CANADIAN SCHOLARS SIGNED PETITION ON ISSUE OF DESTRUCTION OF ARMENIAN MONUMENTS IN NAKHICHEVAN

About 2,500 archeologists, historians and academicians took part in the convention of the American Archeological Institute’s 107th annual convention held in Montreal on January 5-7. The conference was a good cause for representatives of the Armenian Revolutionary Federation’s (ARF) Canada Youth Union and Armen Garo Student Union to present the issue of barbaric destruction of Old Julfa Armenian cemetery and khachkars (headstones) in Nakhichevan by the Azeris. Dr. Clair Lyons, who was presiding over that section of the convention, urged the participants to sign a protest petition addressed to the Canadian Foreign Ministry, reported the Yerkir newspaper.

The House of Lords of Great Britain planned to submit a written reply on the occasion of the issue of Armenian cross stones’ annihilation in Nakhijevan. "Regnum" agency informed that the reply will be sent to Baroness Caroline Cox, who initiated the discussion of this issue in the agenda of the House of Lords. In particular, Caroline Cox called for the British Government to discuss the suggestion to express indignation and concern through the UK representative to UNESCO about annihilation of ancient Armenian churches and historical monuments in Nakhijevan.

The British Foreign Ministry is aware of Azerbaijan's position over Armenian monuments being destroyed in Nakhichevan, reported Tahir Taghizadeh, head of Press and Information Policy Office of the Azeri Foreign Ministry. In his words, the Foreign Ministry keeps in touch with British Embassy in Baku. It should be reminded that member of the House of Lords of the British Parliament, Baroness Caroline Cox had send a written request to the House of Lords asking to express its attitude to towards the destruction of Armenian historical monuments in Nakhichevan. Meanwhile, as reported by APA Azeri agency referring to British Ambassador to Azerbaijan Laurie Bristow, the issue raised by Cox will not be subject for debate or discussion in the House of Lords. A British Foreign Ministry officer is expected to answer the Baroness. Laurie Bristow also stated that though Baroness Cox is also member of the House of Lords, she does not represent the Government, «Thoughts expressed by her are of personal nature.» It should also be reminded that Baroness Cox specifically urged the British Government to consider the opportunity to express concern over destruction of ancient Armenian churches and other artifacts in Azerbaijan via its UNESCO representative.

Azeri Ambassador to US Hafiz *****yev gave a written response to a letter of Co-Chairs of the US Congressional Caucus on Armenian Issues Joe Knollenberg (R-MI) and Frank Pallone, Jr. (D-NJ) on destruction of Armenian khachkars (headstones) in Nakhichevan. H. *****yev “expresses regret” over “unreliable” information sources, to which Congressmen referred. The Ambassador reminded that the Azeri Defense Ministry has rejected such accusations. The diplomat reminded that Azerbaijan is a society based on “rich historical legacy.” “Some 30 thousand Armenians live in Azerbaijan today. Our country highlights preservation of thousands of historical, cultural and architectural monuments,” he said. Addressing Congressmen the Azeri diplomat remarked he “shares their concern over preservation of historical and cultural heritage,” reported Trend agency. It should be reminded that Co-Chairs of the US Congressional Caucus on Armenian Issues Joe Knollenberg (R-MI) and Frank Pallone, Jr. (D-NJ) have sent a joint letter to Ambassador *****yev of Azerbaijan expressing their concern over the reported destruction of Armenian khachkars (headstones), monuments and headstones in the medieval cemetery of Julfa, Nakhichevan of the Azerbaijan Republic on December 15, 2005, reported the Armenian Assembly of America. Knollenberg and Pallone stated their opposition to the vandalism of Armenian khachkars that have for centuries existed in the Julfa Cemetery, pointing out that the same site was vandalized in 2002, leaving up to 2,000 of the 10,000 khachkars intact. The organized nature of the ongoing demolition accounted by eyewitnesses has been qualified as cleansing. The letter also calls attention to Azerbaijan's national responsibilities within the United Nations, the OSCE, the Council of Europe and other international frameworks. “As a member of the international community, Azerbaijan has a duty to preserve the cultural and historical heritage in its custody. By ignoring this obligation, the government of Azerbaijan undermines U.S. and international efforts to achieve greater stability in the South Caucasus region,” says the letter of Knollenberg and Pallone. The Co-Chairs concluded their missive by urging Azerbaijan to cease the vandalism in Julfa's Old Cemetery and to prepare a report documenting the damage leading to measures in remedy of the situation. The government of Azerbaijan is also urged to cooperate with international and expert community in developing a program of action to prevent and preserve treasures of cultural heritage and halt future occurrences of violence.

