevent a cease-fire violation, innocent human losses and create a favourable atmosphere for negotiations and peace.

I am deeply sorry for the loss of innocent lives on the Azerbaijani side. Meanwhile, I call on all those who are concerned with the situation to be objective, to raise their voices also when the Azerbaijani armed forces carry out ISIS-style beheadings in Nagorno-Karabakh, showcasing body parts as trophies on social media and mutilate bodies of 90-year-old Armenian civilians, as in April 2016.”

Vice Speaker of Armenian Parliament of Armenia Eduard Sharmazanov in  his conversation with the correspondent of ArmInfo expressed his  bewilderment at the signing of declaration of such content. "I, as  head of Armenian-Latvian interparliamentary friendship group, express  my bewilderment to European partners on signing of a joint  declaration on strategic partnership between Azerbaijan and Latvia,  since the European Union, first of all, is the guarantor of ensuring  human rights and fundamental freedoms. And if you adhere to these  values and at the same time you sign a strategic declaration with an  authoritarian country that is far from protecting human rights, then  you automatically question your own image, " vice- speaker is  convinced.

At the same time, Sharmazanov expressed dissatisfaction with the  assessments voiced during the meeting of the heads of Azerbaijan and  Latvia. He recalled that Latvia is a member of European Union and, at  least in its official statements, must adhere to the official  position of EU. The deputy chairman of the parliament expressed  bewilderment by the fact that in the declaration on Nagorno-Karabakh  there is not a word about peoples' right to self-determination. "This  circumstance causes, at least, bewilderment," Sharmazanov said.

Anti-Armenian sentiment has deep roots in Azerbaijan – Ombudsmen of
Armenia and Artsakh say



YEREVAN, JULY 25, ARMENPRESS. Anti-Armenian sentiment has deep roots
in Azerbaijan, and the Azerbaijani side doesn’t miss any chance to
deepen the hatred even more, Armenia’s Ombudsman Arman Tatoyan told a
press conference on July 25.

“It is considered a great honor to kill an Armenian in Azerbaijan. The
atrocities of April War, as well as the actions preceding and
following it are also due to the hatred towards Armenians. From the
very first day of the April War, large-scale fact-finding works were
conducted and the reports also emphasize the anti-Armenian sentiment
issue”, Tatoyan said.

The Ombudsman says Azerbaijan is spending huge resources and conducts
large scale lobbying activities, therefore the Armenian side must
boost its activities in different directions.

Tatoyan underscored that during this time the Armenian side has
carried out rather large works, high-level reports have been made as
result of fact-finding missions, which were presented to international
structures.

Speaking on the reports, Artsakh’s Ombudsman Ruben Melikyan mentioned
that the emphases were on several directions – Armenophobia, shelling
of civilians, and atrocities committed by Azerbaijanis against
Armenians who appeared under their control.

“A fact-finding mission was conducted from the very first day of the
April War, large scale information was collected. After this, we
continued monitoring – by studying Azerbaijani sources which provide
evidence on their own atrocities. Relevant reports were submitted to
international structures, I have to underscore that this process has a
start, but it doesn’t have an end”, Melikyan said.

Armenia’s Ombudsman expressed concern over this issue, over the
absence of targeted assessments in international structures’ public
statements. Tatoyan underscored that the work must be resumed in all
circles and record every minor incident with evidence and present to
the international community.

Small republic located near hostile state - Danish periodical about Artsakh



YEREVAN, AUGUST 7, ARMENPRESS/ARTSAKHPRESS. The idea to visit Artsakh
came into his mind in June, 2016, when he met the Foreign Minister of
Artsakh Karen Mirzoyan in Danish Bornholm Island, who advised him to
visit Artsakh.

Presenting Artsakh as a “small, independent”, but non-recognized
republic in a “frozen war”, Peterson emphasizes that it’s a democratic
state, unlike Azerbaijan, where oil and Muslim dictatorship prevail.

Referring to Azerbaijan-Karabakh (Artsakh) conflict, N. Peterson notes
that Artsakh was part of historical Armenia, which was forcefully
given to Azerbaijan as a gift by the Boshevik decision in 1921. The
author of the article links the conflict also with the Armenian
Genocide committed by the Ottoman Empire and states that due to the
1991-94 war between Armenia and Azerbaijan Turkey breached all
relations with Armenia. Speaking about the blockade against Armenia
and Artsakh by Turkey and Azerbaijan, Peterson says that “the dictator
of Azerbaijan has said that any passenger plane that will try to land
in the airport of Karabakh will be targeted and downed by Azerbaijan”.

Referring to the war enforced against Artsakh by Azerbaijan, the
Danish author notes that thousands of mercenaries from Afghanistan and
Chechnya were fighting against Artsakh as part of Azerbaijani troops.

Peterson also speaks about the touristic attractiveness of Artsakh and
compares Stepanakerts with South European capital cities. “When you
are in the capital of Nagorno Karabakh, there is the impression that
you are in France, Spain or Italy”, he wrote.

“Economic degradation, immigration dissatisfaction relative to national issues. These are some of the current main issues of Azerbaijan. Azerbaijan is a boiling water, not to burst, that country escalates the situation within the zone of Artsakh conflict”, told Azerbaijanologist Grigori Ayvazyan, referring to the possibility of incidents by the adversary on the border ahead of the meeting of the Ministers of Foreign Affairs of the Republic of Armenia and Azerbaijan planned at the end of September.

As stated by him, the announcements on giving lands to Azerbaijan made by the political circles of the Republic of Armenia contribute to Azerbaijan’s bellicosity: “Whoever says we should give the lands freed at the cost of blood to Azerbaijan without fight, which threatens to destroy us, s/he is an enemy and a traitor. We give Azerbaijan an opportunity to strain the relations by voicing such opinions by influential figures of the Republic of Armenia. I urge the leadership of the country: wake up, until it is not too late!”

The expert has a concern that no lack of incidents on border will be in place also considering the fact that Azerbaijan is in the worst economic and political situation. “Escalation should not be mixed with a recurrence of a large-scale war”, he highlights.

‘This is not ultimatum, moreover, compulsion’: Davit Babayan on resolution points suggested by American Co-Chair

“This is simply a suggestion: not an ultimatum or moreover, a compulsion. It is natural that in case of different suggestions, the approaches of the sides should be taken into consideration. Generally, this scenario will not be possible to realize”, responded the Press Secretary to the NKR President, David Babayan, referring to the latest announcement made by the American Co-Chair of the OSCE Minsk Group, Richard Hoagland.

Let us remind you that on August 23 the American Co-Chair of the OSCE Minsk Group Richard Hoagland presented the 6 main points of Karabakh issue resolution. He made a particular indication to the status of the territory not controlled by Azerbaijan being within the territory of Karabakh Autonomous Oblast and giving the “occupied” territories nearby Nagorno Karabakh back to Azerbaijan’s control.

To our view implying that whether those approaches were not reflected in Madrid Principles as well, Mr. Babayan replied: “All similar approaches have been reflected in different principles – in Madrid ones included. No compulsion can be present here. The same Azerbaijan rejected it by violently commencing April War. This already shows that this option is not acceptable. Moreover, we also say that no return to past is possible, that Nagorno Karabakh cannot have Nagorno Karabakh Autonomous Oblast borders while interacting with  a terrorist and fascist state as Azerbaijan, forasmuch as it will simply mean to attract the aggressor again to attack and destroy us.”

David Babayan emphasized once again that the points brought forth by the American Co-Chair are simply suggestions, they cannot be ultimatum or compulsion: “He has presented old principles: it does not mean that all parties have agreed upon that, especially when Artsakh does not participate in that level of negotiations at all. These are principles and approaches about which they speak since long ago. It does not mean that it is an ultimatum and is agreed upon with all parties and should become the basis of the resolution. Especially uncertainty is in place: it is not ascertained which are the parties, what a status based on the agreement of the parties means. Azerbaijan has never agreed on the independent status and the unification with the Republic of Armenia.”

This is a vision and it does not mean that this is it. How many similar documents have been prepared throughout these 25 years?”

Asked whether it is possible that this document is the result of Turkish and Azerbaijani propaganda, Mr. Babayan assured – if for Azerbaijan this document was acceptable it would have accepted it since long ago and would never start a war: “Even this indefinite document, where a number of questions and a lot of disputable issues for us relative to our future, security, morality, and psychology are in place, is not acceptable to Azerbaijan.”

Asked whether an official response should be expected from the Republic of Artsakh, Mr. Babayan responded that any option of the settlement should be decided by the whole nation, and people have expressed their will: “Whoever wants, I would have announced, so many administrations are in place.”