AZERI LEADERS DESTROYING KHACHKARS OF JUGHA SHOULD STAND INTERNATIONAL TRIAL

Following the government's instructions, Azerbaijani soldiers fiercely destroyed at the end of last year the last pieces of khachkars of Jugha dated from 9 to 17 centuries, eliminating thus the deep traces of Armenian presence in Nakhijevan. The last wave of elimination of Armenian monuments started in 1998 when there were registered around 3.000 khachkars and several chapels. The next outburst of vandalism took place in 2003 followed by the one in December 2005, which triggered condemnation of Armenian organizations worldwide trying to draw UNESCO's attention.

The All-Armenian Commission on Protection of Armenian Monuments considers it pointless to alarm about destruction of monuments of Jugha as there are no Armenian monuments any more. They believe that the Armenian government has to take resolute steps to make the international structures impose sanctions against Azerbaijan for destruction of Armenian monuments in Jugha and other settlements of Nakhijevan. The issue should top Armenia's foreign agenda in order to bring it before the International Court of Justice and make Azerbaijan pay reparation.

On 12 December at the hall of national Academy of Sciences the Pledge of National Unity Party, Council of Nakhijevan-Armenians and Armenian Architecture NGO discussed the created situation. Historians, writers, clergymen and cultural workers emphasized the need of bringing the issue to the attention of influential organizations and people using all possible means of Armenian organizations. Rafael Hambardzumian stated that the silence that of Armenian authorities accompanying the Azeris' barbaric acts of past even more encouraged the barbarians.

Almost all speakers stated fairly enough that the indifference of our authorities towards annihilation of cultural monuments is seen in the republic too. "Why do we keep silent when a 19th century building is being pulled down in Yerevan? If we do not stop the inner enemy, why should we now protest against the external one? The main reason of our failures is that we are not pretentious," art critic Levon Chukazian said.

Artyom Grigorian, head of the Agency of Monument Protection, said the issue has already stepped over Armenian borders, and no no-profit organization can do anything without the state's interference. He also said that the Culture Ministry cooperates with the World Heritage Center and UNESCO.

As a result of this belated discussion a Committee of Protection of Monuments of Nakhijevan was set that included Ruben Gevorgiants, Ara Yernjakian, Suren Zolian, Avik Isahakian, Samvel Karapetian, Armen Haghnazarian, Rafael Hambardzumian, Murad Hasratian, Rafael Ghazarian, Aram Manarian, Yervand Manarian, Samvel Muradian, Karen Smbatian as well as Armenak Abrahamian, Artavazd Avagian, Ani Babayan, Ani Totoyan, Gayane Khachatrian, Hrayr Baze from Diaspora.

The Azeri ambassador to the United States Hafiz *****yev has replied
to the claims by two pro-Armenian members of Congress concerning the
alleged destruction of Armenian graves.

Co-chairs of the US congressional taskforce on Armenian issues Frank
Pallone and Joe Knollenberg last month made a false statement saying
the Azeri government was responsible for the alleged destruction
of tombstones dating back to middle centuries at a cemetery in the
Nakhchivan Autonomous Republic.

In a letter to the Congressmen, the ambassador said he is disappointed
over the fact they issued a statement without verifying its
accuracy. Azerbaijan's abundant historic and ethnic heritage dates
back millennia, he wrote.

"Great importance is attached to safeguarding 3.5 million historical,
cultural and architectural monuments available in the country, while
Armenia has turned destruction of cultural and historical monuments
in the occupied Azeri territories into a part of its policy. The OSCE
[fact-finding] mission, which looked into the illegal settlement of
Armenians in the occupied land, confirmed this as well."

The letter said that this is not the first time Armenians are trying to
divert attention from the carnage they perpetrated against Azerbaijanis
in the occupied territories. *****yev added that a list specifying
the destroyed monuments has been developed and the Azeri side will
wait for a response from the Congressmen.

3.5 million historical, cultural and architectural monuments. biggrin.gif Is the idiot claiming that for each 2 Azeris in Azerbaijan there is such a monument? That's more than all the Persian, Armenian and Greek monuments united. Or the entire monuments found in the entire region. The idiot is also accusing the Armenians, yet, he has no picture supporting what he claims, when in the same time he denies an event, which was filmed LIVE and countless numbers of pictures taken.

The moron is so intellectually inept, that he answer to the destruction with such replics "Azerbaijan's abundant historic and ethnic heritage dates back millennia, he wrote."

What the HELL, retard, this has anything to do with the destruction of monuments. Let say Azeris historic and ethnic heritage is a billion years old(in line with the theory of a respected Azeris scientist that not only still believes in Adam and Eve, but actually believes that they were Azeris), why should it be important to know this when highlining the destruction of Armenian heritage from the same government that claims that Artsax Armenians have nothing to fear joining Azerbaijan.

The present-day territory of Nakhichevan's Autonomous Republic, Republic of Azerbaijan, comprises part of Sharur District, Ayrarat Province; Goghtn and Nakhichevan Districts, Vaspurakan Province, as well as Yernjak, Jahuk and Shahaponk, Districts, Syunik Province, Metz Hayk: in 1828 and 1840 they formed part of the Armianskaya Oblast (Armenian Province) established by Russia, being included in Yerevan Marz (Province) after that administrative unit ceased existing, between 1849 and May 1918.

In late 1919 the present-day territory of Nakhichevan’s Autonomous Republic formed part of the first Republic of Armenia.

Despite the fact that the invasions of 1918 and 1920 Azerbaijan waged against Armenia with Turkey’s complicity marked certain reduction in the number of Nakhichevan Armenians, they still constituted a considerable part of the local population between the 1920s and 1960s.

At the period between the Sovietization of the Republic of Armenia on 2 December 1920 and the conclusion of Kars Treaty on 13 October 1921, Nakhichevan Marz de jure formed part of Soviet Armenia as well. That fact is enshrined in a special declaration the authorities of Soviet Azerbaijan (the local Revolutionary Committee) made on 30 November 1920: it proclaimed both Artsakh and Nakhichevan inseparable parts of Soviet Armenia.

Violating the Armenians,’ particularly Nakhichevan Armenians’ elementary rights, in the absence of the representatives of the Republic of Armenia, on 16 March 1921 Russia and Turkey signed an illegal and invalid treaty, allegedly putting Nakhichevan Marz under the guardianship of Soviet Azerbaijan, but actually annexing it to that country as a self-governing territory.

In Kars on 13 October 1921, Turkey and the republics of Transcaucasia signed an agreement which ratified the partition of the Republic of Armenia and the annexation of Nakhichevan Marz under the pressure of Bolshevik Russia.

Following a self-willed decision made by the Soviet authorities, on 9 February 1924 the Soviet Republic of Azerbaijan declared Nakhichevan as an autonomous republic within its borders, completely ignoring at least the formal consent of the signatories to the aforementioned treaty, i.e. Georgia, Turkey, Armenia. By that invalid decision, the Soviet Union and Azerbaijan violated the unlawful clauses of the treaties concluded on 16 March and 13 October 1921, according to which Nakhichevan was not annexed to Azerbaijan as its constituent, but was merely put under its "guardianship."

Beginning with 1921, Azerbaijan consistently implemented a policy of humiliating Nakhichevan Armenians’ national dignity and infringing upon their rights with the purpose of finally driving them away from their historical homeland: it eventually reached its goal, for between 1921 and 1989, the area was stripped of its ethnic Armenian population.

The cultural heritage the Armenians created both in Nakhichevan and other parts of their historical motherland throughout many millennia is of pan-human value and significance: it is more than 200 years since it became an object of investigation for foreign researchers as well. At present when the international community seeks prudent ways of settling Artsax conflict, their endeavours are thwarted by Azerbaijan, which has annihilated an entire cultural legacy through its regular army units.

According to some foreign scholars' calculations, in the 17th century Jugha Cemetery retained 10,000 cross-stones dating back to the period between the 9th and 17th centuries. Later more than 7,000 khachkars fell prey to the annihilation of cultural monuments launched by Russia between 1905 and 1906 and continued by the Soviet leadership from the 1920s till the ‘70s.

Before 1998 Jugha comprised an estimated 3,000 cross-stones and several chapels, which were demolished by the Azeri troops in 1998, 2002 and 2005. In 2005 a Scottish researcher travelled in Nakhichevan, where he found out that the Armenian monuments located in the other settlements of the area (Shorot, Agulis, Kerna, Shahaponk, Aprakunis, etc.) had been subjected to the same fate of annihilation.

The Republic of Armenia should assist the appropriate international bodies, including the international institutions of the Islamic countries, in taking drastic measures against Azerbaijan, that has been destroying the Armenian monuments in Jugha, Nakhichevan, etc. for many decades now. The Armenian Government will certainly reach the desirable results if it includes the PROBLEM IN THE PRIORITIES OF THE FOREIGN POLICY OF THE REPUBLIC OF ARMENIA.

Under the current circumstances, only at state level is it possible to expose Azerbaijan’s criminal acts before the international community, making that country bear responsibility for the annihilation of the Armenian monuments and stop it altogether.

The protection of Nakhichevan’s monuments will also contribute to the fair settlement of Artsax conflict, showing that peaceful negotiations cannot yield concession to a state demolishing a nation’s cultural heritage.

The Pan-Armenian Commission for the Protection of Armenian Monuments urges the Government of the Republic of Armenia: 1. To launch legal proceedings against Azerbaijan in the International Court of Justice for annihilating Nakhichevan’s mediaeval Armenian churches, tombstones and cross-stones; to force that country to deliver up the fragments of the khackars broken in Jugha and other places to the Republic of Armenia; 2. To take the necessary steps making Azerbaijan to repay for the demolished monuments and their restoration, and permit the arrival of international troops in Nakhichevan for the protection of the local monuments; 3. To take measures so that the proper international bodies will set up research groups of specialists from Armenia and other countries for the purpose of registering and measuring the Armenian monuments throughout Nakhichevan; 4. To include the international expose and denunciation of Azerbaijan in the priorities of the foreign policy of the Republic of Armenia and implement it through the Armenian embassies and other appropriate bodies; 5. The religious, cultural, socio-political and other organizations functioning in the Armenian Diaspora should focus their activity on the protection of the Armenian monuments situated outside the borders of the present-day Republic of Armenia, particularly, Nakhichevan. They should also take the necessary steps making Azerbaijan’s criminal government bear responsibility for what it has perpetrated in international bodies of justice.

Armenian government may attain certain results if it turns the problem into one of the directions of the foreign policy”, - the statement of Pan-Armenian committee on protection of Armenian monuments says. As member of committee, a writer Grigor Janikyan noted, «While we speak our enemies continue their «black deeds». In Western Armenia the monuments are not only destroyed but also profaned.

According to the calculations of foreign scientists in 17th century there were 10 000 khachkars in Jugha dating 9-17 centuries. By 1970s 6000 of them had already been annihilated, at that most them after 1920. Janikyan said they were keeping silent in the Soviet years, as there was no State system.

Today the members of the committee noted that they'd already done what they had to meaning the agitation on protection of Armenian monuments, and now it's government's turn. The letter-statement was sent to nearly 300 individuals and international organizations.

By the way, the committee admonishes Armenian government to bring an action against Azerbaijan for destroying Armenian medieval monuments, to seize the cost of the destroyed monuments and their restoration and to obtain permission for quartering international forces in Nakhijevan to defend the monuments there.

European Parliament Calls on Azerbaijan to Halt Destruction of Armenian Monuments

European Neighborhood Policy (ENP) Resolution on South Caucasus also urges Turkey to end its blockade of Armenia

STRASBOURG--On January 19, 2006 the European Parliament adopted a resolution on European Neighborhood Policy on the South Caucasus that includes provisions calling on Azerbaijan to end its destruction of traditional Armenian cultural sites, and urges Turkey to end its blockade of Armenia, reported the European Armenian Federation for Justice and Democracy (EAFJD).

The report was prepared by Charles Tannock, MEP (EPP-ED, UK) following the European Council's February 2004 decision to integrate the South Caucasus into its European Neighborhood Policy.

The two most striking elements of the resolution deal with Azeri and Turkish actions against Armenians. The first urges "Azerbaijani authorities to stop the ongoing destruction of medieval Armenian cemeteries and historic carved stone crosses in Southern Nakhichevan." The second exhorts Turkey to "play a constructive role" in the region and asks Turkey to "open its frontier with Armenia."

The resolution also notes that, "the Nagorno-Karabagh conflict impedes development between Armenian and Azerbaijan, regional cooperation, and the effective establishment of the European Neighborhood Policy." It calls for dialogue between "all parties concerned," on the basis of minority rights and respect for international legal principles. Furthermore, it asks the concerned parties to allow for refugees to "gradually return, particularly Azeris from the occupied territories."

"We congratulate the author of this report for his open-minded approach and spirit of consensus-building in the improvement of the provision dealing with the Karabagh conflict. His intervention was certainly decisive in preventing the adoption of the initial unbalanced version of the text," commented European Armenian Federation Chairperson, Hilda Tchoboian.

"We are gratified that the terrible destruction of Armenian cultural heritage in Julfa was, at the very least, taken into consideration by an international institution such as the European Parliament. However, the annihilation of these sacred 'khatchkars' [carved stone crosses] by the Azerbaijani armed forces must be forcefully condemned and punished by European authorities, in particular the Council of the European Union. This desecration must be responded to at the same level as the international community's protest of the dynamiting of the Bamiyan Buddhas by Talibans in 2001," concluded Hilda Tchoboian.

I think it's counter-productive to mention two things at the same time. Mentioning the destruction by itself would have had more impact. It is easy to pass up if someone goes into the monologue of why the border is closed, etc.

PACE Rapporteur on Cultural Heritage to Survey Julfa Destruction

(A1+/ANCA)--The Parliamentary Assembly of the Council of Europe (PACE) General Rapporteur on Cultural Heritage agreed on Tuesday to visit Ancient Armenian cemeteries in Julfa that were recently demolished by Azeri troops.

Stepan Demirchyan, a member of the Armenian delegation to PACE, met with Edward O'Hara during a PACE session currently underway in Strasbourg. Demirchyan reported that O'Hara agreed to survey the destruction sometime in May and to prepare a report.

Demirchyan replaced outgoing Armenian delegation member Shavarsh Kocharyan who had previously requested PACE send a fact-finding mission to the historic Julfa Armenian cemetery in Nakhichevan.

The cemetery includes cross stones from as far back as the 7th century and is revered as an architectural treasure. International concerns were raised in 2002, when hundreds of the cross stones were destroyed in a similar manner by Azerbaijan.

Nakhichevan is a historic part of the Armenian homeland and was an integral part of the first Armenian Republic of 1918-1920. It was arbitrarily severed from Armenia and placed under Azeri rule as part of the Soviet Union's accommodation with Kemalist Turkey and Moscow's "divide and conquer" gerrymandering of borders to facilitate its control of the region. During the Soviet era, the indigenous Armenian population was driven out of Nakhichevan due to discrimination, economic pressure, and other policies advanced by the Soviet Azeri authorities.

As for US Congressmen’s suit over destruction of Armenian monuments in Nakhichevan, *****yev called it idle talks. “This is nothing but idle talks. After we told them the truth about Azerbaijan, the things cleared up,” the diplomat insists, reported Day.az

The Armenian Revolutionary Federation Bureau has commented on the elimination of the Nakhijevan Old Juga Armenian Cemetery khachkars on December 2005 by the Azeri army. According to the members of the party, the barbarism had nothing to do with the religion but aimed at distorting the Armenian traits of Nakhijevan. {BR}

“The act was in itself an anti-Armenian step like those which Azerbaijan carried out during the 88 years of its existence against the Armenians of Armenia and Artsakh and the Armenian monuments in general”.

In order to complain against the Azeri criminal policy and to demand respective attitude from the whole world, the Bureau of the Armenian Revolutionary Federation has decided to announce February 28, the anniversary of the massacres of the Armenians of Sumgayit by the Azeris, “Day of Complain against the Criminal Policy of Azerbaijan”.

That day in different cities of the world acts of complain and other events will be organized opposite the Azeri diplomatic representations and corresponding international organizations, as well as in other convenient places

/PanARMENIAN.Net/ January 23 La Stampa Italian newspaper published an article titled “Azeri soldiers destroy the graves at old Armenian cemeteries” which tells about the barbarian elimination of the Armenian khachkars (cross stones) in Nakhichevan. The author of the article addresses the Azerbaijani authorities, the UN and UNESCO accusing them of indifferent silence. The Azeri Embassy in Italy January 30 “refuted the accusations” and at the same time accused the newspaper of spreading false information.

As reported by the RA MFA press office, the newspaper also published Armenian Ambassador to Italy Ruben Shugarian’s comment on the article. Citing the letter sent by Armenian Foreign Minister Vartan Oskanian to UNESCO Secretary General the Armenian diplomat noted in part that even at the beginning of the 20th century Azerbaijan started consistent destruction of the Armenian traces on its territory and it was resumed in 2002. “The European Commission, the U.S. Congress and the UK House of Lords have already expressed attitude about this fact, They called upon the Azerbaijani government to put an end to the barbarism,” Shugarian said

Armenian Students Protest in Cologne against Destruction of Armenian Khachkars

/PanARMENIAN.Net/ The actual footage of Azerbaijani troops, in mid-December of 2005, using sledgehammers to demolish Armenian khachkars (cross-stones) at Old Julfa cemetery in Azeri region of Nakhichevan, shown in many countries of the world, caused a tide of protest among Armenian students in Germany. An initiative group was formed, composed of Armenian students of various universities. They decided to organize a protest action in Cologne, send letters to the UNESCO, German and international organizations, German TV demanding to urgently denounce the crime. Supported by All-Armenian Central Council of Germany and numerous other Armenian organizations of Germany, the students prepared many transparencies during the Christmas and New Year holidays. These condemn the barbarism of the Azeri Government and demand UNESCO direct intervention. The organizers also made thousands of leaflets. Old Julfa Armenian khachkars before and after demolition are depicted there.

The protest action authorized by Cologne authorities was held January 4. Chair of All-Armenian Central Council of Germany Shavarsh Hovasapyan, the administration of the Armenian-German company and others took part in the event along with 60-70 students. Leaflets were disseminated during 2 hours. The content of the letter to be sent to the UNESCO was read aloud in German several times. After the action Armenian students headed for Sahak Mesrop church, where they discussed Nakhichevan problems and activation of student participation in these issues.

Armenian Delegation to PACE Raised Issue of Armenian Monument Destruction in Nakhichevan

/PanARMENIAN.Net/ January 26 in Strasbourg member of the Armenian delegation to PACE, National Unity faction leader Artashes Geghamian raised the issue of the destruction of the Armenian monuments in Nakhichevan. In his speech Artashes Geghamian stressed that the elimination of the Armenian cemetery in Old Juga by Azeri soldiers incited by the authorities is nothing but barbarism. Thus, in his words, European principle are being infringed since Azerbaijan fails to honor the commitments undertaken 5 years ago at the entry to the Council of Europe. Besides, he noted, if Turkey wishes to join the European Union it should demonstrate will and condemn the barbarian deeds, since on March 16, 1921 Turkey and Russia obliged to guarantee the maintenance of historical and cultural monuments in Nakhichevan, reported RFE/RL.
